sabrina: number four... sabrina: there could soon be good news for parents living in rural school districts. the iowa association of school boards recently made a presentation to the state legislature about a plan that could fully fund school transportation outside of the general fund. instead of taking the money from the general education fund allotted for each district, it would come from other sources across the state. sabrina: and finally in the top five... sabrina: saturday's loss to michigan state may have put an end to iowa's undefeated streak, but no their season. sunday's bowl selection announcement puts the hawkeyes heading to pasadena, california to take on stanford in the new year's day roase bowl. the final rankings put iowa at fifth, while moving michagan state to number three and into the college football playoffs. sabrina: new this morning, with

medicaid plan...iowa lawmakers will discuss the program at the state capitol today. sabrina: the new program puts the state's medicaid in the hands of four providers, a move that has been hotly debated and raised concerns... the biggest being the time frame for iowans to make the transition. later this morning the joint health policy oversight committee will meet to discuss the new program and receive some public input. the committee is made up of state representatives and senators tasked with making recommendation s for improvements to iowa's medicaid managed care. an update on the implementation and status of the rollout will be delivered by the department of human services and the managed care organizations. the new program is set to take effect on january first. effect on january first. sabrina: another big hearing also getting underway this morning, this one at the boone county fairgrounds... the iowa utilities board will continue its evidentiary public hearing on the proposed bakken pipeline. this is the final

hearings...once completed their is no set timeline on when the board will make its decission on whether or not to approve the project. the hearing is scheduled to begin at eight thirty monday morning...and can be live streamed through the iowa utilities board web site... and there is also another chance to comment publicly before the iowa department of natural resources about the pipeline. the d-n-r also must approve a permit for the pipeline to cross publicly- owned land and water under its jurisdiction that meeting is next week. sabrina: we're back with meterologist james peterson... james: (james adlibs) james:

some changes for downtown sabrina: some changes for downtown foot traffic beginning today in des moines... sabrina: the construction of the new 330-room convention center hotel will require some detours on the skywalks... the closing of a portiong of the downtown des moines skywalk will go into effect today. the section between watson powell junior way and the convention center will be closed due to the construction of the new hotel. signage will be placed to show the new routes for foot traffic wanting to acces the arena and convention center. sabrina: the snow may be gone, but the christmas spirit is still alive in downtown des moines. the science center of iowa's jingle bell rock n' run took place sunday. around 150 people dressed up in festive costumes across the streets of downtown for the 5-k. the money raised in today's run goes towards education programs

friendship has developed between a rare amur tiger and a goat called 'timur' at a safari park in russia. "timur" the goat was released into the enclosure as the tiger's breakfast, but instead of hunting and eating the live animal, the tiger seemed glad of the company. the two have become very popular after living together harmoniously. "you're watching good morning iowa in hd. we are iowa." sabrina for years, it's been a topic of conversation across the country...fundin g, or a lack thereof for public schools. the state legislature now has a pair of proposals to look over, which could help districts with some of their funding woes. local five's jacob peklo has more on the plan. dr. kevin fiene, interstate 35

more with less, bottom line." the iowa association of school boards is working on a five-year plan that would eventually restock the funds for transportation across its school districts. galen howsare, deputy executive director for iasb: "it only seems fair to iowans that they should have fairness in their funding and then hold people accountable for the results." the proposal is mostly geared toward the rural schools. natural sound of dr. fiene speaking: "to bevington." interstate 35 is one of those, with its student population spread out across several cities. dr. kevin fiene, interstate 35 superintendent: "sometimes people talk about consolidation, and where that really goes off the rails is geographically, we're large enough as it is." jacob peklo, reporting/truro: "about 900 students are enrolled in interstate 35's district. about 75 percent of them take the bus every day. some students live up to 20 miles away from school, so that can mean riding the bus for about an hour every day, sometimes twice a day." dr. kevin fiene, interstate 35 superintendent: "every dollar that we spend

spend directly on the teaching and learning environment." at interstate, it costs these kids more than $660 per year, just for transportation...a number that could be even higher if fewer kids drove themselves. fiene says putting that money back in the general fund could be a big boost to learning in each classroom. dr. kevin fiene, interstate 35 superintendent: "we could look to do 3 or 4 more positions, offer more programs. there's just things that we could. it just bothers me that we spend so much on transportation." and as the district works on updating its equipment, and preparing its students for the future, fiene says the hope is they'll have more money to compete. dr. kevin fiene, interstate 35 superintendent: "it's good for kids to raise the bar, and get them college- and career- ready." sabrina there's a second funding proposal from the board that would add about $175 dollars per student in each district. the schools we spoke with say the transportation issue is far more pressing. sabrina time now for another short break...just ahead, james is back with central iowa's most accurate forecast...

cano and 18- year old whitney campbell of des moines as the residents inside at the time. they told police an altercation then took place between the three... killing williams... police say the teenage girls did not walk away from the incident unharmed. sgt. joseph frentress, des moines police department: "not officially the homeowner, but some people that were living there, they did go to the hospital with the injuries they received from fighting with this individual." sabrina: an autopsy will be conducted in the coming days to determine the cause of the williams's death after police conclude their investigation , it will be presented to the county attorney for review. this is the city's 20th homicide this year. sabrina: investigators are looking into what caused a fire on the iowa state campus sunday. ames firefighters were called to the isu state gym where flames and smoke could be seen coming from the facility's sauna. fire crews were able to put out the flames with fire extinguishers and completely removed the
