as a part of his presidential forum series. that's going to be at the u-s-c alumni center. doors open at two. cruz will also make stops in the upstate this weekend. the democratic presidential hopefuls will be going head- to-head next in the lowcountry. martin o'malley, bernie sanders and hillary clinton will all take part in the democratic presidential debate this sunday in charleston. o'malley almost missing this next debate. the democratic presidential hopeful only averages 4- point-six percent in iowa. the debate's host, n-b-c had said in order to participate, candidates would have to average at least five percent nationally or in one of the states with an upcoming contest. o'malley barely made it, thanks to the network's willingness to round up his percentage. both hillary clinton and bernie sanders called on n-b-c to include o'malley in the debate. o'malley will be here in columbia tomorrow... holding a pre-debate town hall discussion on equal opportunity and justice at benedict college. that

another busy day across the street from us... at the state house. as lawmakers focus on education and infrastructur e for this year's legislative agenda.... governor nikki haley is taking time to focus on finance. governor haley is set to unveil her executive budget for 2016-2017. that's this morning at 11:00.... at the state house. also inside the state house... a bipartisan group is fighting for a five percent cost of living raise for state employees. the number of state employees on the payroll has gone down... and employees have only received pay increases two of the last seven years. and now lawmakers are hoping to reverse the trend. lawmakers 33 say they hope the house will

rodney according to investigators... around three-thirty saturday morning... francis was leaving club rue 77 on assembly street with several other people... when he was shot multiple times. officers found him lying in the one thousand block of lady street. he died a short time later at a local hospital. police believe the shooting may have stemmed from an earlier altercation between the victim and the suspect. a 39-year-old sumter man is charged tonight with 15 counts of child pornography. according to investigators... william phillips was sharing files containing child pornography over the internet. and an alleged jewel thief is denied bond. an atlanta judge denied bond for 24-year-old abigail kemp. prosecutors the diamonds and watches she stole... are still missing. kemp is accused of six jewelry stores across the southeast.... including one in bluffton. and the u-s

from main and gervais. sachs says it will provide 1-point-8 billion- dollars in consumer relief... this will include loan forgiveness for underwater homeowners and distressed borrowers, as well as support for affordable housing. a-t-m and overdraft fees are costing americans so much money... they're becoming a presidential campaign issue morgan chase... bank of america... and wells fargo made more than six-billion dollars last year in a-t-m and overdraft fees alone. presidential candidates are even expressing frustration over the fees. hillary clinton called a-t-m fees "usurious."... and bernie sanders vowed that if he's elected president, he will cap them at two-dollars... instead of the average four dollars being charged. and good news for those of you looking to do some weekend shopping... amazon is offering a huge discount for its prime membership this weekend. the

"rene angelil, 73, passed away this morning at his home in las vegas after a long and

cancer.... the family requests their privacy be respected at the moment." dion and angelil met when she was 12 years-old... they married in 1994. the couple has three children together... a 14-year-old and five-year-old twins. and people continue to pay their respect... after learning about the death of english actor alan rickman. rickman... is best known for roles in films "die hard" and as professor snape in the harry potter series. author of the popular book series, j- k rowling... took to twitter saying, "he was a magnificent actor and wonderful man." and daniel radcliffe... who played harry potter... is reflecting on his work with rickman. he released a statement on his google plus account saying... "i will carry the lessons he taught me e for the rest of my life and career." rickman died after a short battle with cancer. he was 69 years old. more

starting your day with us and we'll start with the forecast. good news, temperatures are not below freezing. >> rochelle: all week long we have dealt with those hovering over the freezing mark but you still need a coat. for what you can expect, let's turn things over to jonathan kennedy. >> jonathan: it's 10 degrees warmer, we started out in the 20s every single morning this week and thankfully we are in the upper 30s. cloud cover moved in and that will keep us warmer. acts as a blanket, insulation to hang onto more of the heat than we normally would. we saw a nice warmth yesterday heat. 64 for the high yesterday, cooler today. cloud cover will hang around, the rain just starting to approach the savannah river to our south and southwest. rain on the way but no sign of it here at home yet. temperatures are a little chilly, certainly want the

door and you head out the door where ever you are heading, but as of right now not much to cover. not seeing fog, winds are light mild temperatures. so, all in all we are awaiting the rain but not seeing much to worry about in the short-term. notice the cold air, as you shift over in the mountains, you cross over from georgia to tennessee, starting to see icy conditions south of knoxville, the blue mixed in, that's the snow. so we are seeing potential system. that will not affect us at home, it's way too warm. temperatures as i mentioned in the upper 30s as of now and we'll only go up from here. no threat of any frozen precipitation for us, plain old rain as we head throughout the day. we will carry the rain chance through the afternoon into the evening hourss tonight. i think by dinner time, it's what you call dinner time but 6:00, 7:00, i think that will be

certainly a great sight to see those temperatures. we'll warm up to 56 this afternoon, not a ton of warmth but that is spot on average where we should be. not as warm as yesterday, we won't see as much sunshine, good chance of rain later this morning through tonight or at least through dinner time. later on we will see a drier forecast, should see cloudy conditions, lows around 42 later on this evening. >> rochelle: thank you, jonathan. rochelle: here's a quick look at stories that are making headlines across the country. an indonesian police official says an islamic state group flag was found with one of the jakarta attackers who launched an assault on a coffee shop and police post. backers of the extremist group isalmic state have claimed responsibility for yesterday's attack in indonesia. two civilians were injured in that attack. rochelle: defense secretary ash carter says it appears a navigational error caused navy boats to stray into iranian waters. 10 sailors were detained tuesday night by iran.

on a covert mission and were simply making their way from kuwait to bahrain. defense officials say it remains unclear if the crew made a mistake or if the navigational equipment was to blame for the incident. rochelle: still no word this morning on who holds the three winning tickets from wednesday's powerball drawing. but lottery officals say it makes sense to wait before coming forward. he says the winners should line up lawyers, accountants and financial planners first. lucky ticket holders in california, florida and tennessee will split the winnings from the $1.6 billion jackpot. rochelle: the carolina panthers just keep pounding. crysty has more on the playoffs. >> crysty: the carolina panthers are gearing up for another playoff run starting sunday against a familiar opponent. and the gamecock women on the road last night at kentucky. mike gillespie has your sports minute to win it. >> let's start with basketball. wilson and the gamecocks at kentucky last night, a place

the highs we were seeing earlier. nice start to your day. saw 64 yesterday with the sunshine, almost perfect day. if you enjoyed it, probably won't see it, we are back to it for the saturday. mild start but won't be as warm. 56 for the high today. obviously not as much sunshine to go around with the rain moving in. this will continue to filter in from the south and southwest and pretty much encompassing the entire state of georgia. i noticed frozen precipitation towards the mountains of north carolina and in tennessee. maybe the upstate will see a little wintry mix at times, but that will be very short lived here this morning once we warm up here this afternoon there's no chance of any type of froze end stuff here and no chance for us in the midlands. we will stick with the warm conditions as the rain moves through and then back to the dry conditions as early as tonight, shortly after dinner time.

the polls next month. >> rochelle: he's spend the last few days in the midlands helping people register to vote and talking poverty and medicare. he'll be back here in columbia today speaking on medicaid expansion during the martin luther king birthday breakfast. that's going to be at the first nazareth baptist church this morning at 9:00. be rochelle: and it's another busy day across the street from us at the state house. as lawmakers focus on education and infrastructure for this year's legislative agenda, governor nikki haley is taking time to focus on finance. be governor haley is set to unveil her executive budget for 2016-2017. that's this morning at 11:00 at the state house. rochelle: turning to the crime beat, we have an update on a weekend shooting near a downtown restaurant. >> crysty: columbia police have charged michael robinson with murder in the death of rodney francis. according to investigators around 3:30 saturday morning francis was leaving club rue 77 on assembly street with several other people when he was shot multiple times.

1000 block of lady street. he died a short time later at a hospital. police believe the shooting may have stemmed from a fight between the victim and the suspect. crysty: a 39-year-old sumter man is charged with 15 counts of child pornography. according to investigators, william phillips was sharing files containing child pornography over the internet. crysty: an alleged jewel thief is still in jail this morning after being denied bond. >> rochelle: she still has the handcuff bracelets. a judge denied bond for 24-year-old abigail kemp. prosecutors the diamonds and watches she stole are still missing. kemp is accused of six jewelry stores across the southeast including one in bluffton. rochelle: and the u.s. marshals service is asking for your help this morning. andrew williams is a fugitive. officials say he could have south carolina ties. williams was arrested in

good morning, crysty. it's a "landmark day" in liberia. the world health organization says there have been no new cases of ebola in liberia for 42 days. it's the first time since the 2014 outbreak in liberia as well as guinea and sierra leone. libera was mistakenly pronounced "ebola-free" back in may but a number of new cases were diagnosed after that announcement. rochelle: and if you want your "health care.gov" coverage to start on february 1st, today is the last day to enroll in or change plans. the final enrollment deadline for 2016 coverage is actually january 31st but you will have to wait longer than february 1 for it to start if you don't make todays deadline. for those who miss todays deadline and the 31st's you will most likely have to wait another year to sign up for health care insurance and may be required to pay a fee when you file for federal income taxes. rochelle: still to come, we have a few recalls to pass along to you this morning all to ensure the safety of you and
