bolinger. he makes a u-turn at the intersection of urbandale avenue and merle hay road. in a split second ... he gets out of his car and approaches officer miller's side of the car. that's when she fires two rounds from inside her car with the door closed and windows rolled up. bolinger died from the his injuries... the department has cleared miller of any wrong-doing... a bit later this morning, we'll hear more about the incident from the chief of police. sabrina: in the number two spot this morning... sabrina: the search continues for the next speaker of the house...and now representative is now willing to pursue that job if he gets the support of republican ryan has given them until friday him. candidates are expected to abandon their bids and support elias: the third thing know before you door... elias: family is demanding answers after a broken down on road, was shot and killed by a plainclothes police officer. the deadly shooting of 31- year-old corey jones happened early sunday morning.

police say a handgun purchased by jones was found outside of his car. sabrina: number four... sabrina: authorities in washington are scrambling after a hacker may have targeted the cia director and dhs secretary. it doesn't appear any classified information was accessed and released. but there are concerns over how they were able to gain access. elias: and finally in the top five... elias: in the western iowa city of harris, a project is moving forward with a tax plan that will divert millions of dollars into a fund for future projects. it's called "tax increment funding" however, not all in the area agree with how that money will be used. sabrina: new this morning...get ready to see preparations for the coming winter... sabrina: starting today, city workers in ames will begin winter preparations at park facilities... the parks and rec department will shut off the water in the 37 parks it manages,, with no heating infrastructure in the facilities, cutting off the water prevents burst pipes. residents can still use the parks, they remain open year-round.

temperatures falling back into the mid to low 60s. sabrina: the des moines police chief says the deadly june 9th shooting with one of his officers was justified. elias: this morning a closer look at the minutes leading up to a bizzare chase that left an unarmed man dead. local five's kattey ortiz has the story. it starts with a routi traffic stop on merle hay road. while an officer is running plates ... 28 year old ryan bolinger pulls up next to him in the middle of the road. (move your car out of the way!) the officer repeatedly tells him to pull over elsewhere. (move your car out of the way you're going to get hit! - my life's in danger) you can quickly see bolinger outside of his car - he gets back inside, and takes off ... starting a low speed chase (he pulled up next to me at a traffic stop and got out of his car ... started running around on the highway

then jumped back in) enter officer vanessa miller who was called to help. this is video from her dashcam. bolinger makes a u- turn at the hay and urbandale. around, we're turning bolinger is blocked -- the first officer in the front and miller in the back. in a matter of seconds .... bolinger gets out of his car and runs up to miller's window. once bolinger is on the ground .... miller is shaken up. (are you okay? yea. he came up to the window. right up to my window. we're alright) des moines police chief dana wingert cleared miller after an extensive internal review and says she feared for her life .... and did what any reasonable person would do. scanner traffic never suggested that bolinger was armed and he was never found to have had a weapon on him. (but it also didn't indicate anything about him not being armed. that's where you put yourself in that officer's shoes. in that split second she has to make that decision. if we want to speculate about why she didn't do this or why she didn't do that, let's speculate if he had a firearm. if he had ill intent, and he does have a firearm, and she attempts to put her

fund for future projects. it's called "tax increment funding" the money is coming from a wind farm near harris iowa. "tif" funding essentially borrows against the projected revenue of an existing project. the dollars revenue of an existing project. the dollars generated from the turbines near harris will generate more than 170- thousand dollars a year for tif projects. that's three and a half million over 20-years. sabrina: some in the greater sibley community don't agree with how that money will be used....and shared their thoughts at a public meeting farmers associated with the wind farm are furious and say no other options for raising money were ever discussed. despite their objections the city plans to more forward with the tif funding. "we have 170 people in our city, we don't have the budget, we don't have the debt ceiling like bigger cities do to take on stuff like this," said greg spaethe the mayor of harris. sabrina: the wind turbines are on the tax roll at 17 percent and this is the last year that a tif can be passed to divert

officer was able to turn a "common crime" into something extraordinary for one young boy with the help of a local business it started off as a theft report... but what a police officer did next completely changed the outcome of this story.... five year old fionn (fin)'s bike was stolen out of his yard last week... he insisted to his parents they needed to report the crime to the police. officer vince junior took the report and went one step further... he contacted local business skunk river cycles and was able to get a donated boys bike to give to fionn. me being the middle man, i knew the resources. it worked out that i was able to go there and get the bike.
