" local 5 news at 10 in hd starts now. we are iowa" stephanie: for the first time since the multi million dollar scam that fascinated iowans, local 5 news tonight takes you inside the lottery to show what's changed since the biggest scandal to ever rock the lottery. stephanie: good evening... i'm stephanie angleson. jack: and i'm jack miller. eddie tipton is a name not may peopleknew until he was caught rigging the lottery system to collect the jackpot. jack/lam: he was an ordinary guy with a very sensitive job -- protecting the integrity of the lottery. instead, he made a serious play to steal 14 million dollars. in the end, it didn't work.

charged earlier this month with ongoing criminal conduct. that's after it was discovered two people he knows actually cashed out lottery wins in wisconsin and colorado over the past few years. despite two fraud convictions already, tonight tipton is out on bond. we'll keep you posted on what happens to him. stephanie/ram: des moines food trucks are here to stay ... for now. their pilot program was set to expire this week ... but city council members say it's too popular to vote against. local five's kattey ortiz was at the meeting tonight ... she joins us now with more. kattey/bam: central iowans really love the food truck industry. it really took off when the program first began back in april. and city council is definitely taking notice. food trucks have taken over des moines for the past six months, with thousands of people attending the two festivals dedicated to the mobile vendors. "people have really taken to our food and the menu so far and they seem to enjoy it. they're excited and we're excited." at tonight's city council meeting ... council members voted to extend the program for another three months.

"if we don't take this action the program ceases at the end of this month, which i think is problematic because it's such a popular program." the food truck association will have the chance to iron out the wrinkles in the program next month and talk about what worked versus what didn't. "the intent then is for all of the stakeholders to come together and allow them to have input so it'll come back to us then for final approval." the pilot served it's purpose -- it's trial and error for the food trucks. but there's a few things food truck owners hope will change if this business model becomes permanent. local five news we are iowa. jack/ots: fixing mistakes made by the fbi. in april, fbi agents admitted to flawed procedures when examining hair and dna in crimes. so far, it's affected nearly 300 cases from 1980 to 2000. now, in hopes to potentially correct the issue, governor terry branstad and the state's public defender created a "wrongful conviction division." the division leader will be sifting through nearly 100 cases turned over by iowa's division of criminal investigation. " folks in the past used science was thought to be good sceince, but now we know more, it wasnt good science/"go through those one by one, where those may have a potential error, we'll be contacting those inmates in prison" jack: they'll be looking for errors and in turn, pursue legal action if someone was wrongly convicted of a crime they did not commit.

stephanie: new at ten, a boil advisory for tonight. stephanie: it comes after break you see here. a contractor working on the new water treatment plant hit the main this afternoon. nearly 250 customers were affected. if you're seeing rusty water or excess air from the faucet, you're advised to boil water before use until the water is clear. stephanie: a u.s. navy recruitment center was the target of a shooting in eastern iowa today. officers were called to the center in davenport, but they found the shooter at a doctor's office in bettendorf just a few minutes away. police say he shot himself. there were no injuries were reported at the rectuiting center. stephanie: the death of a woman in ackley is still a mystery to franklin county investigators. she was found in her home yesterday afternoon by her husband. so far he is cooperating with the investigation, and they are not calling her death a homicide. toxicology tests are pending. stephanie: and tonight, we've learned the name of the victim in this weekend's homicide in benton county. 25-year-old sabrina hustad was found inside

learned. stephanie: and that's why he's reqesting secret service protection. his iowa campaign staff says his events in this state have been very friendly, but that hasn't been the case everywhere. carson has recieved threats. his team decided it was time to call in some reiforcements. ryan 2:25 you have to have credible threats an dyou have to be in a position where you have a chance to be the next presdient of the unites states. both of those have happened. stephanie: carson meets the secret services requirements to apply for security detail. the secret service foots the bill... basically taxpayers. the secret service has a budget for this, they expect that certain presidential candidates will ask for security. stephanie: the latest monmouth university poll here in iowa gives carson a 14 percentage point lead over donald trump in the republican presidential race. that's the third iowa poll showing carson ahead of trump in the last week. these numbers have trump in denial. we're winning all of these polls he had one

"it's been ongoing for several weeks and we'd been trying to work that out. in the end we couldn't come to a conclussion together and he's decided not to accept the direction we want to go." the move also caught the players off guard. rhoads hadn't addressed the team before the change was announced.
