istanbul. at least ten people have been killed. 15 injured. the blast happened near the mous blue mosque. that area very popular withh tourists. >> witnesses say they felt the explosion across the city. state run television says it was likely caused by a suicide bomber. turkey had two major terror attacks last year including an isis suicide attack that killed 30. again, an explosion in istanbul, turkey, at least ten people are dead. we will, of course, stay on top of t this b breaking story with more details as they warrant. the other major story overnight we're following. what's being called the first major event of the political year 2016. >> it happened in des moines, iowa, last night. the brown and blacpresidential forum focused on questions essential to america's blacks and lanos and those questions did run the gamut from criminal justice to the e economy. overnight head-to-head in iowa --

tonight's state of the union address gets started right here on abc at 9:00 eastern time. well, vice president joe biden has opened up about a difficult chapter in his life sharing a touching story that he's never told publicly before about the generosity of president obama. in an interview with cnn he recounted the prospect of their eldest son beau being forced to resign as delaware's attorney general over his failing health. he shared his worries with mr. obama about caringng for beau's family without his son's salary but he never said that -- he never expected that his boss -- what his boss' response would be. jill and i will sell the house and we'll be in good shape. he got up, and he said, don't sell the house. promise me you won't sell the house. he's going to be mad at me saying this. he said, i'll give you the money. >> beau biden did serve out his second term as delaware's attorney general, but just months after leang office last january, he died from brain cancer. okay, so we're getting our first look at the dramatic firefight that tk down one of

mexican authorities have released new video of "operation black swan" as it was called, the intense raid that led to the recapture of joaquin "el chapo" guzm on friday. el chapo now back in mexico's most secure prison,, the same prison from which he escaped awaiting extradition to the u.s. that we're told could take more than a year. and leading authorities right to his doorstep was apparently his meeting, this one, with sean penn. the actor interviewed him for "rolling stone" magazine three months ago as he tried to land a movie deal about his life, but mexican authorities were tracking penn during that visit and penn is now defending his interview with the drug lord telling the ap he has nothing to hide. the mother of the so-called affluenza teen is expected to be released from jail later this morning. tonya couch posted bond after a judge reduced it from 1 million to $75,000 on monday. couch was fitted with a gps monitoring d device anwas ordered to stay at the home of her 29-year-old son.

helping her 18-year-old son ethan flee to mexico. now to another high-profile court case. bill cos filed a motion to have the indecent assault charge against him in pennsylvania dismissed. his attorneys claim the prosecutor violated a ten-year-old agreement not to bring charges against cosby if he testified in a civil case. he's due to appear in court again early next month. well, a clipper system is bringing a bitter blast of arctic air t to the grt lakes and northeast. the latest weather radar shows that the system stretches from northern michigan into the tennessee valley. it's not expected to drop substantial snow on the region, but its bringing thehe coldest air so far this season, but the snow from that system is bringing some -- some causing traffic areas -- traffic headaches in west seneca, new york, and later today areas of soutbuffalo could see up to 40 inches of snow. elsewhere this morning the big concern is the cold. abc's rob marciano has the latest. >> reporter: check out these

lake-effect snow causing slippery conditions across the great lakes, northeast and ohio valley. if you're flying, airport delays possible in san francisco, detroit and boston. well, a tragedy unfolding in northeast ohio overnight. >> fire officials near cleveland say four family members were killed when their house exploded. the bodies of a mother and her two daughters, 8 and 12, were found on the first floor near the front of the home. the father w found near the back of the house. neighbors say the powerful blast shook their homes. they ran into the burning building hoping to be able to save the family, but it was just too late. a new study finds that predictions about a baby's birth weight to be larger are usually wrong. four out of five mothers who were ward that they might have large babies weighing more than 8 to 13 -- 8 pounds, 13 ounces, they gave birth to average size babies instead. the result, the women who were told to expect large babies had twice as many medical interventions including c-sections no matter how big their babies turned out to be.

task force is finalizing new breast cancer screening guidelines it recommends that women between 50 and 74 get mammograms every other year, and the task force says that women between 40 and 49 should make the decision based on how they view the benefits and harmsms. as always, you've got to consult your doctor. in suburban detroit, this interesting scene here as a policeruiser responds to a domestic violence call. the cop r rammed by another vehicle with a half-dressed man hanging onto the hood. this was apparently a a fight between two brothers that spilled onto the street. incredibly, the driver tried to blame the police officers for the fender-bender. they were both arrested. >> well, a frighten inging scene that played out 71 stories above the streets of houston. two window washers were stranded after a motor malfunction leftft their scaffolding hanging from the side of a building. the precarious angle, they were ft clinging nearly a thousand
