stephanie/2shot good evening. i'm angleson. and i'm jack tonight, the collins-maxwell is looking for a new superintendent. jason ellingson resigned earlier report was filed against him earlier this week. jack: jacob peklo was meeting, and is here with more. jacob? jacob jack, stephanie, normally any criminal investigation for the district would start with the story county sheriff's office. but i checked in with them today, and they told me nothing was being done yet. the district isn't releasing many details on what ellingson is accused of doing. the only thing we know for sure is that jason ellingson resigned...and he's off the job immediately. natural sound: "i make a motion to accept the resignation of jason ellingson as superintendent." "i second that motion." "the motion has been made and seconded to accept the resignation of superintendent ellingson. all in favor say, 'aye.'" "aye!"

collins-maxwell school district came to an abrupt halt. jason ellingson came to the district in 2006 as middle school principal before becoming its but earlier this week, a report was filed against ellingson, alleging he did something improper while off duty. he was told not to come in to work, as the district investigated. here at local five, we heard something unusual was going on with the superintendent, so we tried to get in touch with ellingson ourselves. this is what we ard. claire powell, local 5: "i'm just wondering, i'm trying to get hold of him. i don't know if he was out sick or vacation..." secretary: "he's just not in today." claire: "is he going to be in tomorrow or any other point this week?" secretary: "he's just not in today." board members declined to comment after the final decision came down thursday evening, but released this generic statement on the resignation, saying quote, "there is no evidence that any persons have been harmed, and there is no evidence that district programs or operations have been compromised. nevertheless, the superintendent has offered to resign and
10:04 pm
accepted his offer of resignation. " ellingson's salary immediately comes off the books for the district, but he will receive a payout for his unused vacation days, as well as any other benefits he accumulated during that time. jacob the district has already started its search for a full-time replacement. in the meantime, officials have said they could work with baxter's superintendent until the replacement is seated. stay with local five as we try to learn more about what actually led to this resignation. live in the studio, jacob peklo, local five news. we are iowa. as funnel week statehouse winds down... it's a desperate familiar faces... people who have returned year after year to try to make change... but haven't found success so far... tonight we're a mother new law in murdered daughter... iowa to change the way it views domestic violence is becoming an impossible task. local 5's nikki davidson reports. shes with us everyday, light sunshine, happiness and love when shelia lynch remembers the last
10:05 pm
she remembers the way she looked with her young son... and how she made everyone else feel.. 13:18 she had a smile that lit up a room. but what she can't forget... no matter how much time passes... is how tereseann felt died. 8:32 she was pertified... she would tell me i can't have a life again. out there. she had just helped her daughter leave her abusive husband.... a man family says had been battering her for months. 23:55:30 beating her, strangling her. 23:55:36 stuffing socks in her mouth while he hit her so that no one would hear her scream. they got a restraining order... found a secret location to hide tereseann and her son... but it wasn't enough. 7:54 he was stalking her and we did not know it until the trial took place, he quit his job to the point he had all day long to follow her. knew wheere she was living... they found that the law wouldn't do much. 00:03:33 a protective order is what my
10:06 pm
told me it was in person, he said to us, it's a peice of paper, it's my 5th one i know how to work the system and get around it, it means nothing. and on veterans day... outside of a target store ... he kidnapped her... then shot her to death. 9:40 i can't go back and change that, but i can help the victims that are out there. shelia lynch says she came up with what she thinks is a solution for women trying to break free from abusive and obbessive relationships... gps monitoring... 00:00:45 my daughter would have been saved, she wouldn't have been killed. it would work like this... if an officer was dispatched on a domestic violence call, he would ask the victim and abuser a series of questions to determine if the relationship could become lethal... if the determine if the relationship could
10:07 pm
problems would continue... a judge could put a gps monitor on the suspect...and give the victim the reciever to let them know if that person violates a protective restraining order... and notifiy police if that barrier was crossed. just last year it seemed her idea had gotten some traction... govenor branstad invited her to be part of a press conference pledging his support to the idea.... even posting to social media "now is the time to act" 19:00 i was so excited, to me it went i have the govenor of the state of iowa on my side. he is going to represent a bill and put into place everything i've been speaking out about. but when it came to getting that action... 28:06 i kept asking when are we meeting, i called and sent emails. i didn't get calls back. it was a huge betryal to me a stab in the back. i ended up with a very negative view of politics because of it. she feels her daugthers story got lost in a political game... 20:18 it was embarrasing, humilating but it's not going to stop me. the govenors office says they've asked the department of public safety to spearhead new legislation this year that would address increasing minimum sentences on repeat domestic abusers and use electronic monitoring in certain situations... they said the govenor wasn't available for an interview on the subject in a statement said quote
10:08 pm
lynch sharing her daughter's heartbreaking story last year. what happened to ms. lynch's daughter was an absolute tragedy. to that end, we hope prevent further happening to other iowa families. the bill year is very similar and bill will gain enough support to get passed by both the house and senate. thats little comfort to lynch... who says until something changes in iowa to protect other woman in her daughters situation, she won't move on. 5:35 i'm not quitting until we get iowa to wake up in ames nikki davidson local five news we are iowa. stephanie: shelia lynch has been told that gps monitoring may become an amendment on a of the senate.... bill 3014... but there are no guarantees... 3014 as it currently is written would establish a criminal penalty for violent repeat offenders... and potentially keep some offenders behind bars longer. jack: a high speed wreck this morning leaves car and s-u-v parts all over someone's front yard. the crash happened at 66th street and prairie avenue in that's right in

residential neighborhood. cops say the silver car blew through a stop sign, hitting the suv. the driver of the car was taken to the hospital, while the other driver was treated on site. police say speed definitely caused this. neighbors say speeding and racing along 66th street has been a continuing problem -- one they can't seem to fix. ""we have those signs that say children at play, teenagers dont care about those signs they'll race no matter what" " jack: police say charges will likely be filed against the driver of the car. stephanie: a war of words is brewing between donald trump and pope francis, just before the next set of primaries. returning from reporters that a person is "not really want to build a wall on the us-mexico border. speaking at a rally in south carolina today, donald trump "disgraceful" for a religious question someone's faith. the gop frontrunner accused the

"linda miller 46:23 the medicaid program is administered by the department of human services. it's not a legislated program. what the legislature does is legislates the amount of money needed for the medicaid program or the state match for the medicaid program "
