40 members of the 649th regional support group will deploy as part of operation enduring freedom later this month. the unit is based in cedar rapids...and the only one from iowa that will be part of this deployment. the 40 iowans will be deployed for approximately one year. they will be responsible for managing providing administrative support to soldiers at forward operating base. a farewell ceremony has been planned for the unit on november 15. elias: a pair of announcements today will deal with education and women's health in iowa... elias: first up...secretary of state paul pate will announce a statewide youth initiative this afternoon... he'll be joined by the chairs from both the iowa democratic party and republican party of iowa as he lays out a new youth initiative related to the iowa caucus. the announcement will be made inside the "first announcement will be made inside the "first in the nation" exhibit at the state historical

from being ogled by cartman on south park. to crashing on the lawn of the white house. if you see a drone, it's probably made by d-j-i. the company behind the distinctive "phantom" is the leader in consumer drones with an estimated 70 percent of the market. but what you might not realize is that this industry pioneer -- is based in china. (paul pan, product manager, dji) "we base our technology and our manufacturing and our r&d here in china because everything is much more accessible, it is quicker to develop products." (kristie lu stout, reporter)"being in china has its advantages. dji can design a part in the morning -- and drive to a nearby factory and have it manufactured that afternoon." and looser regulations than the u-s mean it's simpler for d-j-i to get their drones in the air in china. (paul pan, product manager, dji) it is easier to go out and just test and fly here, whereas if you're in the us you have to get licensing and all that to be able to do things commercially. that is one our advantages. the u-s has begun allowing a limited number of companies to test commercial applications for drones. the u-s is also d-j-i's biggest market -- but according to one analyst, being a chinese company could prove to be a problem. elias: in take a look at this today...look ma, no hind legs! elias: this spotted skunk was caught on a wildlife cam showing off its handstand skills. the u-s national park service shared the video for our amusement. the trick is actually part of the animal's defense mechanism. like other types of skunks, spotted skunks spray a nasty scent at potential predators. but the park service says before spraying, spotted skunks also will sometimes do a handstand and try to intimidate any possible aggressors. all:

our top story....the family of a man shot dead by a des moines police officer is filing a wrongful death lawsuit. sabrina: 28 year old ryan bollinger was killed back in june after a chase near merle hay mall. bollinger had approached the squad car of officer vanessa miller, who fired at him through the windshield this dashcam video was released last month. the des moines police chief found officer miller, a seven year veteran of the force, justified in her actions, and a grand jury did not indict her. the attorney for bolinger's family alleges miller was negligent and violated his constitutional rights. he adds the police department hasn't been transparent throughout the investigation. "we've wanted to review more of the evidence. unfortunately despite multiple requests we have not received that evidence. we don't have the witness statements, we don't have the reports, and all of the other things that the police claim constitutes their basis. so our hand was forced to file this lawsuit now as opposed to waiting until we had a chance to review that evidence for starters." sabrina:
