afternoon downtown. thousands of people are expected in des moines. good evening. i'm stephanie angleson. jack/2shot and i'm jack miller. the big crowds are for a rally for hillary clinton, a free performance by katy perry and an appearence by former president bill clinton. tonight, we ask police what they're doing to make sure everyone's safe. jack: local five's kattey ortiz lays out what people can expect tomorrow. tomorrow is going to be a rough one for anybody trying to drive through downtown des moines. up to six thousand people are expected to fill this parking lot her husband bill clinton ... and pop superstar katy perry the jefferson-jackson ---- des moines is used to special guests during the election cycle ... but probably not used to having big names like katy perry hold a free concert. excited for tomorow." the singer will headline a rally for hillary clinton on saturday afternoon with president bill clinton at this parking lot behind their campaign headquarters. with six thousand people expected to come out ... that's a small venue for some big names. officials with the clinton campaign say it was a matter of convenience. "i think we just wanted a venue that was close by to the jefferson jackson dinner so that our supporters can come to the concert, get revved up and march over so they'll be at the hyvee hall for the jj dinner." but clinton isn't the only one hosting a gathering. across the river over to hy-vee hall jackson dinner. not to mention the iowa wild game later that evening at wells fargo arena. simply put ... police say to prepare for road closures and lots of traffic. --- police also advise if you do plan on coming to the rally tomorrow ... get here early, use the parking ramps ... and prepare to walk. we have a list of all the road closures and details on both rallies in des moines kattey

ortiz for local five news we are iowa. jack: we'll have details about the jefferson jackson dinner and who'll be there in your local election headquarters later in the news. later in the news. stephanie: new tonight at 10...a kidnapping and sexual assault investigation comes to a close two months later. stephanie: marshalltown police arrested the man they say sexually abused a young girl during a reception at the impala ballroom back on august 16th. in september they searched a possible subjects home and cross checked the dna, those results came back positive last week. that's when detectives went searching for victor angel- garcia. he was arrested this afternoon after a chase. he's charged with 1st degree kidnapping, 2nd degree sexual abuse and 1st degree harassment. angel-garcia is being held in the marshall county jail. stephanie: one person is in the hospital after a two car accident tonight. it happened at the intersection of chautauqua parkway and

hickman in des moines. des moines police say one car sideswiped the other. the person sent to the hospital is expected to be o.k. stephanie: and on the east side of des moines, police are looking to track down somebody who shot up a house and a car. it all happened late last night on capitol avenue. police looked around the house and discovered multiple bullet holes in the back of the family's car, as well as several on the front side of the house during their investigation today. we spoke with the owner, and he said although no one was hurt, he was very concerned because it's a part of the house that his four year old daughter spends a lot of her time. at this point, police have no suspects. stephanie: a road rage incident under investigation near northeast 14th street, and police are still looking for those involved. when police found a car in the ditch and were told an started at the nearby motel 6 were going westbound on northeast 50th suspects in one of the cars started shooting at the car. that's when the victim's car crashed into the ditch. no injuries were reported, but police are still looking for the suspects: a

two black males. jack: meanwhile, an 18 the hospital into a semi in des moines earlier today. police say the heading northbound on merle hay road and hydroplaned in the rain, jumping the median and crashing into a semi in the southbound lane. a relative was following the victim's car, and stopped to help. was hauling sam adams beer. that driver wasn't hurt. jack: the rainy weather was also a factor in this afternoon. a pickup truck flipped on the east mixmaster afternoon. reported. stephanie/ram: winds... up to 20 rainfall in some areas... and 15,000 evacuated from the numbers hurricane patricia are stunning. the storm officially made mexico....just but hurricane patricia is the hurricane ever

threat calls. in total, more than ten thousand kids were affected. and just as many parents rushed to the schools to comfort their children, even though they were told not to. " nats we cannot let you in. they are in lockdown. if you go in there, you're going to get shot okay? that's how it works. " jack: no one was hurt, and the lockdowns were lifted just two hours after the incident. jack: but in tennessee, a school shooting ending much differently. a man was shot and killed, and three women were injured on the tenessee state university campus in nashville early this morning. investigators say two men were gambling with dice in a campus courtyard. they got into an argument. those men were not students at the university. stephanie: it looks likes hillary clinton's strong debate performance last week helped her maintain the lead in iowa. stephanie: the latest quinnipiac poll shows clinton is leading fellow democrat bernie

percent of the vote. martin o'malley is still holding on at 4 percent. clinton, sanders, and o'malley will all be in town tomorrow for the party's jefferson- jackson dinner at hy-vee hall. stephanie: but the guest list for that event is down by two: while clinton and the others keep on campaigning. im webb and lincoln chafee dropped out of the democratic race this week. and with vice president joe biden officially declaring that he will not run, the democratic candidate line-up is now solidified with these three candidates, hillary clinton is her husband former presdient bill clinton, and pop star katy perry will be in des moines to rile up the support for but how are the republican's event? local five had a talk with the of the republican committee about the dinner. there wasn't going to be just one way to go through this portion of downtown. "good idea." since august, people have been able to park downtown for longer periods of time, but now 12th street is getting ready for the biggest change. cars that turn onto it from mulberry all the way down to grand, will be able to do so from either direction, starting on saturday. kyle crouch, des moines: "people may be getting too complacent, not paying attention or not seeing the signs that they posted up around here." those who work downtown say it's going to take some getting used to. i'm worried about the people who go on autopilot, than tourists who would actually notice the signs. kyle crouch: "they would actually be more likely to follow the signs than somebody who's been doing it for 40 years." even though the changes are geared toward walkers, some still think it'll make a bigger impact on drivers. travis bennett: "for the first couple of days, it'll take some adjusting. people will have to look a little more, but they can do it." the biggest thing, though, is they'll need time to prepare for the difference. tyler chen:"just give them a couple of days, and i think they'll be able to adjust. people are good, they can adapt." in des moines, jacob

jack: city officials say one of the biggest benefits of the conversion is increasing traffic to local businesses. they say after people punch out for the day, they'd still like them to stay in the downtown area. this will help them do that. jack: still to come--despite a valient effort to help another athlete during competition, one student was disqualfied. hear from the coach and the student athlete after the break. runner was stripped of his first place title after a selfless act during a race. the story sparked outrage across social media today. local 5's stephanie kim traveled to bloomfield to talk to the runner himself and his coach about what happened. with a first place finish at thursdays 2a district meet... zach hoaglund was on top of the world. "i couldnt help but cry tears of joy" the senior from davis county high school has been working all summer for this. but in his moment of celebration... was something zach summer for this. but in his moment of celebration... was something zach couldn't help but notice. mediapolis runner helping him up. but his kind act came with a price... coach josh husted davison hs cross country coach: i was told oth he and the other runner were disqualified at the district meet-- only the top 3 teams qualify for state. "we thought without zach didn't make it..." but the team's two freshmen pulled through and placed 4th and 5th in the race. "most freshman dont place....they didnt even know what zach did." the davis county mustangs edged out another team by just 4 points for a spot in the state qualifiers. this means zach gets another chance to run before the end of the season "it's not the end....." "just motivates you more....." and although no exceptions were made for zach's heroic act... he says he wouldn't have done anything different. "coach: after the meet the boy on the ground

to run in the state meet next saturday in fort dodge. his coach says he will also participate in the senior all-star meet as well. the iowa high school athletic association or ihsaa is looking into the circumstances surrounding houghland's disqualification-- but said he broke a national rule by helping runner finish the race. local 5 spoke with ihsaa information director bud legg for the details. "bud legg: overall we're looking at student safety and as a result of that, the mediapolis runner that got distressed during the meet - that zach gave assistance to - we're trying to figure out where the other adults were, where the coaches were, and meet personnel that could've attended to him to find out if he was alright or if he needed assistance or if he was going to need to be taken off the course."
