half a mile. officials say they had to cut open the car to rescue the three passengers. they were all taken to the hospital, with non life- threatening injuries. elias: the third thing you need to know before you walk out the door... elias: deanna gliem has been charged with four counts of vehicular homicide in connection with a deadly car crash on hubbell avenue. the crash happened on november 15th at east 37th and hubbell. police say gliem was heading south on hubbell when she hit the victims' car at the intersection. richard hummel and randall sonnenburg died on scene. elias: number four... elias: more protests following the release of dashcam from the fatal shooting of a chicago teen by a police office. now, a watchdog group has uncovered police reports showing 20 civilian complaints against officer jason van dyke. he has been charged with first degree he has been charged with first degree murder in the death of laquan

and finally in the top five... elias: the thanksgiving meal may not get finished before its time to get "black friday" shopping underway... despite tomorrow being one of the biggest shopping days of the year, some big stores plan to open as early as 5 p-m this evening to get an early start on all of the sales. elias: despite being weeks away from implementation, a judge's ruling could pose a problem for iowa's medicaid modernization plan. elias: a ruling released wednesday afternoon calls for iowa to throw out one of four contracts awarded to for- profit companies to manage the state's medicaid program. due to millions of dollars in fines for fraud in other states and having three former executives going to jail for fraud, the judge ruled that iowa should throw out the contract with wellcare. despite the ruling, governer terry branstad issued a statement saying hed felt confident the plan would remain on schedule. the medicaid privatization plan is set to take effect january first.

many say the governor's deadline of january first is way too agressive. the 560-thousand iowans on medicaid just received these packets in the mail asking them to choose a new managed care provider. the problem is, people don't know if their current doctors and hospitals have contracts with any of the four companies taking over iowa's medicaid program. greg 6:41 when we've contacted larger health care systems in the state, des moines metro hospitals, they've indicated they haven't signed contracts with any of the mco's. elias: the iowa department of human services says more providers are signing contracts everyday, but hasn't released an exact number. another hurdle facing the governor's plan...it has yet to receive federal approval. elias: thanks to low gas prices, many iowans will be hitting the roads today to gather with families for the thanksgiving holiday....but be sure to take extra caution while driving... iowa state troopers say there is usually a spike in accidents during the holiday season...and this year is no different. drivers face weather concerns along with more cars on the roadways.

it has been just over a year since the death of brandon ellingson.... a young man from clive who drowned after being arrested for public intoxication at the lake of the ozarks.... now... a whistleblower inside the missouri state patrols tells local 5 that cover-ups, lies and corruption are lies and corruption are protecting the person who's to blame for brandon's death. local 5's nikki davidson traveled to the lake for the ozarks for this special report. (nat barking) just a few miles from the lake of the ozarks in missouri (come here) this is how randy henry is spending the first few days of his retirement... with his also retired partner... a former k-9 officer. (good boy) but his dog... is just about the only thing he's kept from his 30 years with the state patrol... most everything else hes gotten rid of. 23:30:25 i had my retirement letter typed up, i couldn't wait to hit send. one of the happiest days of my life.

as "sergeant" anymore... its a reminder of what he says is a mistake that will stay with him forever. 23:29:36 that is something you'll never forget. i was part of this organization. we all have to take responsibility, its something that will stay with us for the rest of our lives. the mistake... he says was when missouri highway patrol merged its road and water operations...and he was in charge of signing off on the training of a trooper named anthony piercy... 2:50:27 they enouraged him to the the first 20/20/20 officer, 20 dui on road, 20 bwi and 20 drug arrests. they actively encouraged him to be top dog, and i think that had a little to do with all of this. rush rush so we can get to the next one. he says piercy wasn't experienced enough on the water to be making arrests... so when he took 20 year old brandon ellingson into custody for boating while intoxicated may 2014... it was a perfect storm.

he killed brandon ellingson, said he went from the highest of highs to lowest lows. piercy handcuffed ellingson... and later investigations show he placed the wrong type of lifejacket on him 22:33;54 he said he had a brainfart... just picked the first one, he was in a rush to get out... ...and took off on speeds topping 40 mph... when ellingson fell out into the water... the lifejacket fell off.... henry says thats when piercy continued to fail horribly to do the right thing. 23:03:39 it was a very simple rescue, if he had maintained his wits, jumped in and told people he could have held onto him for over an hour, you don't let a kid out there while you're in the boat... he didn't even call for backup. piercy did eventually jump into recover ellingson, but said he wasn't able to keep ahold of him... and says he struggled to stay afloat and worried for his own safety... it's a story randy henry says changed over time... 23:02:17 i told him he was lying, i was gonna support you through this. you're lying to me. we are done. i'm not gonna support you. you killed this kid, now you're lying about it. you are not very
