" local 5 news at 10 in hd starts now. we are iowa" stephanie/2bam tonight, the suspect from monday's double homicide- is behind bars. good evening. i'm stephanie angleson. jack/2bam and i'm jack miller. the arrest happened after a four hour standoff last night. someone spotted michael wanchanic at a gas station in woodward. when police approached him, he took off in a stolen van. but the van broke down on highway 141 near bouton, leaving wanchanic stranded. around 10:30, police say wanchanic got cold and surrendered. stephanie: now in criminal complaints filed this morning- we're learning more about what exactly happened to the two victims: bryon howard and heather belieu. local 5's claire powell has more in tonight's big story. as monday's scene unfolded - you can see a confused step brother and roommate of michael wanchanic sitting next to the

he told local 5 news- off camera- wanchanic had been living with him, his stepmother, howard, belieu and their two children and was battling depression.. he said wanchanic was struggling with the one year anniversary of his fathers death when he shot and killed bryon howard and heather belieu. "probably wont make any sense to us" according to a criminal complaint filed wednesday morning, wanchanic "willfully, deliberately killed the victims by shooting them multiple times." killing belieu while she held her 8 month old infant in her arms "children apparently in the home, theyll be taken to the hospital but are ok" thats when police say wanchanic hid the murder weapon in his room - grabbed a 9 mm and stole the victims van- leaving for slater. "we'll need to find mr wanchanic to get his side and how thatll help us and figure out what happened" 24 hours later, this was the scene. seen here in newly released dallas county sheriff dash cam video- wanchanic hiding in the broken down van on highway 141-- waving the handgun around threatening suicide. "had the vehicle lit, crawling around his van doing a lot of stuff,we could see the gun alot " after a four hour

you see him finally surrendering to police and deputies without any fight at all... jack: michael wanchanic is charged with two counts of first degree murder. he'll be in court tomorrow morning, stay with local 5 for the latest. stephanie: meanwhile, family members are still in shock, and still grieving, after monday's unthinkable crime inside their home. and the house that bryon howard and heather belieu lived in...still has other tennants. stephanie: local 5's jacob peklo is in the digital media center with more, jacob? jacob: that's right, stephanie. one of bryon's best friends for 14 years, who only identified himself as kevin, lives there with

while he's still not ready to go on camera, he told me he was the one who came home and found heather and bryon in the basement, after he heard heather's infant daughter crying. he says he and his mom are having a hard time even going downstairs, and are trying to figure out what to do with the bed that they were found on. meanwhile, family members are still trying to determine how they'll pay for funeral expenses. they've applied for the crime victim compensation program, which could potentially reimburse them $15-thousand dollars the attorney general's office confirmed to us today, that the family applied for both belieu and howard. as the office reviews their applications, they've set up gofundme accounts to help with the costs. and as always, make you research these gofundme accounts to ensure that they're legitimate. services will be held at hamilton's funeral home on friday night from 5 to 7 p-m for howard. belieu's will be from 6 to 8 p-m. the funeral service is scheduled for saturday morning at 10.

media center, jacob peklo, local 5 news, we are iowa. stephanie: thank you jacob. stephanie: now, with the recent shootings in the metro, how safe is the city? let's take a look at the numbers... jack: des moines' homicide rate averages about 12 a year. it compare to this year's current number of 19. and we still have a to go in the year. the good news? des moines police say they typically solve of homicides. jack: are trying to figure out how from even stephanie: des moines police and city leaders don't argue that there has definitely been a surge in crime. their main focus now is how to stop it before it happens. once city council member admits the recent drive bys and killings have him keeping an extra eye out.

suspects have been killed by police. one got away. investigators in the last few minutes have raided a house where that third suspect may be. they say the gunmen were heavily armed and may have even been wearing body armor. the big question tonight remains, what was their motive? one of the suspects was just named a few minutes ago -- and the name is syed farook. but there's no suggestion yet that it was an act of radical islamic terrorism. we do know the building they attacked houses county offices and also an organization that helps the developmentally disabled. stephanie: the 2016 legislative session is right around the corner... stephanie: house republicans are outlining their approach to next year's budget. state

told reporters today that lawmakers will hold true to their promise made last year, in that they will not overspend state money. "iowans have sent $175 million on top of what they spent last year, ah, sent to iowa - to the state capitol and it's our job to make sure that we fit that inside of the budget and spend that money wisely " stephanie: governor branstad and lieutenant governor reynolds have been in budget hearings all this week. they went over a number of iowa agencies' budgets today. the governor typically makes his recommendation s the first week of the legislative session, which will be next month. jack: meth, marijuana and more seized from a fort dodge home today as we take a look around iowa. this morning, the webster county drug task force searched a home there. the man who lives there, 51- year-old steven randall was charged with possesion with intent to distribute and posession of unlabeled prescription drugs. jack: and a 16 year old is in jail for lighting a shed on fire in marshalltown tuesday.

marshalltown fire got the call for the fire on 12th avenue. crews put the fire out, and police then arrested the teenager. the 16 year old has been charged with arson. no injuries were reported. the estimated damage is at 25- hundred dollars. stephanie: coming up on local 5 news at 10...
