south 33 carolina lawmaker... justin bamberg... is offering solutions to what advocates call "predatory policing"... this is known as the pressures that officers have to generate revenue by ticketing citizens for minor offenses. bamberg wants to change this by prohibiting law enforcement agencies in the state from setting traffic ticket quotas... or evaluating officers by the number of citations they write. a companion bill would prohibit cities and counties from approving budgets that depend on future revenue from traffic fines. and speaking of the policing system... the horry county police department is facing an investigation following a lawsuit... that's right... court records show the state law enforcement division is investigating the department after a georgetown county woman sued them last month.

detective from the horry county department sexually assaulted her after she reported being raped in 20-13. the lawsuit says sled is investigating reports that the former detective sexually assaulted multiple women while working as an investigator for the county. and the woman suspected in jewelry store robberies across the south..is behind bars this morning... the f-b-i zeroed in on 24-year-old... abigail lee kemp...by analyzing records from cellphone towers near the robberies... and also seeing posts from suspicious friends on social media. after some investigating... f-b-i agents found that one phone number with a north georgia area code showed up on tower data... at or near ... jewelry stories in georgia, florida and south carolina while the businesses were being robbed. kemp has since been charged... and appeared in court for the first time yesterday afternoon... another hearing is set for thursday to

morning headlines. so, let's get started. we start this morning... with the college football playoff national championship. alabama bringing home another win. the crimson tide rolled to a 45-40 win over clemson in a nail-biter of a game.... taking the title of college football playoff champions. it's a loss full of emotion for clemson's football team. but clemson football coach dabo swinney is already looking ahead to the future... and hoping for another chance to claim the title. 33 of course tiger fans can still be proud... this being the only loss of the season. the victory gives alabama its fourth national title in seven years. clemson fans are coming off a late night of cheering on the tigers. and it looks like governor nikki haley is no exception.

rob godfrey tweeted out this picture yesterday... of haley showing her spirit for her alma matter. the governor graduated from clemson 19-94. of course, the governor has another big night ahead of her... trading the orange and purple, for the red, white and blue. governor nikki haley is set to deliver the republican address following tonight's state of the union. the governor says she's honored to have been chosen. the 43-year-old is the country's youngest governor and the palmetto state's first female chief executive. 33 that's just a sneak peak of what we can expect from tonight's state of the union. this year's address will be president obama's final state of the union. white house officials say the address will be an ode to unfinished business. president obama

on the economy, appeal for actions to address gun violence, reforming the criminal justice system... and formerly approve a sweeping asia-pacific trade pact. the president will address the nation tonight... at nine. the candidates vying to be the next commander in chief are set to take the stage once again. the next republican presidential debate is thursday in north charleston. fox business network, which will broadcast the debates, said seven candidates will be on stage for the main debate. they are donald trump, ben carson, senators ted cruz and marco rubio, governors chris christie and john kasich and former governor jeb bush. and....invited to the undercard debate are senator rand paul, carly fiorina, former governor mike huckabee and former senator rick santorum. for lawmakers back here at home... it's a busy day across the street from us at the state house. today is the start of a new legislative session. the

the holy city has a new mayor for the first time in 40 years. >> crysty: john tecklenburg took the oath of office during a ceremony yesterday. tecklenburg won a six-way nonpartisan election in november to succeed m mor joe riley who served as mayor for 10 terms. the longest-serving mayor in charleston. and while he's out of office, former charleston mayor joe riley is still being honored. haley and the late south carolina senator clementa pinckney, are this year's recipients of the david h. wilkins awards for excellence. senator pinckney was one of the nine parisoners lost in the charleston church shooting back in june. his widow, jennifer, will accept the award tonight at the columbia metropolitan convention center. haley and riley plan to speak at the event on how they each worked with south carolina leaders in the wake of that tragic shooting.

chief executive. >> we won't have a chapters to do as much good as we can now, i want to sure we maximize it. >> that was a sneak peek of what we can expect from tonight's state of union. this will be president obama's final state of the union. white house officials say it will be an ode to unfinished business. president obama is expected to tout progress on the economy, appeal for actions to address gun violence, reforming the criminal justice system and formerly approve a sweeping asia-pacific trade pact. the president will address the nation tonight at nine. you can see it right here on abc columbia. crysty: the candidates vying to be the next commander in chief are set to take the stage once again. the next republican presidential debate is thursday in north charleston. fox business network, which will broadcast the debates, said seven candidates will be on stage for the main debate.

carson, senators ted cruz and marco rubio, governors chris christie and john kasich and former governor jeb bush. and invited to the undercard debate are senator rand paul, carly fiorina, former r vernor mike huckabee and former senator rick santorum. crysty: for lawmakers back here at home it's a busy day across the street from us at the state house. today is the start of a new legislative session. >> rochelle: the last time lawmakers met in columbia, democrats and many republicans united to bring down the confederate flag that flew outside the statehouse for 50 years. lawmakers say they hope that unity continues. senate members worked last month pre-filing bills and resolutions. on this year's agenda many propositions which seem to spawn off of events that occurred last year in the palmetto state such as flood related concerns, rules for statehouse grounds use and cost of living increases for state employees. a lot of different things on their agenda they want to get

hong kong in december. it's the company's attempt at creating an evolved version of its brand, one that is "modern and progressive." the move to reinvent the brand comes after mcdonald's announced a major turnaround plan in may 2015. last year, the company saw both its revenue and customer traffic fall around the world. rochelle: the u.s. preventitive services task force is offering up new guidance on mammograms. they say that average-risk women should get mammograms every other year between 50 and 74. they also say women in their 40's benefit less from the checkups but should make their own choice. some other health groups urge women to get a mammogram every year starting at 40 although the american cancer society upped its starting age to 45 last year. rochelle: still to come, apples coming out with a new app. and it claims to be easy on the eyes for you night owls. stay with us. we'll have the story coming up next.

to warmer colors, making things easier on your eyes at night. rochelle: and this is sure to make things easier on your wallet lower gas prices. aaa puts today's national average price for a gallon of regular unleaded gas at $1.97. but here in south carolina things are even better. we're averaging $1.71 a gallon. experts say tumbling oil prices combined with strong refinery capacity could push the price of gas to a dollar a gallon in some areas. that hasn't happened since 1999. not too bad. rochelle: and the good news just keeps coming when it comes to hitting the road. ride-sharing company uber is cutting fare prices in more than 100 cities. it's a bid to stimulate business as it tries to beat the "winter slump." the amount of the discount will vary city by city. rochelle: fans continue to pay their respects to a beloved singer. crysty tells us more. >> crysty: fans pay tribute to
