warm up, small one. crysty: lawmakers across the street from us at the state house have another busy day ahead of them. top concerns on this year's agenda: education and the state's infrastructure. >> rochelle: damage from october's flood has heightened the awareness of the need for infrastructure repair. but officials say rebuilding the state's roads and bridges will require reforming the department of transportation. acting d.o.t. secretary christy hall will face a confirmation hearing next week. a number of lawmakers have praised hall and say they have confidence she can turn the agency around. rochelle: meanwhile, governor nikki haley is revealing her plans for improving education. haley wants to offer students the chance to graduate from college debt-free while providing up to $200 million a year to maintain and build schools. under the proposal college students will be able to receive $7500 in tuition scholarships for four years if they commit to working eight years in a district with high teacher turnover rates. rochelle: and a senate

help terminally ill patients get better access to experimental drugs. >> crysty: the "right to try" bill has already received a key approval. if made a law, the bill allows patients to have access to drugs that are not yet fda approved but have passed phase one of the fda's approval process. >> if they give their consent, an informed consent that they know the consequences, the possible downside and the upside then they have the right to get into this new drug and give them one more chance to survive. >> crysty: this bill does protect treating physicians from liability. the fda says the administration may permit the use of an experimental therapy, but the sponsor ultimately decides whether or not to provide experimental therapies to patients. this is some legislation we will follow, our jennifer ready was further the sub committee. >> rochelle: still a lot of

thursday crysty: good morning, columbia. thank you for waking up with us on this thursday morning. i'm crysty vaughan. >> rochelle: and i'm rochelle dean. we're live from main and gervais. the time right now 6:31. >> crysty: we have good news later in the date weather wise but right now the bad news is temperatures are below freezing. >> rochelle: you may have to start out earlier, start the car, makes sure you can get a good jump start on your day because it's will be a chilly one and thingng look like they may be getting better as we go through the remainder of the day but we have to get there first. for more on what you can expect here is meteorologist jonathan kennedy. how are things looking? >> jonathan: very cold right now, so it's clear skies for us,s, no fog, no rain to worry about but it will be quite cold as you head out. temperatures dropping into the 20s for several spots including right here in downtown. 29 in the capital city, 29 in

airport, wagner down to 27. most everybody else in the 30s, low 30s, couple spots above freezing still but those are actually our locations that are seeingind. that wind, even if it's relatively light 5 to 10 miles a hour, makes a difference, gets more air mixing and prevents it from cooling down. those areas seeing the wind, winnsboro, saluda, are staying a little warmer. we will see the wind out of the southwest and that should allow us to see warmer air come our way, all courtesy of the high pressure to the south. it has brought us dry air the last couple days, noticesally the cloud cover,ut this will funnel the system here. in addition to the low out of the gulf, that will ride up the east coast and bring us a good chance of rain for your friday forecast but no rain in the forecast for your thursday. we will stick with the rain free

rundown of your top morning headlines. we will start with vote 2016. the stage is set for tonight's republican presidential debate in north charleston. fox business network has confirmed seven of the top-polling candidates will take the main stage tonight. they are donald trump, ben carson, senators ted cruz and marco rubio, governors chris christie and john kasich and former governor jeb bubu. the debate kicks off at nine tonight at the north charleston coliseum and performing arts center. invited to the earlier undercard debate are carly fiorina, former governor mike huckabee, former senator rick santorum and senator rand paul. however, paul says he will not take part in the debate saying he will only participate in what he calls "first-tier debates." before heading to the lowcountry, two republican presidential hopefuls will stop right here in the capital city. >> rochelle: rick santorum and mike huckabee will be making an appearance at the palmetto senior show down at the state fairgrounds. the event starts at 9:00 this morning in the new goodman

from there, santorum will head to the the citadel in charleston to sit down with attorney general alan wilson as a part of his presidential forum series. rochelle: and democratic presidential hopeful bernie sanders' campaign is kicking off its "historically black colleges and universities tour" tonight at south carolina state university. that's going to be at 7:00 at the barbara a. vaughn fine arts center. sanders, along with fellow democratic presidential hopefuls hillary clinton and martin o'malley, will be here in columbia on monday to take part in "king day at the dome." rochelle: turning to crime, columbia police have made an arrest in a weekend shooting in the vista. >> crysty: police have charged 23-year-old michael robinson with murder in the death rodney francis, iii. officials say francis' body was found early saturday morning in the 1000 block of lady street. crysty: and the woman suspected in jewelry store robberies across the south is expected in court today for a bond hearing. 24-year-old abigail lee kemp is

jewelry outlet stores including those here in south carolina. investigators say she would tie up sales people at gunpoint and then steals watches and diamonds. officials estimate she's made off with nearly $400,000 in jewelry. crysty: a new police chief will soon report for duty in the town of north. >> rochelle: that's right. current elloree assistant chief, lin shirer, will take over next tuesday. last year former chief mark fallow and the town's two officers all resigned following fallout with the new mayor patty carson. fallow had said carson asked him to violate standards and micro-managed his department. a story that continues to develop. we will keep you abreast of the changes there. crysty: still to come, just because it's january, doesn't mean you can't get outside and have some fun. >> rochelle: who says so. we're talking about taking a wild ride thanks to a winter wonderland. >> jonathan: feels like winter but it won't be a winter
