after a bizarre chase in des moines. stephanie/2ram good evening. i'm stephanie angleson. jack/2ram and i'm jack miller. the officer in that video was cleared by a grand jury. and now the police department also says the june 9th shooting was justified. tonight, see the incident for yourselves from the eyes of the officers involved. jack: local five's kattey ortiz breaks down exactly what happened in tonight's big story. kattey/bam "any reasonable person in her position would've done the same." those are the words the chief of police used when we asked why officer vanessa miller was cleared of any wrong-doing in the shooting. after an internal review process--lasting three months--we get a closer look into the minutes leading up to the strange and deadly incident. it starts with a routine traffic stop on merle hay road. while an officer is running plates ... 28 year old ryan bolinger pulls up next to him in the middle of the road. (move your car out of the way!) the officer repeatedly tells him to pull over elsewhere. (move your car out of the way you're going to get hit! - my life's in danger) you can quickly see bolinger outside of his car - he gets back inside, and takes off ... starting a low speed chase (he pulled up next to me at a traffic stop and got out of his car ... started running around on the highway then jumped back in) enter officer vanessa miller who was called

dangerously close to a propane tank. luckily, those firefighters were able to douse the flames and keep the tank cool as well. there were no reported injuries from the fire. stephanie: two kids left home alone started their kitchen on fire. it happened in a house in des moines last night. the mother then called 911 when she got home and saw the fire. they went to the hospital to be trated for smoke inhalation. no charges have been filed. stephanie: threatening people and firing shots out his car window. a newton man and his 17-year- old son say another man did this outside their home. they say, last saturday, 22- year-old alex spangenburg fired a rifle out of his car window at them and drove away. officers later pulled spangenburg over and he was intoxicated--they found ammunition in his vehicle. he's charged with carrying weapons while intoxicated, reckless use of a firearm, first-degree harassment, and operating under the influence. stephanie: also in newton attempted murder in the streets last night. john britton intentionally hit a man with his car, then repeatedly hit a

car carrying a 5- month old child and a 50-year old woman. britton told officers that his intention was to kill all three victims. he facesthree counts of attempted murder, as well as reckless driving and leaving the scene of the accident. the investigation is ongoing. jack: in the latest political news, there's one less democrat running for president. jack/ots: former virginia senator jim webb dropped out of the democratic presidential primary today, saying he no longer fits into the party's platform. at a press conference, webb criticized the format of the first democratic presidential debate. he also complained that both parties are just insulting each other and failing to talk about the issues on the campaign trail. tonight, we're taking the time to showcase police work that goes above and beyond the call of duty. an ames police officer was able to turn an "average crime" into something extraordinary for one young boy with the help of a local business. local fives nikki davidson joins us now with more...nikki? nikki: it started off as a theft report... but what a police officer did next completely changed the outcome of this story.... to the point that the crime itself isn't what this young victim is going to remember as he grows up... learning to ride a bike for the first time can be scary... just ask five year old fionn (i wanna stop) but all the confidence, and practice in the world can never prepare a new rider for what happened last week. 2:23:20 i came home and realized his bike was missing. but fionn wasn't about to give up. 2:23:54 his first response was we should call the police

millions of dollars into a fund for future projects. it's called "tax increment funding" the money is coming from a wind farm near harris iowa. "tif" funding essentially borrows against the projected revenue of an existing project. the dollars generated from the turbines near harris will generate more than 170- thousand dollars a year for tif projects. that's three and a half million over 20-years. stephanie: some in the greater sibley community don't agree with how that money will be used. the city held a public hearing on the matter. farmers associated with the wind farm are furious and say no other options for raising money were ever discussed. despite their objections the city plans to more forward with the tif funding. "we have 170 people in our city, we don't have the budget, we don't have the debt ceiling like bigger cities do to take on stuff like this," said greg spaethe the mayor of harris. jack: the wind turbines are on the tax roll at 17 percent and this is the last year that a tif can be

those will now help fund updates to the cities roads and sewres next spring. stephanie: on the other side of the state, a different type of tax will help build and improve projects in cedar rapids. this time we're talking about a self-supporting municipal improvement district. the city council brought up the idea for the new bohemia and czech village areas of cedar rapids. the hike in taxes would go directly back into the area. the proposed change would raise commercial and industrial property taxes up to 3 dollars per 1-thousand dollars of taxable valuation--result ing in about 56- thousand dollars a year for new projects. under the proposal, the self-sustaining tax district would be set up for 7 years, starting on july 1st of next year. jack: jon, with us now and the cubs trying to get back in the nlcs series against the mets. jon: yeah jack they're looking to use some of that home field advantage. coming up on local 5 sports we've got the early highlights from the cubs

"jon the big 12 is arguable the best conference in college basketball. and when you think of the talent in the league, that's why it's hard to believe kansas in 2008 was the conference's last national champ. i caught up with the coaches of three top 10 teams from the big 12 and an espn analyst to get their thoughts on the title drought. "i think people who really understand ball know how hard it is to not only get there, but to win two games once you're there." "there's a lot of good teams when you get into the sweet 16 and elite eight and final four, they're all good so it's just a matter of stepping up and making a shot at the right time."
