elias: university of iowa students and faculty want new president bruce harreld to come to a later today to talk about his appointment. students and faculty say they want to learn about harreld's appointment and what it means, and would like him to be there to answer questions from the campus community. harreld has faced significant criticism since he was chosen by the iowa board of regents, given his non- traditional business background and lack of higher educational experience. sabrina: altoona is having a blood drive today, just in time for the holiday season. with holiday traditions, travel, and the flu season expected to get in the way in the coming weeks, life serve blood center is hosting its blood drives in the metro this

but the reality of the last thing he did one monday afternoon, is still hard to come to terms with. 3:47:02 i heard a little boy screaming, playing what he was doing, and it was an instant -- he was out the door... and by the time i got over the fence, it was a done deal. there were no witnesses to what happened.... all they know is chaos attacked this 8 year old nieghbor boy... he needed 50 to 100 stitches to patch up his face. his family says he had never attacked before... but after this.... they made the difficult decision to have chaos euthanized -- so it would never happen again. 3:51:16 i knew at that second that would be the last time i would see him. 3:48:29 i know if the city said i could have him back after the 10 days are gone he wasn't going to come home. but not all dogs that bite are put down... since the beginning of this year there have been 500 reported attacks... -- what happens afterwards to each individual dog, is up to sgt. james butler. 6:00:24 we look at the actions of the animal, remove the breed and look at the actions. a dog that bites will typically either be determined "high-risk" .... or "dangerous" a dangerous dog... one that causes severe

injuries above the neck... is typically euthanized. 6:02;23 when taking someone's family member, and having to declare it dangerous, it's not we're comfortable doing, but certainly something that exists. but then theres a gray area... the bites that aren't as severe... (graphics here) high-risk means the owner can come reclaim their dog after ten days... but they must agree to a new set of rules.... like getting special liability insurance... and keeping their dogs inside, in a kennel, or on a 6 foot leash at all times. sgt. butler has one chance to decide whether the dog might attack again... but if he thinks they were provoked, or what happened was some kind of accident... he can let them go home. 6:02:55 i live with the decisions i make daily, and i do not regret them because i live with the facts. and that decision is one that he has to take seriously...because after a dog is released back to its owner. there are no progress reports or follow up checks. there simply isn't enough hours in the day for officers like tina to stop and make sure every high risk dog owner is following the rules. 5:51:24 if no one complains, we normally aren't every efficient at providing proactive services. most of the time, he says thats not a

problem... but there are cases where the dog bites again. heres one case involving a pit bull named simba.. he allegedly attacked once.. then was released after the owner appealed officer bulters decision to put him down. not long after...simba attacked again...and did this damage. and this is not the only case... there are several pets that bite more than once... but are still under their owners care... and sometimes... the owner isn't following the rules they've agreed to -- putting everyone in the neighborhood at risk. 5:54:32 many times the individual animals are the ones receiving the bad image, when we know and studies show many times we are dealing with the same irresponsible pet owners... over and over again. that is unfortunate and that's what we try to target... irresponsible pet owners giving others bad names. nikki standup: but where are these irresponsible pet owners... over and over again. that is unfortunate and that's what we try to
