let's get into the top five this morning.... elias: a tense situation inside a metro school bus thursday afternoon....whe n an adult bus driver gets into a physical confrontation with a special needs student. police say the incident began when 61-year old robert scarbrough got upset when the 15-year-old student wouldn't sit in his assigned seat. he now faces an assault charge. sabrina: in the number two spot this morning... sabrina: more than a dozen people have been injured after an airplane taxi-ing for take-off in fort lauderdale florida catches fire.. the plane had more than 100 people on board at the time of the fire... one witness said the plane had fuel leaking....with investigators trying to figure out just what went wrong on the runway. elias: the third thing you need to know before you walk out the door... elias: polk city police are investigating a theft from the public works building... sometime between 5 p-m wednesday and six a-m thursday, burglars broke into a garage and stole two ford f-350 trucks and tools. both trucks have

giant polk city logos on the side....but police belive the thieves may be stripping the down to sell off the parts. sabrina: number four... sabrina: a major cultural shift in china...as the country's government effectively ends its decades old "one-child policy." faced with an aging workforce and economic slowdown, china will now adopt a one couple, two-children policy. the orginal policy was instituted in the 19-70's to address major population density problems. elias: and finally in the top five... elias: governor branstad has a plan for out-of- state companies to take over iowa's medicaid program, but it's not going smoothly.. the latest problem....a former iowa lawmaker on trial, renee schulte, accused of using inside, confidenditial information to help get one of those out-of- state companies selected to take over iowa's medicaid. sabrina: new this morning...the next open enrollment period for the health insurance marketplace is

sabrina: sunday will see the start of a three-month window to enroll or re- enroll in coverage through the health insurance exchange. for those needing help in getting coverage, several local health organizations will hold an enrollment fair on monday. counselors will be on hand at the davis center for working families to help. to get coverage you will need a current i-d, last tax return, and your last pay stub if working. elias: new details in the iowa board of regents search for a universtiy president elias: the cost to find a new president for the university of iowa has exceeded three-hundred thousand dollars.. so far, the total comes to just over three hundred and eight thousand...and could grow as the board and university continue totaling the costs. the price tag includes a two- hundred thousand dollar payment to parker executive search....the firm hired to facilitate the process. with the rest for expenses and advertising. the search

" oh wow. that's terrifying. that's earthshattering." " sabrina: scarbrough is in the polk county scarbrough is in the polk county jail charged

with child endangerment and assault causing injury. extra counseling will be available to students ... and the district says there'll be extra training for all bus drivers from now on. elias:: polk city police investigate the theft of city property.... two ford f-35o trucks and the tools inside were taken from inside the public works building. the burglars broke into a garage at some point between 5 p-m wednesday and 6 o'clock yesterday morning. the trucks have giant polk city logos on the side, and would be easy to spot. but that's one reason why be easy to spot. but that's one reason why police say the thieves may already been stripping the thieves may already been stripping the trucks down to sell off the parts. "you're watching good morning iowa in hd. we are iowa." sabrina: halloween is all about the scare, but the des moines fire department says it's not worth your safety. elias: despite city ordinances that regulate who can open up a haunted house - des moines fire is worried that "quick hit" pop up houses are getting by the inspections meant to keep you safe. inspections meant to keep you safe. elias: elias: local 5's nikki davidson shares ways to keep you scary safe this halloween. the fun of a haunted house... is the thrill of the unexpected... ( scream) a thrill merlyn linn... a veteran in the business of running a haunted house - (this guy sits back, then comes through when people aren't expecting it) - knows the magic behind giving people what they pay for. 5:07:11 we're more of the suspense type, you can't see your hand in front of your face until we want you to. familes flock to haunted attractions every year... (nat screaming running out) some cant handle it ... 4:53:35 we have about 150 each year that enter, and then go back out. they won't go.. but there's one thing no one wants...a final scare... that goes much too far. back in 1984 eight teens entered a six flags haunted castle attraction and never came out after a fire trapped them inside the structure... there were no smoke alarms or sprinklers inside. 4:14:13 the disorientating nature, people are not familiar with the layout of a building, it's important to have safety measures in place. des moines fire marshal jonathan lund says thirty years later... haunted houses have a whole new set of rules for how they get their frights. smoke alarms, sprinklers, lighted exits, and a "kill switch" --- one that turns on the lights and allows customers to easily get out are required... and flamable material like black plastic coverings and dead end mazes have been banned. 4:55:08 it was hard! an investment -- costing thousands for haunts like linns 5:09:03 i had to double my sprinkler systems, go above and below, you don't normally need to do that but i did. in order to legally operate a haunted house in des moines , it has to be inspected by the fire department... 5:08:38 they check it out really check it out. a process that means now... linns is the only legal haunted attraction in des moines city limits. 4:18:03 applications have been denied because systems

aren't in place. 5:09:19 you can't do it unless you own the building. it's tough. but for fire departments like des moines... the real scare isn't these guys... (nat) its attractions that slip through the cracks... and break the law by opening up without an inspection or permit. 4:18:30 it's difficult to keep up with them, some of them are gone by the time we're notified we're there. fire officials say it does happen nearly every year... and its hard to keep them closed. 4:19:18 location changes or short duration events, it might be next monday we find out, and it's packed up and gone, it's a big challenge for us. and there's another loophole... many smaller communities never created a haunted house safety ordinance ... which means the houses can move shop over there... and legally open. (nats pop here) that was the case in pleasant hill, up until last year... when the city council changed code to enforce safety measures. two out of three long open haunts that had been open for years failed inspection... but that didn't stop one from trying to open up anyway in 2014. the pleasant hill fire department was tipped off that white water university opened its their doors despite failing the inspection.

it down while customers were still attempting to pay to enter. it's owner craig smith spoke to us a few days afterwards... he said tried to stay open with a permit because he didn't feel his attraction was dangerous. make sure the date is on the video and super (it wasn't last year, or the last 30 years. it's all in the eyes of the beholder... what the city wants done. but the pleasant hill fire department found in their inspection that it filled with (graphics) combustable materials, lacked fire extinguishers and had no sprinklerer system. its a risk safety experts say should be enough to send your family -- screaming... and leaving behind. 4:15:25 it's just a hazardous environment in general. reporting in des moines nikki davidson local five news we are iowa.
