early enough, but i do have a rain chance friday night into saturday morning, so keep watching for our changing forecast! sabrina: let's get into the top five this morning.... sabrina: iowa now has a "wrongful conviction division." the department will be sifting through nearly 100 cases turned over by iowa's division of criminal investigation. they'll be looking for errors and in turn, pursue legal action if someone was wrongly convicted of a crime they did not commit. elias: in the number two spot this morning... elias: gunfire inside a davenport law office near a navy recruitment center monday... officers were called to area, but they found the shooter at a doctor's office in bettendorf just a few minutes away. police say he shot himself. there were no injuries reported where the man first fired the shots. sabrina: the third thing you need to know before you walk out the door... sabrina: bipartisan congressional leaders and the white house reportedly struck a major budget deal last night.... the plan would raise the debt ceiling and lift domestic and defense budget caps.

carcinogenic." elias: speaking of food....some good news for food truck lovers in the metro.. elias: des moines won't be saying goodbye to the mobile vendors just yet last night, the city council approved a three month extension for the program....statin g that it still needs some time iron out the wrinkles. they say terminating the program could be problematic because of it's popularity. thousands have attended metro food truck festivals... food truck owners say there's a few things they would change going forward. the coffee cup cafe just before ten last night...as flames engulfed the eatery.. all available fire personnel were on scene at the restaurant located at 313 east oskalloosa street. k-n-i-a k-r-l-s reports that the business suffered extensive damage to most of the building. fire officials tell them that much of the roof collapsed in on the dining room area of the cafe. no injuries reported, and the cause of the fire is still under investigation. elias: a boil water notice for parts of ames after a water main break... of ames after a water main break... you can see the break here....the damage happened while a contractor was working on the new water treatment plant monday afternoon. nearly 250 customers were affected. if you're seeing rusty water or excess air from the faucet, you're advised to boil water before use until the water is clear. sabrina: we're back with

students are looking for new funding to fill the gap left by the end of the perkins loan program... briar cliff university, in western iowa, says that money was key to helping students achieve their goals. so they're taking a step to help them out. "especially our students with a lower income level that really depend on the perkins program, we are going to, as a university step up and fill that gap ourselves," said shelby reed, director of financial aid. sabrina: the need-based federal perkins loan program ended on september 30th of this year. elias: new this morning...the heroes trophy goes on tour ahead of the november 27th game... elias: a replica of the trophy will be making the rounds at hy-vee stores in iowa and nebraska leading up to the heroes game next month... the real trophy still resides in lincoln after last year's nebraska victory... fans can see the trophy beginning today in davenport, with nine more stops today in davenport, with

once considered a high tech toy of the future... drones are now increasing in popularity. and with that... there's growing conflict. elias: personal hobby drones have become a threat to commercial airplanes and firefighting pilots. but at the same time, the military's multi- million dollar unmanned aircraft is coming to the rescue. abc's brandi hitt reports. sabrina: eddie tipton is a name not many people knew until he was caught rigging the lottery system to collect the jackpot. he was an ordinary guy with a very sensitive job -- protecting the integrity of the lottery. elias: instead, he tried to fix the system to benefit himself....for a to fix the system to benefit himself....for a 14-million dollar payday. but could the same thing happen in the future? local five's jack miller takes us inside the iowa lottery... nats -- "it's time for your powerball drawing!" (from oct. 21 drawing) lights, camera, action and -- the most important part -- hundreds of millions of dollars. (nats) it's what keeps so many americans buying tickets week after week. the dream of instant financial freedom. that dream was shared by this man, eddie tipton. the problem is, tipton worked for the multi state lottery association. it runs many drawings nationwide, including the grandaddy of them all -- powerball. (nats of powerball drawing) but behind the action, tipton worked as a security director for the organization, and is known to most iowans

through this video. that's him buying a winning 14 million dollar hot lotto ticket at a des moines quik trip in 2010. he already knew the ticket was a winner because he'd already hacked his company's computers. clip 2155 36:55 well this, hands down, was a breach of trust. 36:57 it was an employee who was hired by a vendor organization who took advantage of a secure key that he had to try to perpetrate fraud on the iowa lottery. 37:06 as ceo of the iowa lottery, terry rich's priority is to hold up the integrity of the games in the wake of the tipton case. he makes it clear that tipton was not an iowa lottery employee but rather a vendor. and -- 36:14 it's important to note that in iowa, we never paid. we knew it was a mystery from the beginning, and we never paid. 36:20 the iowa lottery is very careful about who it pays.. like these legitimate winners. that was ultimately tipton's mistake. he tried to get a friend and then an investment firm to collect the winnings. but that wasn't flying at the iowa lottery. clip 2162 49:31 part of our process is to make sure the person coming in to claim the prize is the person who bought the ticket to begin with. 49:36 that custody of the product. 49:39 as v.p. of system

operations, hale strasser knows the lottery is a huge target. there's just too much money involved for scammers to ever go away. he says security evolves every day, because the bad guys keep trying different methods. 43:46 you can never rest on your laurels and go 'hey, we're secure. we're good to go. firewall's patched, we're done' and put your feet up. you cannot do that. 43:53 even if eddie tipton's overall strategy of winning millions failed, his tactic of manipulating the numbers at the multi state lottery association worked. (nats of jack) local 5 was given exclusive access to its facility in urbandale. it's understated by design. this acronym is the only signage anywhere. once inside, we were led to the place where the action happens, where lottery numbers for dozens of states are drawn. it's surprisingly simple. a small plexiglass enclosed booth where three people systematically produce numbers for a nation of lottery hopefuls. clip 7870 48:16 most lottery numbers are drawn by computers. random number generators, or rngs as they're called. you might not believe it, but these two ordinary looking little black boxes right here are the rngs
