republican presidential debate brings more fireworks tonight. good evening. i'm stephanie angleson. jack/2shot and i'm jack miller. and i'm jack miller. senator ted cruz there going after the moderators and the mainstream media for trying to pit candidates against each other instead of just asking substantive questions. we'll be joined by isu political science professor dr. steffan schmidt later in the news for debate analysis. but first... get ready to pay ten percent more on your water bill beginning on april first. jack: local 5's jacob pek-lo has more in tonight's big story. jacob: jack, it's a hot topic for sure. des moines water works has said these changes aren't because of high nitrate levels, but are just a part of normal increases. still, it depends where you look to see how big ten percent really is. larissa christ, west des moines resident: "i live by myself and i pay all my bills with one income. so, cheaper is great." natural sound of dish clanking larissa christ is adjusting to life in her first apartment. larissa christ, west des moines resident: "the more that i can

put into savings the better. most of the time, i kind of spend it shopping, or online shopping, but i try to save where i can." many landlords have their tenants pay water or electric bills, in addition to their monthly rent. now, after des moines water works passed a 10 percent rate increase, many families will have to adjust to that cost trickling down to them. board members say it's because people are using less water than before. keith denner, president of professional property management: "it happens fairly frequently because their cost of operation goes up and the cost of electricity goes up and they need to pass on their costs. we understand." at sun prairie apartments, management includes that cost in the monthly rent. because of several efficiency upgrades, the annual water bill for each apartment can be about $10 a month. so, a dollar increase won't be a big hurt to management or the tenants. natural sound of water kyle ledosquet, west des moines resident: "i have some buddies that live in other apartments as well, and they say on average a month, they can spend $60 a month on water alone. knowing that's an expense i can put somewhere else or put into savings, i enjoy that." and christ says knowing she won't have to stress about her water makes her rest a little easier. larissa christ, west des moines resident: "it's definitely a great deal, and i definitely

school and went thousands of dollars into debt. she learned about cutting hair, dying hair, doing manicures, pedicures, and facials, but nothing about african hair braiding. aicheria 1:07 that's when i was like this is not what i want to do. i'm not going to be doing these things, i'm gonna be braiding. since aicheria didn't get her cosmotology license... she can't run her own braiding business, meagan forbes 8:41 iowa's licensing laws are among the worst in the country. iowa licenses more workers from travel agents to atheltic trainers to makeup artists to hair braiders. meagan forbes is aicheria bell's attorney. they made an announcement inside the iowa state capitol that they're suing the iowa cosmotology board, fighting the current licensing laws. megain 4:01 a victory in this case will help all entrepeneurs in iowa. until that happens,

aicheria will braid hair on the side, hoping to keep her heritage alive, while keeping a low profile. she says trying to run her own hair braiding business is just too risky. aicheria 2:48 i'm scared i'm going to go to jail, have a record, cared about my legacy. there are some serious penalties for violating these licensing laws... criminal penalties, that include being fined a thousand dollars for each infraction. i tried to contact the iowa board of cosmotology which is under the iowa department of public health. they said, "idph is unable to comment on pending litigation" public health officials added that the legislature did look at this issue last session but declined to take action. the department of public health encourages the legislature to look at the issue again this coming legislative session. reporting live -- amanda krenz. local five news, we are iowa.

jack: the "institute for justice" group that's helping these women has filed similar lawsuits in other states. they've won all 11 lawsuits, with a 12th pending right now in missouri. stephanie: waukee police will now be able to use body cam video in their investigations. thanks to a private donation 18 officers are now equppied with body cameras. in total it took all 14 thousand dollars to purchase these cameras, data and storage officials say the video won't be available to the public unless its subpeonaed in court and the officers will be deciding what interactions are kept. "officer decides to keep it, its saved for 180 days, but if its a simple call like a traffic stop, unlocking someones vehicle etc. they dont tag and it erases after 60 days " " stephanie: des moines police are also working on getting body cams... they're waiting to receive bids from vendors before purchasing the

stephanie: welcome back, tonight urbandale police need your help identifying people who stole from hy- vee. they say this man and another walked out of the hy-vee with nearly 12 hundred dollars worth of merchandise. you're asked to call the polk county crime stoppers if you have any imformation. stephanie: and new details in the investigation into a western iowa homicide. sabrina hustad was found inside the home of david miller sunday afternoon. autopsy results show that she died because she was stabbed several times and strangled. investigators found her body under very unusual circumstances. she was found while they searched david miller's home in connection with a car theft case. her death is being ruled as a homicide. the investigation is on going. jack: the next time you get gas... take a closer look. local 5 is on your side tonight with this warning. jack: criminals are using skimmers,which are essentially malicious card readers that grab the data off your card's magnetic strip this has happened at some casey's

general stores. caseys says it found one of the skimming devices at fuel pumps in nebraska, and then launched a company-wide search of all pumps and found more devices. here's a list of some of those locations that were involved. there's only one in iowa -- in davenport. it's unclear if any credit card information was compromised, but if you were at any of these places, check your accounts. jack: watch out for this -- more phone scams are hitting the metro. people say someone calls from midamerican energy or another local utility. they claim that your payment is past-due and to avoid them shutting off your services you need to send them money via a pre-paid debit card. the caller i-d will show the caller is calling from the utility. if this happens to you, please hang up, call mid american energy or your local police station. stephanie: good news for hy-vee shopers in the metro, you'll soon be able to get mercy healthcare at your local grocery store. the new mercy
