let's get into the top five this morning.... sabrina: after the paris attacks last week, armed forces across the nation and right here in iowa are on high alert. the iowa national guard says isis is a different type of threat, and since the attacks, the guard has been working with federal agencies to keep their forces safe and facilities secure. elias: in the number two spot this morning... elias: nearly half a million pets live in des moines, and for the most part, animal control says only a few of them are involved in bites or vicious attacks. but it turns out, there is a siignificant backlog and staffing issues within animal control that's affecting residents. sabrina: the third thing you need to know before you walk out the door... sabrina: iowa has joined the growing list of u-s governors who are not accepting syrian refugees. governor branstad changed his mind yesterday and ordered all state agencies to halt any syrian refugee resettlements immediately. alt any work on syrian refugee resettlements immediately.

requested no syrian refugees, mr. branstad says once they're in the country it doesn't matter. elias: number four... elias: i-s-u polic e are still investigating who vandalized the george washington carver statue and why the statue was found covered in shaving cream friday. the school is investigating if the case is racially the case is racially motivated. many students have said that they believe it has ties to other racial tensions at universities across the country. sabrina: and finally in the top five... and finally in the top five... sabrina: elias: iowa congressman steve king endorsed fellow republican and presidential candidate ted cruz yesterday. king is the first g-o-p congressman from iowa to endorse a candidate. he says cruz stands up for conservative values and president obama while in washington.

new president bruce harreld to come to a public forum later today to talk about his appointment. students and faculty say they want to learn about harreld's appointment and what it means, and would like him to be there to answer questions from the campus community. harreld has faced significant criticism since he was chosen by the iowa board of regents, given his non- traditional business background and lack of higher educational experience. sabrina: altoona is having a blood drive today, just in time for the holiday season. with holiday traditions, travel, and the flu season expected to get in the way in the coming weeks, life serve blood center is hosting its blood drives in the metro this week. the first one is today in altoona. it's from 12-30 to 5-30 at healing touch. and then on saturday, the blood drive is at ankeny baptist church from 7am to 11. donors of all types are needed. sabrina: it's only november and there have

already been two flu-related deaths in iowa. the men are from central iowa, aged 41 to 60 years old. flu activitiy is gaining speed, especially in iowa, oregon, and rhode island. health experts say those three states will have the highest estimated flu activity in the nation. elias: metro foodies, a popular downtown restaurant will soon close -- but just for a little while. dos rios cantina and tequila lounge is set to close for renovations on november 26 . but they're hoping to be open again by the first round of the 20-16 n-c-a-a men's basketball tournament in des moines in march. jack: just another step in the process. the iowa utilities board held what's called an "evidentiary hearing" monday as it moves toward a decision about whether or not to allow the bakken oil pipeline to be built across

encounter during friday's attack... emily wright is staying in a town about 40 minutes outside of paris. but on firday night, she says she was in the soccer stadium targeted by a terrorist attack. she says it was an experience that shook her and her family to the core. "i know they were really worried, especially my parents and sister. obviously, i kind of knew what was going on before the rest of my family did, so i just texted them while the soccer game was still going just to let them know i love them all...i'm okay..we were jsut trying to figure out where to go next and i would update them as i go. but, my parents said their stomaches were in knots. the didn't know what to expect or what would happen." all: (reax) sabrina we have lots

sabrina: half of the nation's governor's have vowed not to take any syrian refugees. abc's kenneth moton reports. "(kenneth standup open) overnight, presidential candidate donald trump weighed in promising to kick out any refugees. president obama called those who want to turn their backs on the crisis...shameful. closing state borders to the syrian refugee crisis.... sot obama the people who are fleeing syria are the most harmed by terrorism. it's a movement frustrating president obama and gaining speed across the us...led by republican governors. half the states in the us have told the federal government in the wake of the paris terror attacks, no more syrian refugees allowed. since the start of the civil war in syria, the us has taken 2100 refugees. but 85 thousand are expected next year. the state department says refugees are the most highly vetted and do not pose a real threat.

brutal wounds left after a serious dog attack (dog bark) 3:33:57 ar-4 it's what animal control deals with every day--- sometimes one, two... up to eight bite calls in one shift. 5:55:43 we spend 90 percent of our time dealing with the same habitual offenders we wish not to deal with. in 2014 des moines animal control was called out to 15,000 different incidents (nat getting into car)... if we average that out(nat)... thats 41 calls everyday... (nat cat call) and right now, the city budget only allows for one officer per shift... (nat 'ive been driving around looking for you) that means tina updegrove (nat door slam)(slam) (slam) stays busy. 3:07:14 (telling woman getting cited for dog at large) i ask the little girl if shes ok, and she says it's happened before this particular shift is what they call "slow" but while she was responding to another call... she witnessed

force open the door of this fence... and charge a young neighbor girl and her small dog... 3:10:21 he's standing right here and boom, his owners were able to calm him before it escalated... but updegrove says it could have turned into something ulgy... and could have been prevented... if the dog was legally confined on a leash behind the gate as city ordinance mandates. 3:10:13 make sure everybody in the house understands how he is supposed to be confined. woman "i was just talking to my son about it, i'll talk to my daughter about it. the only way he can get out is through that gate right there so i told him ' no more front hes gonna have to go in the back." any questions? alright-- keep him home. what happened here resulted in a simple citation "dog at large" (3:09:52 thats a mandatory court appearance)... but thats usually not the kind of ending tina updegrove sees... (nat siren 2) instead it's calls like the one that happened on corr street in october. codi herrera (dog owner) 3:45:46 there wasn't ever a minute that i thought he would do something like this.

says was like a son to her (this is my ultimate favorite picture of him) for five years. 3:52:57 i knew what kind of dog he was, except for this incident. i am floored, dumbfounded, shocked, it hurts. it hurts bad. just looking at pictures brings back warm memories... (3:42:37 kid laughs) but the reality of the last thing he did one monday afternoon, is still hard to come to terms with. 3:47:02 i heard a little boy screaming, playing what he was doing, and it was an instant -- he was out the door... and by the time i got over the fence, it was a done deal. there were no witnesses to what happened.... all they know is chaos attacked this 8 year old nieghbor boy... he needed 50 to 100 stitches to patch up his face. his family says he had never attacked before... but after this.... they made the difficult decision to have chaos euthanized -- so it would never happen again. 3:51:16 i knew at that second that would be the last time i would see him. 3:48:29 i know if the city said i could have him back after the 10 days are gone he wasn't going to come home. but not all dogs that bite are put down... since the beginning of this year there have been 500 reported attacks... -- what happens afterwards to each individual dog, is up to sgt. james butler.

actions of the animal, remove the breed and look at the actions. a dog that bites will typically either be determined "high-risk" .... or "dangerous" a dangerous dog... one that causes severe injuries above the neck... is typically euthanized. 6:02;23 when taking someone's family member, and having to declare it dangerous, it's not we're comfortable doing, but certainly something that exists. but then theres a gray area... the bites that aren't as severe... (graphics here) high-risk means the owner can come reclaim their dog after ten days... but they must agree to a new set of rules.... like getting special liability insurance...

and keeping their dogs inside, in a kennel, or on a 6 foot leash at all times. sgt. butler has one chance to decide whether the dog might attack again... but if he thinks they were provoked, or what happened was some kind of accident... he can let them go home. 6:02:55 i live with the decisions i make daily, and i do not regret them because i live with the facts. and that decision is one that he has to take seriously...because after a dog is released back to its owner. there are no progress reports or follow up checks. there simply isn't enough hours in the day for officers like tina to stop and make sure every high risk dog owner is following the rules. 5:51:24 if no one complains, we normally aren't every efficient at providing proactive services. most of the time, he says thats not a problem... but there are cases where the dog bites again. heres one case involving a pit bull named simba.. he

allegedly attacked once.. then was released after the owner appealed officer bulters decision to put him down. not long after...simba attacked again...and did this damage. and this is not the only case... there are several pets that bite more than once... but are still under their owners care... and sometimes... the owner isn't following the rules they've agreed to -- putting everyone in the neighborhood at risk. 5:54:32 many times the individual animals are the ones receiving the bad image, when we know and studies show many times we are dealing with the same irresponsible pet owners... over and over again. that is unfortunate and that's what we try to target... irresponsible pet owners giving others bad names. nikki standup: but where are these irresponsible pet owners living...and how do you know if your neighbor is one of them? it's not easy... animal control says if they had notify all neighbors and create some kind of master registry to plot out where every high-risk dog lived... it would take days... weeks to compile a list... in fact they'd need extra employee to maintain the system, and thats money the city government just doesn't have. 5:56:29 it would be nice to have a system such as that, i couldn't begin to fathom what the cost would be to
