stephanie/2shot good evening. i'm stephanie angleson. jack/2shot and i'm jack miller. tonight... people living in windsor heights speak out against having their firefighters merge with the city of clive. at tonight's windsor heights city council meeting ... they heard from lots of neighbors. and then the council unanimously voted to continue their focus on their own fire department. jack: local 5's kattey ortiz was at the meeting tonight and is here with the latest. kattey? kattey: it was a proposal that had been in talks for the past two years between clive and windsor heights. but tonight it all came to an end when many members of the public told their council they'd rather fork over the extra money to keep improving the services they have now. "i wanna keep windsor heights fire department in windsor heights." for more than thirty minutes .... members of the public in windsor heights made sure their voices were heard ... one by one. "i feel like we're going to be losing more than we're going to be gaining." the proposal from the city of clive to merge both fire departments feedback. clive's goal was to

shortages on both ends. "look at the big picture. the 5 year, the 10 year, the 20 year solution right there. i think that's what we bring to the table. this is very colloborative, long term solution for you." but most residents in windsor heights hated the idea ... and said they'd rather have their taxes raised. "yes we may be saving, but we're not saving that much. and i'm willing to pay 31 dollars a year to keep my services here." "once we okay this, we're stuck with it whether we like it down the road or not." many residents also worried windsor heights would lose its identity. council members explained why the idea was entertained in the first place. "two years ago i dont think we had much of a choice on the horizon. but i think we've made some significant changes, the department looks better and stronger today than it did then." two years later ... windsor heights cut down their response times by nearly three minutes -- progress they unanimously voted to focus on. the mayor of clive says he understands the

topic was an emotional one ... but he's not giving up. scott cirksena: "we're hoping at some point the need can be re established so we can come back to the table." kattey: the mayor added they'll reassess their options ... see if there's anything they can adjust in their proposal. but tonight ... windsor heights fire department remains. in the studio kattey ortiz local five news we are iowa. stephanie: the death of a 22-year-old woman halloween night has sparked an investigation. for some reason, haley hols got out of the car she was riding in.... just before midnight at the intersection of hull and delaware avenues. her fiance, 41- year old sam archer, continued driving and hit her. hols later died at the hospital. she leaves behind two children including a newborn daughter. police say it's not clear whether hols jumped or fell out of the car. but both families say they are heartbroken and hope it was all just a freak accident. ""id hope to god it was a random accident that no one could intentionally do that to a person. " "

stephanie: archer was arrested shortly after the accident but it was for an unrelated, outstanding warrant from an april assault---not hol's death. the investigation is ongoing. stephanie: and up to fort dodge, where a car chase ends inside a home! this morning, an officer tried stopped the car for a traffic violation, but when the lights came on, the driver hit the gas. the chase went on for several blocks before crashing into the foundation of a home on 4th avenue. the driver ran off, leaving two passenders at the scene. an officer continued to chase the driver on foot until he ran into a home on north 9th street. the 17-year old driver was arrested and taken to juvenile court. jack: the university of iowa's new president started today... in a swirl of controversy. protesters chanted "resign" on the university of iowa pentacrest on bruce harreld's first official day on the job. harreld is a former businessman with no academic administrative experience, and that's

about possible cuts. herreld says he's well aware of the criticism surrounding his hire. "they're going to have out how to move more concerned about them, what are they their option here? i'm go. masachusettes senator elizabeth warren tried to change this spring. her bill didn't pass. it's also a hot issue on the campaign trail...vermont senator bernie sanders going as far as to propose completely free tuition. "so why has college tuition increased faster than inflation for decades? well that answer may be three fold. first..it simply costs more to supply things like internet and maintain buildings. and then there's what adam carroll calls administrator bloat with schools hiring more and more adjunct staff. and finally...with more competition for government dollars... support for higher education just isn't what it used to be. record breaking weather like today has people out and about. tonight, west des moines is working to make biking in this weather safer and easier for everyone. it's a project that's been in the works since 2011. the city signed off on the final phase of adding signage, based on new traffic patterns. jay morrison, west des moines resident: "intermingling the two is the hardest part, you know, because you're forced to go on busy roads every now and then, but that's okay." jack: there's more to do before the project is complete. they plan to add intersections crossings. stephanie: coming up on local 5 news at ten, be careful what you eat! there's an e. coli outbreak in some chipotle stores. why health officials say it will get worse. jack: next... meet a family who says they can't afford to lose their medicaid benefits. plus the latest on the governor's plan to privatize that health care. meteorologist brad edwards and local 5 sports with sports director jon local 5 news at 10. we are iowa." jack: governor branstad is still waiting for the feds to approve his plan to privatize the state's medicaid system. four out-of- state companies would be taking over the program by january 1st if all goes smoothly. a hearing on how those companies were chosen, held last week, is also slowing down the process. right now there's concern about the deadline being too ambitious for hospitals to get on board and for medicaid customers to shop around for

but the governor's confident it will get done and the state's medicaid managed care system. he says it'll creat better healthcare for people who are program. but sometimes thing... real life here's a family that depends on medicaid services for the well being of their children. jennifer anderson is able healthcare needs thanks in as secondary insurance. jacob is intellectually disabled and has autism. he takes medication and needs therapy. his mom worries, with the changes to medicaid they could lose a very valuable part of their lives, jacob's case worker. 17:50 that means i'm losing amember of my family. she's been with me for so long, that is my biggest fear. jack: families don't yet know what the new out-of-state companies that take over iowa's medicaid would offer.

560-thousand iowans use medicaid services. stephanie: health officials are investigating an e-coli outbreak out west. stephanie: it's linked to chipotle restaurants in the pacific northwest. nearly two dozen people have fallen ill -- several hospitalized. most of the victims say they had eaten at a chipotle in the portland area? and in western washington over the past few weeks... and experienced severe abdominal cramps and vomiting sot -- chris collins, diagnosed with e-coli strain stephanie: and now... the voluntarily and temporarily closing 43 of the 17 hundred nationwide. expect the infected rise. jack: coming up on local 5 sports-- it's round two of the high school football our sports team central iowa. what to expect, next. jack:
