tears. and we do say good tuesday morning, everyone. authorities arare soundi the alarm after a month h of deadl terror attacks. >> there are growing concerns about terror organizations and their possible plans during the busy holiday week. here are new developments overnight. a joint bulletin issued by the fbi and homeland security saying terror groups could try to replicate the effects of the paris attacks. >> the state department issuing a worldwide travel alert because of terror threats, and right now the terror dragnet in brussels paralyzing the country for a fourth straight day there in belgium, and it could last another week. abc's stephanie ramos is live with the details this morning inin d.c. stephanie, good morning. >> reporter: good morning, kendis and reena. the state department is -- they say they're not telling americans not to travel around the world but to be vigilant. if you plan on traveling this holiday season, a new warning for you in the wake of recent deadly attacks in paris, mali

and egypt. the state department issuing an uncommon worldwide alert due to increased terrorist threats. >> we are and we continue to be and we have been concerned about copycat-like attacks. >> reporter: the state department says "current information suggests isil and other terrorist groups continue to plan terrorist attacks in multiple regions. these attacks may employ a variety of tactics using conventional and nonconventional weapons," proof that isis is not giving up, promising attacks in this propaganda video showing images of new yorkrk city's mes square. ththe city iturn stepping up its police presence. as this heightened alert remains global tododay, present t obama is set to meet with french president francois hollande, but the french president might just leave empty-handed. president obama is showing no signs of expanding the u.s. strategy in the middle east and now stern europe even though he's under pressure to do so from france. kendis, reena, back to you. >> sphanie ramos in washington.

a possible new clue in the international manhunt for an alleged eighth suspect in the paris tift attacks. >> a suicide belt turning up in the suburb of that city. the question now, did it belong to salah abdeslam, who is stil on the run? authorities say his cell phone signal was pinging in the very same subb late at night after the attacks. he was last seenn brussels, belgium. >> and, of course, that city, which is the headquarters of nato and the european union, on lockdown this morning for a fourth consecutive day. s.w.a.t. teams in masks swarming the neighborhood where that eighth suspect lived. officials imposing the highest alert because of a possible terror threat that they say, quoting here, is serious and imminent. abc's matt gutman driving along th brussels police officers seeing the city under siege. >> reporter: this whole city is on lockdown. i mean, everywhere you go you see police officers with masks, machine guns. >> yes, yes. >> r reporter:rmy.

>> yes. >> that high alert will remain in place until next week, but scols, public transportation and governmentnt officesn brussels will begin toto open again tomorrow. we've gogot some baking news that is coming in frorom turkey where the military says it has shot down a russian plane, and now we're getting reports that russia is confirming that report. turkey says the russian jet violated its airspace near the syrian border. the early reports that we're getting say the two pilots parachuted to safety. russia, of course, has been conducting air strikes in syria since september. this morning donald trp is doubling down on his statement that he saw on television slims in new jersey cebratining the 9/ attacks. he says he's received hundreds of calls and tweets in recent days fropeople who told him that they eyewitnessed the scenes that he described, and he read part of this article from "the washington post." >> in jersey city within hours of two jetliners plowing into the world trade center, law

and questioned a number of people who were allegedly seen celebring the attacks and holding tailgate-style -- taililgate, yoknow what that means? >> "the washington post" later said that article was incorrect. ben carson, trump'p's main ral, is backing away from claims he made earlier about muslims in new jersey celebratiting. a spokesman said carsoson remembers news footage of groups in the middle east celebrating. in the meantime, the republican governor of indiana is being sued over his attempts to block syrian refugees from settling in that state. that federal lawsuit brought by the aclu. governor mike pence suspended the syrian the resettlement following the paris terror attack the lawsuit indicates that it violates the equal protection clause of the constitution because indiana accepts refugees from other countries. well, breaking overnight, four crew members are dead after a helicopter crash at the ft. hood rangen texas. military officials say the helicopter was on a routine

training mission. an investigation to determine the cause of the crash is under way. the names of the deceased have not been released. and we're following more breaking news from minneapolis wherere five ptesters have been shot overnight near ongoing demonstrations over the fatal shooting of a black man by a police officer. wiesses say the e shootersere part of white supremacist group with at least one wearing a mask. when protesters tried to herd them away from the scene, the shooting broke out. none of the injuries we're told believed to be life-threatening. well, the weather not doing any favors to those flying to or from the west coast. there's a look at the radar. a storm system moving into california, oregon and washingt. we're talking up to a foot of snow expected in the sierra nevada. cochran. how is it looking, molly? reena. we continue to keep an eye out on this next system impacting the pac northwest bringing in some heavy snow totals through wednesday night. sierra nevadas could be looking

indianapolis that day. pastor daveyey blackbu had left the front door unlnlocked wh he went to the gym. amda blackburn was 13 weeks pregnant. her 15-month-old son who was in the home was unharmed. police are alsinvestigating whether another man was involved. davey blackburwill talk about the arrest later this morning on "good morning america." there's also been an arrest for another headline-grabbing crime, this one in new orleans. medical student peter gold was shot when he says he saw a woman being dragged down the street and stopped to help. the crimes were caught on surveillance video. gold remains in guarded condition after being shot in the stomach. the mayor says gold has a difficult recovery ahead. and take a look at this video. the man that you see here dressed as darth vader is now charged with armed robbery and other counts after attempting a holdup at a florida convenience store. he demanded money from the clerk. you see that, the ranch dressing, that's what ey used to fight him off, not a lightsab. the guy was identified by a neighbor who clearly recognized

his face. well, a utah couple is going public with an incrediblble health crisis. their 8-year-old daughter has brst cancer. it started with a lump and was later confirmed by tests. third grader chrissy turner is scheduled to have surgery next month. her cases being closel watched by cancer specialists around the world. >> it is very rare form of breast cancer that -- it's called secrery carcinoma, and only 1 in 1 million are diagnosed, and she's the youngest that they had run across having this particular type of breast cancer. >> and incredibly e unfortunate news, this isn't the first bout for the family with cancer. mom annette is a cervical cancer survivor. dad, a "desert storm" veteran, has been diagnosed with non-hodgkin's lymphoma. as you can imagine, the medical bills have been astronomical. friends have set up a go fund me page to help them. the nfl is looking into
