for a lot of familiar faces... people who have returned year after year to try to make change... but haven't found success so far... local five's nikki davidson introduces us to a mother fighting for a new law in memory of her murdered daughter... shes with us everyday, light sunshine, happiness and love when shelia lynch remembers the last days with her daughter, tereseann... she remembers the way she looked with her young son... and how she made everyone else feel.. 13:18 she had a smile that lit up a room. but what she can't forget... no matter how much time passes... is how tereseann felt in the days before she died. 8:32 she was pertified... she would tell me i can't have a life again. he's always going to be out there. she had just helped her daughter leave her abusive husband.... a man family says had been battering her for months. 23:55:30 beating her, strangling her. 23:55:36 stuffing socks in her mouth while he hit her so that no one would hear her scream. they got a restraining order... found a secret
6:24 am
son... but it wasn't enough. 7:54 he was stalking her and we did not know it until the trial took place, he quit his job to the point he had all day long to follow her. knew wheere she was living... they found that the law wouldn't do much. 00:03:33 a protective order is what my daugthers murderer told me it was in person, he said to us, it's a peice of paper, it's my 5th one i know how to work the system and get around it, it means nothing. and on veterans day... outside of a target store ... he kidnapped her... then shot her to death. 9:40 i can't go back and change that, but i can help the victims that are out there. shelia lynch says she came up with what she thinks is a solution for women trying to break free from abusive and obbessive relationships... gps monitoring... 00:00:45 my daughter would have been saved, she wouldn't have been killed. it would work like this... if an officer was

call, he would ask the victim and abuser a series of questions to determine if the relationship could become lethal... if the assessment deemed problems would continue... a judge could put a gps monitor on the suspect...and give the victim the reciever to let them know if that person violates a protective restraining order... and notifiy police if that barrier was crossed. just last year it seemed her idea had gotten some traction... govenor branstad invited her to be part of a press conference pledging his support to the idea.... even posting to social media "now is the time to act" 19:00 i was so excited, to me it went i have the govenor of the state of iowa on my side. he is going to represent a bill and put into place everything i've been speaking out about. but when it came to getting that action... 28:06 i kept asking when are we meeting, i called and sent emails. i didn't get calls back. it was a huge betryal to me a stab in the

politics because of it. she feels her daugthers story got lost in a political game... embarrasing, going to stop me. the govenors office says they've asked the department of public new legislation this year that would address increasing minimum sentences on repeat domestic abusers and use electronic monitoring in certain situations... they said the govenor wasn't available for an interview on the subject in a statement said quote gov. branstad was appreciative of ms. lynch sharing her daughter's heartbreaking story last year. what happened to ms. lynch's daughter was an absolute tragedy. to that end, we hope our legislation will prevent further tragedies from happening to other iowa families. the bill we are proposing this year is very similar and we are hopeful this bill will gain enough support to get passed by both the house and senate. thats little comfort to lynch... who says until something changes in iowa to protect other woman in her daughters situation, she won't move on. 5:35 i'm not quitting until we get iowa to wake up in ames nikki davidson local five news we are iowa. sabrina: lynch has been told that gps monitoring may become an amendment on a bill coming out of the senate.... but there are no guarantees... as for iowa lawmakers, they'll be trying to keep any bills they want passed alive today...as it
