" local 5 news at 10 in hd starts now. we are iowa" " this one we'll take right in" jack: tonight-- the truth about dangerous dogs in des moines. local 5 takes a hard look at why there is no clear way for you or anyone to find out exactly where the most dangerous dogs are. jack/2shot good evening. i'm jack miller. stephanie/2shot and i'm stephanie angleson. people in des moines are outnumbered by pets... nearly 200 thousand people live in the city limits. animal control believes there are about a half a million pets. for the most part... only a few of them cause serious problems like bites or vicious attacks that break the skin, permamently scar or even kill humans. jack:

but how do you know if you're living near someone who's been in trouble for not controlling their dogs in the past... and if it can happen again? local five's nikki davidson joins us now to show you the truth about dangerous dogs in des moines. nikki: it's not easy. we asked for a database. stats. addresses. anything to be able to help spread the word about problem pets. and in just a few hours of riding with animal control officers we saw first hand.. the back log and staffing issues the city has when it comes to controlling dangerous animals. . (siren) (barking dog) (pictures of bites) its images like this that most of us never see... the unforgiving... brutal wounds left after a serious dog attack (dog bark) 3:33:57 ar-4 it's what animal control deals with every day--- sometimes one, two... up to eight bite calls in one shift. 5:55:43 we spend 90 percent of our time dealing with the same habitual offenders we wish not to deal with. in 2014 des moines animal control was called out to 15,000 different incidents (nat getting into car)... if we average that out(nat)... thats 41 calls everyday... and right now, the city budget only allows for one officer per shift... (nat 'ive been driving around looking for you) that means tina updegrove (nat door slam)(slam) (slam) stays busy. 3:07:14 (telling woman getting cited for dog at large) i ask the little girl if shes ok, and she says it's happened before this particular shift is what they call "slow" but while she was responding to another call... she witnessed this family's pitbull force open the door of this fence... and charge a young neighbor girl and her small dog... 3:10:21 he's standing right here and boom, his owners were able to calm him before it escalated... but updegrove says it could have turned into something ulgy... and could have been prevented... if the dog was legally confined on a leash behind the gate as city ordinance mandates. 3:10:13 make sure understands how he is confined. talking to my son about it, i'll talk to my daughter about it. the only way he can get out is through that gate right there so i front hes gonna have any questions? alright-- keep him home. what happened here resulted in a simple (3:09:52 thats a

witnesses to what happened.... all they know is chaos attacked this 8 year old nieghbor boy... he needed 50 to 100 stitches to patch up his face. his family says he had never attacked before... but after this.... they made the difficult decision to have chaos euthanized -- so it would never happen again. 3:51:16 i knew at that second that would be the last time i would see him. 3:48:29 i know if the city said i could have him back after the 10 days are gone he wasn't going to come home. but not all dogs that bite are put down... since the beginning of this year there have been 500 reported attacks... -- what happens afterwards to each individual dog, is up to sgt. james butler. 6:00:24 we look at the actions of the animal, remove the breed and look at the actions. a dog that bites will typically either be determined "high-risk"

.... or "dangerous" a dangerous dog... one that causes severe injuries above the neck... is typically euthanized. 6:02;23 when taking someone's family member, and having to declare it dangerous, it's not we're comfortable doing, but certainly something that exists. but then theres a gray area... the bites that aren't as severe... (graphics here) high-risk means the owner can come reclaim their dog after ten days... but they must agree to a new set of rules.... like getting special liability insurance... and keeping their dogs inside, in a kennel, or on a 6 foot leash at all times. sgt. butler has one chance to decide whether the dog might attack again... but if he thinks they were provoked, or what happened was some kind of accident... he can let them go home. 6:02:55 i live with the decisions i make daily, and i do not regret them because i live with the facts. and that decision is one that he has to take seriously...because after a dog is released back to its owner.

checks. there simply isn't enough hours in the day for officers like tina to stop and make sure every high risk dog owner is following the rules. 5:51:24 if no one complains, we normally aren't every efficient at providing proactive services. most of the time, he says thats not a problem... but there are cases where the dog bites again. heres one case involving a pit bull named simba.. he allegedly attacked once.. then was released after the owner appealed officer bulters decision to put him down. not long after...simba attacked again...and did this damage. and this is not the only case... there are several pets that bite more than once... but are still under their owners care... and sometimes... the owner isn't following the rules they've agreed to -- putting everyone in the neighborhood at risk. 5:54:32 many times the individual animals are the ones receiving the bad image, when we know and studies show many times we are dealing with the same irresponsible pet owners... over and over again. that is unfortunate and that's what we try to target... irresponsible pet owners giving

irresponsible pet owners living...and how do you know if your neighbor is one of them? it's not easy... animal control says if they had notify all neighbors and create some kind of master where every high-risk dog lived... it would take days... weeks to compile a list... in fact they'd need extra employee to maintain the system, and thats doesn't have. 5:56:29 it would be nice as that, i couldn't begin to fathom what develop the system while officers say they do work check in on repeat offenders... but in the end, most dog bites are something no one can predict, whether the pet has showed signs of aggression before. 3:45:46 there wasn't ever a minute that i thought he would do something like this, if he did i would have made the same decision. as codi herrera says... you never know what your pet might do until that moment... which lead her to make the hard choice... say goodbye to a member of her family.... in hopes that it would help keep another family safe. 14:13:11 thesere good memories, this is why sometimes i get sad because i'm not going to be able to lay with him ever again.

animal control to know if your neighbor has a dog that has reportely bitten before, you can call them and ask address... and theres more to this story you can find on our website, we are iowa dot com. nikki davidson, are iowa. jack: governors around the nation saying no to syrian refugees following last week's terror attacks in paris. jack: we're learning tonight that one of the eight isis terrorists was carrying a syrian passport. investigators think he may have come to europe as a refugee. following that news, a growing number of u-s states are refusing to take in syrian refugees. earlier this year president obama pledged to take in 15 thousand of them. we asked governor branstad his thoughts during this morning's press conference. jack: the governor told us this morning that he would leave it up to the feds to decide.

changed his mind. he's now ordering all state agencies to halt any work on syrian refugee resettlements immediately. constitutionall y it's up to the u.s. state department to screen refugees and allow them into the country. while some governors have requested no syrian refugees, mr. branstad says once they're in the country it doesn't matter. "branstad 1:03:06 even if tey're placed in another state their movement is free within this country so they might be placed in another state and move here. " jack: the governor has called on the federal government to use what he calls an caution if resettle syrian refugees. calling on all iowa agencies to stop working on for the time being. has been working closely with federal agencies after the attacks in paris ... to make sure our military forces are secure. local five's kattey ortiz is here to explain what they're working to do.

kattey stephanie tonight the iowa national guard is looking at different ways of being prepeped as isis adds another dimension of terrorism. they're looking at areas of vulnerability to make sure not only iowans are safe ... but also the men and women who serve our country. "when events happen on an international level, they often reverberate right back here to iowa, whether its with our military forces or other families." armed forces across the nation are on high alert after the horrific terror attacks carried out by isis three days ago...including here in iowa. "it certainly makes us take a pause and reassess what we're doing whether it's how to keep our forces safe or how to keep our facilities secure" the iowa national guard has been talking with federal agencies after the mass killings. "we're certainly working with them to assess not only our vulnerabilities but to increase our ability to, if its push away certain threats or be more prepared for those but we're working on different methods right now." colonel hapgood says isis is a different type of threat. to the iowa national guard, they are "assymetrical." "which means they

country, you're talking about people that represent an ideal and unfortunately their ideal is completely counter to what we believe life should be like." despite the newer strategies of terror isis is formulating ... service members don't feel entirely unsafe. welcome back, the accident happened near the intersection of hubble avenue and east 37th sunday. two vehicles were involved -- one was heading west, the other was turning into a quick trip when they were hit. police now say the two killed in the crash are 60 year old richard hummel and his passenger -- 59 year old randall sonnenburg. the driver of the other vehicle survived the crash. it's still no clear if charges will be filed. jack: tonight, iowa state university police are still trying to figure out who vandalized the george washington carver statue and why. the statue was found covered in shaving cream friday- -which has the ability to corrode the bronze on the statue. the school is investigating if the case is racially motivated. today many african american students said they believe it is -- citing other ongoing racial tensions across the country.
