" local 5 news at 10 in hd starts now. we are iowa" nikki/lam: good evening. welcome to local 5 news, i'm nikki davidson. glad you're with us tonight. if you're a bicyclist, this weekend was a good time to shake off the rust and hit the roadways. and after some progress during funnel week, a bill dedicated to bike safety is closer to becoming reality. nikki: the bill would require drivers to change lanes in order to safely pass a bike. the driver wouldn't be allowed to return to the right side of the road until safely passing the cyclist. the idea is to prevent accidents and injuries on the roads. nikki: local 5's jacob peklo joins us now with more in tonight's big story. jacob/bam nikki, according to the insurance institute for highway safety, it's a bit of a dangerous time to be a cyclist. nationally, around 2 percent of all deadly crashes involve bikes every year. and it's why bikers in iowa are hoping this proposal gains enough traction to become a law. natural sound of bike rustling

of 2006. nathan messer and seth anderson, both from ottumwa, died of smoke inhilation. originially the cause of the fire was undetermined. police reopened the case in january after learning new information and now officials say they can bring the families closure. nikki: people across the state of iowa are working on solving an ongoing issue. there's a disproportionat e number of children of color in the foster care

now a number of people are working on solving this issue, including d-h-s, iowa kids net, juvenile court services and of course -- foster parents. local 5's jill kasparie reports. monique clark's home is typically filled with kids. she's a proud parent and foster parent. she's taken care of about thirty foster children since her early 20s. currently, she has three of her own children, one adopted child and two foster children. her love for all of her kids is why she's taking center stage to help find a solution to the disproportionate number of black children in the foster care system. she's one of many

this community panel discussion is part of that effort. kai mcgee with iowa kids net says there are a lot theories behind why kids of color are more present in the child welfare system. she just wants people to do more to make a difference. nikki: iowa kids net says the uneven minority

improve from 2014 to 2015. and they want to keep that forward. nikki: last week, hy-vee and isu basketball player monte morris teamed up to send 11 semis full of water to flint michigan. six of those trucks hauled gallons of water, the other five carried bottled water. nikki: it's all to help out with the effecting the there's high levels of lead in their water supply. today, the boys and girls club of greater flint accepted empty water bottles, while providing information to residents about recycling them. "so today we have 100 volunteers out who are doing a one stop shop for flint residents. so they drive through, they get a recycling bag with some recycling information and how they can dispose of all the water bottles that they are getting. they can also sign up for curb side recycling from the state and we'll make sure that they actually get curb side recycling." nikki: michigan's governor and flint's mayor both have plans to fix the crisis. they differ on when it will be

disapointing news for johnston... earlier this week, we learned that the city was not chosen as a headquarters location for the merging dow and dupont pioneer. it's a major employer in the metro, so what will that mean for jobs in the area? well those jobs are headed to wilmington, deleware, but some good news for johnston, they were picked for the "global business center" for seed research instead. following the announcement, the iowa economic development authority and the city of johnston awarded dupont 17 million dollars in state incentives--- all to make sure jobs stay secure through the merger. local 5's claire powell has more in this week's farm to family. after months of fighting for dow- duponts headquarter spot-- the city of johnston will have to settle for being a "global business center" instead. once the 130 billion dollar merger between dow and dupont is finalized- the company will subsequently split into three separate entities. "ii think they immediately thought we can walk away. this

"when you go through a merger situation, where things end up at the end of the day? i think we ende dup in a good place for the community and state" dupont pioneer's current employment is at 26-hundred and more layoffs are expected as the merger continues. but in the end, both johnston's city council and mayor believe the global center will be a positive for iowa's ag development. ""i think the fact that we have a really positive tax incentive system, good tax credit at state level, promotes nad encourages companies to put jobs here in
