"this was a theft. this was a rigged game. there was no prize as lottery rules" jack: tonight, an iowa man says that prize should have gone to him instead of the hot lotto being re-set.

" local 5 news at 10 in hd starts now. we are iowa" stephanie/2shot good evening. i'm stephanie angleson. jack/2shot and i'm jack miller. a year long hot lotto mystery that culminated in an arrest and a conviction has now become a lawsuit. the guy who won the hot lotto right after the tainted drawing, says the iowa lottery owes him another 10 million. jack: local five's claire powell has the latest developments. jack and stephanie-- this lawsuit filed in polk county court today says that because eddie tipton manipulated the hot lotto system so he would win... another person, a man from webster city, was deprived of a very big jackpot. just last year, eddie tipton, former security security director at the multi state lottery association was convicted of fraud for rigging the hot lotto jackpot. tipton tried claiming the 16 million prize for himself back in december of 2010. the main evidence - this quik trip video surveillance showing tipton buying the ticket himself.

and an unnamed 17 year old. they've all been charged with attempted murder, robbery, intimidation with a weapon, and going armed with intent. this happened a little after 8 am, when waukee police were called to the 11-hundred block of southeast olson drive on a report of shots fired. no one was hit, though one victim was taken to the hospital for none life- threatening injuries. "upon arrival there they found a subject there that been injured during an altercation it was determined during the course of the investigation that shots had been fired but the subject had not been hit nor had anyone else been shot during the altercation " stephanie: waukee high school, prairieview and waukee middle school were put on lockdown. no one was allowed to go in or out . once the district realized there was no threat to the schools, they returned to normal. jack: we're learning more tonight about the death of a man on a west des moines street on caucus night. police identified the victim today as 69 year old richard carstensen.

crossing ashworth road in front of a caucus site on monday night. there is not a crosswalk in that area. police say no traffic laws were violated by the driver who hit him. jack: a-dong is back. after nearly seven months, the popular vietnamese restaurant will be opening its doors once more. back in august, a passer-by saw flames shooting out of the restraunt and called 9-1-1. that fire caused nearly 100 thousand dollars in damage. the owners of the des moines restaurant tell the des moines register they'll be offering free food tomorrow night to celebrate their re-opening. stephanie: to the the campaign trail now--where the candidates are dropping like flies! stephanie: kentucky senator rand paul and former pennsylvania senator rick santorum announced they're dropping out of the race earlier today. neither candidate had a good showing on caucus night. even thought paul came in 5th--beating florida governor jeb bush. our local five political analyst dr. steffen schmidt says it's all just part of the process. steffen 1:20: i think

stephanie: there has been what officials are calling a "game changer" zika. health officials now report the virus has spread from person to person by sexual transmission, not by mosquito.. and it happened in texas.. the zika virus has been linked to birth defects in babies and paralysis in adults. the virus can live in the blood of an infected person for up to week. dr. besser: the cdc says they are developing guidelines for this that should be out in the near future. in the meantime the other guidelines hold.. pregnant women should avoid travel to any place where this is being spread.. and those who return with symptoms should see their doctor. stephanie:

olympics just six months away, officials in brazil say that by augus, there will be "zero" risk. still some tourists and athletes are becoming more concerned about going to rio. the red cross is now asking donors to wait 28 days after visiting zika- affected countries before giving blood. stephanie: so far.. at least 40 cases have been reported in 12 states. meanwhile-- an iowa company is trying to help. u.s. drug developer "newlink genetics" joined the race to develop a vaccine for the zika virus. newlink is based in ames, and is also developing an ebola vaccine with merck that has proved to be highly effective against the deadly virus in a large trial in the country of guinea. jack: more potential health problems over flint's toxic water crisis are surfacing. health officials are investigating if the lead- tainted water is causing skin rashes. they're going to interview people who report skin rashes and test the water in their homes. officials say it's still too early to make a direct connection between skin rashes and

"it's funny i was talking to my wife about it the other night. it really hadn't hit us until we got here into the bay area. that we're in the biggest stage in football. it's really cool everything about it just trying to absorb it. at the same time you're trying to stay focused on the task at hand and getting ready to go out there and compete. and we're really proud. i think everybody here is proud of him. it's a good story. a guy went from treading water here for a year practice squad. he got cut again this year he was hoping to make the roster in houston didn't make it then two days later got put on the roster up in denver so it's a good story he's sticking with it chasing your dream a little bit. that's what makes iowa special. obviously i got

" jon: as for the cyclones-- it's matt campbell's first signing day at iowa state and boy did he live up to the high hopes-- landing 36 new recruits. iowa state's recruiting class is ranked 44th in the nation by scout-- which is huge. for campbell his formula to landing guys he wanted was honesty. "it's really easy to be honest with these guys in the recruiting process. division one football is hard. it's not easy we're going to ask a lot of them. this is going to be an attitude and effort based football program. we're really simple and up front. we're probably too up front sometimes in the recruiting process. they're down to earth people. they're just regular people that happen to be football coaches and that's what really drew me. not to bash any of the other schools but these guys were really truthful i had questions like do you have this stuff well no we don't do you have this stuff, yes we have

just great guys that happen to be football coaches and that's just an easy decision for me when it comes to iowa state. first he wanted to lay the foundation down and get to know him more. you know it starts with winning a big 12 championship. i think today speaks volumes and the track that we're going. do i think there are some major holes. absolutely. did we address some of those? we sure tried to. i think there are some good building blocks in our football program but great programs have a roster from 1 to 105 that are outstanding.
