a man convicted on two counts of first degree murder is now dead. elias: back in september of 2015, jerry dillinger shot and killed loretta dillinger and another man. during his court appearance earlier this year, he plead guilty to both charges of first degree murder. after pleading guilty, dillinger declined a trial and asked to be sentenced on the spot. dillinger was to serve two consecutive life sentences at oakdale prison. and was ordered to pay restitution to both loretta and the robinson families. today, he was found dead from an apparent suicide at the iowa medical and classification center in oakdale. elias: also new this morning-- a young metro man brandon ellingson was taken into custody in 2014 by trooper anthony piercy on suspicion of boating while intoxicated. while handcuffed, he fell overboard and drowned. earlier this month a special prosecutor in the case filed involuntary manslaughter charges against piercy, who

authorities. this morning, piercey had his first arraignment in court. we will be sure to bring you more information on this case as it develops. elias: and now to our top story iowa lawmakers weigh some potential changes to the speed on rural roads. elias: right now, the speed limits are 55 miles per hour for two lane country highways. highways. but a pair of proposals in the iowa house could bring the limits up to 60 or 65. a study done by the iowa department of transportation found that the average driver goes 62 miles an hour on those rural highways. some are in favor of the changes, but aren't sure if it would work everywhere. tim hughes, elkhart resident: "i don't think raising the speed limits would work in every area, but if you can pick and choose for which areas it would work, i think that raising it would be okay." elias: law makers say if drivers ramped up their speeds, law enforcement could choose how to enforce it. also, there would be no reason for

"> " elias: town hall organizers also worked to create awareness about what can lead to heroin use. police say prescription pain killer abuse is the gateway to heroin addiction. elias: back in des moines, police release more details about wednesday's officer-involved shooting. elias: senior police officer christopher brockert fired his gun following an early morning chase... he fired at 25 year old austin allen, who had felony warrants out of west des moines and kansas for driving a stolen vehicle. cops tried to pull over allen near southwest 14th and porter, but he wouldn't stop....even driving the car toward officer brockert.. that's when he fired the shots. allen faces several charges, including assault with a weapon on police. elias: at the state house, some big confusion over medicaid in the state elias: if you're one of 560-thousand iowans who use medicaid, you're

for health insurance. months ago, packets were sent out asking iowans to choose which private company they wanted to change their care to. since then, deadlines have come and gone - now lawmakers are asking to trash the whole idea. the senate will introduce a bill today to end the state's contracts with the three out- of-state managed care companies. 9:48 our job is to be responsible to the people we represent. if we are, we hav eto start listening to what's being said, what's really happening on the ground. this is not ready by any stretch of the imagination. elias: governor branstad is still governor branstad is still championing his efforts to change to managed care. his office said, "through managed care, iowans' health care delivery will improve by offering preventive services above and beyond what currently is available... and

duplicative services." elias: a holocaust survivor has been touring central iowa this week sharing her story with students... marion blumenthal spoke with goodrell middle school, students about what it was like to live in a concentration campand eventually immigrate to the united states after her family was set free. she also left the kids with advice to practice acceptance. "as difficult as it is the horror of the holocaust must be taught must be studied and kept alive only then can we guard it from ever happening again " elias: blumenthal is one of the last living holocaust survivors in iowa. she is also the author of an award-winning memoir titled "four perfect pebbles." elias: and a cultural immersion night at drake university. students who recently visited the african country of uganda invited natives of that country to

" it's time to do some spring cleaning, and the best place to start is with your medicine cabinet. arl the animal rescue league of iowa (arl) is iowa's largest nonprofit animal shelter, caring for many thousands of pets each year. the arl serves people and pets from across the state of iowa through its programs, which include pet adoption, humane education, pet behavior training, spay/neuter, animal cruelty intervention and much more.

dramatically since its founding in 1926 - expanding its programs that serve both people and homeless animals across iowa. the most obvious growth is the number of animals the arl provides shelter and care for each year. intakes have increased from a few thousand animals a decade ago to more than 15,000 animals in 2013. through our proactive community outreach and spay/neuter programs, in the past few years we have begun to see a decrease in the number of animals we care for, but our work is far from over. other areas of growth include the arl's programs designed specifically to address the reasons animals end up in shelters, including spay/neuter, behavior training, and humane education programs. the arl's positive reinforcement training program has expanded to offer year-round classes, as well as free behavior advice for dogs, cats, rabbits and other pets. the shelter continues

rights of african americans --- even after the shooting death of michael brown. the filing comes after ferguson leaders voted to change the terms of a deal with the justice department over reforms to its police force and municipal court system. the d-o-j has spent months negotiating with the city on the reforms.
