morning more proof his campaign is struggling in iowa. now 3 polls showing dr ben carson is the new frontrunner in the hawkeye state. sot trump " i am number 2 in iowa. i said, i don't believe it. one's bloomberg, they hate me, the other one is a super liberal newspaper, the des moines register, which is 3rd rate totally 3rd rate trump not ready to surrender his position...describing the former neurosurgeon as sleepy. sot carson "my energy levels are perfectly fine. as i have said many times there had been many times i have operated for 12, 15, 18, 20 hours" this morning trump dealing with more than a surging carson- some pointing out trump, who's celebrated his wealth on the campaign trail by signing dollar bills, may be too out of touch with middle and working class voters after saying this: sot-trump town hall "i started off in brooklyn. my father gave me a small loan of $1 million" trump defending it saying a million isn't very much compared to what he's built. one of trump's rivals- jeb bush, struggling with finances, would love a million bucks right now. bush huddled with family and loyal donors at this texas hotel (show video of bush walking at hotel) trying to reassure them experience will trump the outsider. bush has said his 91- year-old father is so mad about trump -- he throws sometimes shoes at the tv when he's on -- when he threw out the first pitch at a recent

stances on immigration reform. the email releases are also leading up to the gop's growth and opportunity party coming up this halloween. sabrina: the party is a fall festival hodge podge of trick or treating, football tailgating, and plenty of food and drinks. according to the event description, guests will also have the opportunity to learn all about quote scary democratic policies. as of right now, the confirmed guests are carly fiorina, sen. rick santorum, go.v chris christie, gov. bobby jindal, gov. jeb bush, sen. ted cruz, sen. rand paul, sen. marco rubio, sen. lindsey graham, and gov. mike huckabee., the two frontrunners, dr. ben carson and donald trump have been invited, but are not yet confirmed. we'll have charlie szold, iowa gop communications director, with us in the studio later with more details. sabrina: our big story back here in iowa -- another

security concern for the iowa investigative authorities-- sabrina: the mishandling and flawed f-b-i procedures dealing with hair and d-n-a which has affected hundreds of cases has iowa officials creating a news division... now, in hopes to potentially correct the issue, governor terry branstad and the state's public defender created a "wrongful conviction division." the division leader will be sifting through nearly 100 cases turned over by iowa's division of criminal investigation. " folks in the past used science was thought to be good sceince, but now we know more, it wasnt good science/"go through those one by one, where those may have a potential error, we'll be contacting those inmates in prison" sabrina: they'll be looking for errors and in turn, pursue legal action if someone was wrongly convicted. sabrina: in davenport -- police continue to investigate a business

shooting. police received the call of shots fired at a law firm around two p-m yesterday..., the law firm was near a u-s navy recruitment center in davenport.. before officers arrived, the gunman fled..., but they found the shooter at a doctor's office in bettendorf just a few minutes away. those who in and around the site of the gunfire said police were quick to respond to the scene of the crime. " (lorrie guthrie/kelly's medical) "we felt safe, i guess. the response that occurred so quickly was amazing. one squad car to a whole fleet of people."" sabrina: police say the gunman shot himself....not other injuries were reported. sabrina: in pella -- firefighters were called to the coffee cup cafe just before ten last night...as flames engulfed the eatery.. all available fire personnel were on scene at the restaurant located at 313 east oskalloosa street. k-n-i-a k-r-l-s reports that the business suffered

damage to most of the building. fire officials tell them that much of the roof collapsed in on the dining room area of the cafe. no injuries reported, and the cause of the fire is still under investigation. here is some footage of the fire. sabrina: a boil water notice for parts of ames after a water main break... you can see the break here....the damage happened while a contractor was working on the new water treatment plant monday afternoon. nearly 250 customers were affected. rusty water or excess air from the faucet, boil water before use until clear. sabrina meteorologist sam schrier joins us again with a look at your forecast. sam weather adlib: iowa has this whole, lack of an ocean problem, so we don't ever get hurricanes. but sometimes, like today, we do get hurricane leftovers to swing all the way up from the gulf and give us a few good showers! it is going to be a cloudy day with plenty of rain expected throughout

the afternoon and evening with deep moisture moving in from the south. i'm expecting the metro capable of seeing between 0.5" to 1" of rain throughout the day and night with eastern iowa likely seeing between 1" and 2" of rain throughout several places. we are going to dry out as we keep moving the evening, but one or two left over showers may still be falling early wednesday morning in far eastern iowa. highs today are only going to be in the mid 50s with lows tonight falling into the mid 40s. temps will stay parked firmly in the 50s through the week and into saturday, but we do have a nice treat in the forecast with highs sunday back into the 60s and possibly a 70 early next week! right now trick or treaters may sneak away with a dry night if you go out early enough, but i do have a rain chance friday night into saturday morning, so keep watching for our changing forecast!

good news for those wanting to travel to d-c. the quad city international offering direct flights to our nation's capital. after a decade- long lobbying effort of local businesses and the government, united airlines was finally convinced to provide a three- year agreement. according to east moline mayor john thodos, the airport "has a military application, but it has a great market for the traveler too." sabrina/1shot the quad cities chamber of commerce said the new airport will also help to serve the rock island arsenal and local businesses, in addition to attracting individual travelers. sabrina and from the nation's capital-- bipartisan congressional leaders and the white house reportedly struck a major budget deal last night.... the plan would raise the debt ceiling and lift domestic and defense budget caps. lawmakers could vote on it as early as wednesday... if passed it would avoid a possible debt default and reduce the chances of a government

shutdown. abc's lana zak has the latest from washington-- " boehner sot having listened to our members and american people we have a budget agreement..... announcing the agreement today, outgoing speaker john boehner. this was a good deal for the troops, the american taxpayers..... the compromise significant: for the first time in a long time, republicans and democrats in washington came together in bipartisan support of a budget agreement without the threat of a credit default or government shut down just hours away. over 2 years the deal will raise spending by $80 billion--that's a 1% increase in the federal budget. cuts will come from other programs such as medicare and social security disability. democrats say it will protect essential social programs. house democratic leader nancy pelosi said in a statement "together, we have found a way forward for the american people." and for boehner, the deal delivers on a pledge made to give incoming republican speaker paul ryan a fresh start. i said i wanted to clean the barn, i didn't want him to walk into a dirty barn full of you- know-what. now the threat of both a government shutdown and a government default are off the table until after president obama leaves the oval office in 2017. sot there will be some

integrity of the instead, he tried to fix the system to benefit 14-million dollar payday. but could the same thing happen in the future? local five's jack miller takes us inside the iowa lottery... nats -- "it's time for your powerball drawing!" (from oct. 21 drawing) lights, camera, action and -- the most important part -- hundreds of millions of dollars. (nats) it's what keeps so many americans buying tickets week after week. the dream of instant financial freedom. that dream was shared by this man, eddie tipton. the problem is, tipton worked for the multi state lottery association. it runs many drawings nationwide, including the grandaddy of them all -- powerball. (nats of powerball drawing) but behind the action, tipton worked as a security director for the organization, and is known to most iowans through this video. that's him buying a winning 14 million dollar hot lotto ticket at a des moines quik trip in 2010. he already knew the ticket was a winner because he'd already hacked his company's computers. clip 2155 36:55 well this, hands down, was a breach of trust. 36:57 it was an employee who was hired by a vendor organization who took advantage of a secure key that he had to try to perpetrate fraud on the iowa lottery. 37:06

as ceo of the iowa lottery, terry rich's priority is to hold up the integrity of the games in the wake of the tipton case. he makes it clear that tipton was not an iowa lottery employee but rather a vendor. and -- 36:14 it's important to note that in iowa, we never paid. we knew it was a mystery from the beginning, and we never paid. 36:20 the iowa lottery is very careful about who it pays.. like these legitimate winners. that was ultimately tipton's mistake. he tried to get a friend and then an investment firm to collect the winnings. but that wasn't flying at the iowa lottery. clip 2162 49:31 part of our process is to make sure the person coming in to claim the prize is the person who bought the ticket to begin with. 49:36 that custody of the product. 49:39 as v.p. of system operations, hale strasser knows the lottery is a huge target. there's just too much money involved for scammers to ever go away. he says security evolves every day, because the bad guys keep trying different methods. 43:46 you can never rest on your laurels and go 'hey, we're secure. we're good to go. firewall's patched, we're done' and put your feet up. you cannot do that. 43:53 even if eddie tipton's overall strategy of

(nats of jack) local 5 was given exclusive access to its facility in urbandale. it's understated by design. this acronym is the only signage anywhere. once inside, we were led to the place where the action happens, where lottery numbers for dozens of states are drawn. it's surprisingly simple. a small plexiglass enclosed booth where three people systematically produce numbers for a nation of lottery hopefuls. clip 7870 48:16 most lottery numbers are drawn by computers. random number generators, or rngs as they're called. you might not believe it, but these two ordinary looking little black boxes right here are the rngs that draw many of the winning lottery numbers across the u.s. 48:33 the rng's that eddie tipton manipulated have been replaced, as have some security procedures. there are a lot more cameras and than before, double locks and computer chip encoded zip ties on all equipment.
