as the head of the senate judiciary committee , he has the first say in confirming or denying a nominee. following (ska- lee-a)s scalia's death, he sent out a statement saying no one should be picked during an election year. he believes that president obama will try to appoint a justice that will push his own agenda. therefore, it only makes sense that we defer to the american people who will elect a new president, to select the next supreme court justice. if president obama doesn't pick a new justice, that means we could go a whole year without a full supreme court, and could delay decisions on some big and controversial issues. nikki: still to come on local 5 news at 10...they weren't looking for love but they found it. nikki: in statehouse matters tonight, the first deadline for iowa lawmakers is coming up. nikki/lam: this friday, february 19th is the first "funnel" deadline for iowa lawmakers. it's the final date for senate and house bills to be voted out of their respective committees. tonight, we're looking at the hot button issues being debated at the capitol. first up, the fight against governor branstad's medicaid privatization plan. nikki: last thursday, the senate passed a bill that would terminate the contracts the state has with three companies. but that may be where this bill stops.... house republicans say they will not even consider the bill when it arrives,

funding was one of the biggest issues of the 20- 15 session, this year lawmakers say it's a top priority. both the house and senate have plans for this coming school year, they have not made it very far. but looking ahead, senate passed a bill for a 4 percent increase for the next year...2018. that bill too moves on to the house. nikki/lam when iowa passed a law allowing people to have medical marijuana, many said it was a step in the right direction. but it didn't do enough to help them legally get it. now there's a movement to give iowans better access. a new study bill was announced that would allow for growing and distributing medical cannabis in iowa. the bill has bipartisan support. the house subcommittee on commerce will meet to discuss this bill tuesday morning. nikki: concussions - they are showing up more and more in pro athletes, as well as in players at the high school level. now iowa state lawmakers are getting involved. a bill will be introduced tomorrow that will require an athletic trainer to be on hand for any varsity football, soccer, or wrestling event.

last year, nearly 800 people were charged with public intoxication in iowa city alone. this year, a house democrat is looking for a better solution. a new bill would end the public intox offense, but does not offer another solution. it passed out of sub comittee on the 11th. nikki: for the third year in a row... profitability in the farm sector is on the decline. that's this week's farm to family topic. nikki: u-s-d-a projections for 20-16 show net farm income is expected to dip 3 percent from last year's forecast level.... thats the lowest in 14 years. it's a drop of 56 percent from a recent high logged in 20-13. ag experts say the drop is mostly due to a large supply, not only in the u-s but around the world. chris benson, director of applied ag and food studies at morningside college says a big part of the drop in corn and soybean prices is weather related. "i think the u-s farmer needs to be planning for two to three more years of markets in this area if we have normal weather. and if we have perfect

drop even lower from here. nikki: benson says another factor is that the dollar is now as strong as it's been in twelve years. while that seems like a positive... it has actually given other countries an edge when it comes to lower prices for exports. nikki: a cold sunday, but perfect weather to snuggle up with your sweetheart. hope you all traveled safely whether you were headed out for a nice breakfast or even if you're still planning on heading out. local 5 meteorologist james peterson joins me now.... nikki: james, is this cold going to stick with us the rest of the week? james (adlibs about 10 day forecast) patchy fog and a little more light snow will develop overnight tonight. maybe another 1/2" of snow to add to our storm total of about 3.4". monday will stay mostly cloudy with lighter south winds, and a bit warmer temps.
