let's get into the top five this morning.... sabrina: after a week of meetings, the iowa utilities board still hasn't reached a decision on the bakken pipeline. since monday they have been revealing what they learned during months of hearings and sworn testimony. the board has asked its legal team to put together a pros and cons list on the project. they meet again next friday. elias: in the number two spot this morning... elias: secretary of state john kerry says major world powers have agreed to a ceasefire in war-torn syria....and will provide immediate aid to the country. diplomats hope the ceasefire can be fully implemented in just one week. however, the agreement does not apply to any terror organization operating in syria. sabrina: the third thing you need to know before you walk out the door... sabrina: missouri officer anthony piercy waived his arraignment thursday... he faces an involuntary manslaughter charge in the death of brandon ellingson..

undecided on the almost four billion dollar project. sabrina: the board spent the week revealing what they've learned several months through testimony and hearings... despite no decision, some work has began as though it would be approved. but even now board members are getting more information from both sides of the issue...making the decision even more difficult. geri huser, iowa utilities board: "it's a struggle. i don't like that part of this process. " sabrina: board members of their decision, will want to oil. those local five has spoken with say the board is being very deliberate throughout this whole process....includi ng taking the right steps to come to a decision. don tormey, iub spokesman: "it sounds like the board is trying to really narrow down the issues that they need to address and they're asking staff to help them do that." sabrina: before their next meeting on the pipeline next friday....the board's legal team has been asked to put together a pros and cons list

boat...the arresting officer, anthony piercy, now facing manslaughter... thursday, piercy waived his arraignment on the charge. the officer had not originally charged in ellingson's death. but after a year of investigating, a special prosecutor formally charged him with involuntary manslaughter. a jury trial will be set. sabrina: : protestors outside the morgan county courthouse in missouri yesterday, say they want trial moved to a different county. they say piercy is too well known and well liked there, for a fair trial. elias: this morning, the search continues for a man wanted by des moines police.... randal caswell is wanted after several recent thefts and has two outstanding warrants. he's 46 years old and has a scar over his left eye. caswell is violent, police say, so don't approach him. he also has several aliases. police are asking anyone with information to call crime stoppers.
