the 2016 iowa state legislative session is now underway. and this morning, the governor laid out his priorities in his annual condition of the state address. terry branstad also unveiled his budget plans-- which includes increasing k-12 school funding by 145 million dollars. he also detailed his plan to re- route some of the state sales tax flagged for school infrastructure upgrades to help improve iowa's water quality. and he discussed a desire for both sides of the aisle to work together. we will hear a live report now that the speech is wrapped up, from our chief political reporter amanda krenz, a little later in the show. elias: as lawmakers prepared to get to work on the first day of the session yesterday, they also marked an historic moment for iowa...
