the richland penny program... they're hoping to make moving around the midlands a little easier... and safer. they're set to hold a public meeting on this year's bikeway projects. that's going to be at the lourie center... tonight starting at six. and the south carolina legislator whose journalism registry proposal touched off a media firestorm says... he never actually wanted to require reporter to register with the state.... but that the instant backlash... made his point. representative mike pitts says he mirrored the state's concealed weapon permit law in proposing a "responsible journalism registry." in doing so, representative pitts says, he wanted to spark discussion on first amendment and second amendment rights. inside the state house... we're learning more about a bill to get more money to fix south roads. senators ray cleary and joel lourie warn the process is going to take a few weeks if not longer but they think they can pull together a bill.

leery about raising the gas tax without a significant cut in other taxes and want changes in who runs the department of transportation. democrats want to make sure any tax cuts get to the largest number of people and don't threaten services. a deputy checking on a domestic disturbance was shot at several times when someone fired on his car. richland county sheriff leon lott says deputy christopher bagby's car was hit at least three times with him inside late saturday night on camrose court. the sheriff praised his deputy for not firing back because it was dark and he couldn't see the suspect... or if anyone else was around. 33 lott says other officers found 23-year-old arkeem breeland in the woods a few hours later and took him to the hospital because he had been out in the cold. lott says breeland is a felon on probation and by law couldn't have a gun. he was

weeks ago. columbia police say a man wanted on a murder charge in texas was killed after he shot at officers who were trying to arrest him... and police returned fire. a tip led investigators to the three- hundred block of byron road. no officers were injured in the confrontation. investigators are still working this morning to determine who fired the deadly shots. and travel is back to normal this morning along the jarvis klapman bridge... following a possible water rescue last night. emergency personnel closed off the bridge .. as well as the 12-th street bridge... during that operation. details are limited... and we have yet to learn if, in fact, someone in the water. a-b-c columbia will continue to follow this story... and bring you updates as they become available. still to come... less than a week to go before iowans head to the polls. we're taking a closer look at the democratic presidential candidate's campaign... as

uniform. if you have any information... call (877) 349- 2130 we have an update this morning... on the citadel cadets... caught on camera... wearing pillowcases on their heads... similar to ku- klux-klan garb. the citadel military college s suspending 14-cadets following that incident. after the photo surfaced on social media last month... the cadets claimed they were trying to dress as ghosts of christmas past. but citadel president lieutenant general john rosa says they should have known better. 33 seven juniors and seven freshmen are facing on-campus penalties or suspensions. one cadet has been dismissed from campus for one year. the school says it is also expanding its racial sensitivity and ethical decision making training. a fourth death in south carolina has been attributed

cloud cover sweeping into to the north, that's why camden is cooler and orangeburg warmer. winds relatively light, see a lot of calm wind outside but the wind we have been seeing, even though we are seeing calm winds now, most of it out of the souths and southwest as you move through your day today. low pressure in the great lakes, low pressure in the gulf of mexico, cold front connecting the two systems, this will bring rain to the tennessee river valley today and then our neck of the woods in wednesdaynd then thursday forecast, secondary system, but no rain today. we are pinched between the system and the coast. you see the rain moving in and rain off the coast, but we won't see any rain for us today. if we do see any rain it will be late, late tonight, after midnight won the earliest we see any raiai showers as we move throughout the day today. we will stick with a few clouds here and there.

the san bernardino attacks left 14 people dead. rochelle: a judge cites safety concerns as his reason for cancelling a community meeting over the standoff at an oregon wildlife refuge. officials say they became aware of plans to protest the meeting and block entrance to the site where it was being held. an armed group has been occupying the malheur national wildlife refuge since january second to protest federal land use policies. rochelle: and president barack obama is changing some punishment policies. the president says he's moving to ban solitary confinement for juvenile and low-level offenders in federal prisons. the president says solitary confinement diminishes chances for successful rehabilitation and should be a last resort for inmates that pose threats to themselves or staff members. the move will affect some 10,000 federal inmates and also limit solitary confinement for the mentally ill. rochelle: the gamecocks are looking for a win on the basketball court. eric, how are things looking

warmer, only in the 50s wednesday and thursday. not expecting a lot of rain in quantity but coverage-wise it will probably bring us additional showers across south carolina. by the time we get to friday and the weekend it will be gorgeous, back to sunshine and highs in the low 60s. eric: the democratic presidential candidates are busy criss-crossing iowa less than a week before residents there head to the polls. >> rochelle: hillary clinton, bernie sanders and martin o'malley all took questions at a town hall in iowa last night. sanders took time to reiterate his calls for free tuition at public colleges and implementing a single payer health care system. clinton pushed back at suggestions that she's the economic newbie, issues that have been at the center of sanders' campaign. and martin o'malley said climate change is the top issue young people. >> rochelle: the candidates are busy trying to shore up support before next week's vote. according to a new cnn/orc poll

sanders. clinton still holds the lead with 52% of the vote and sanders takes 38% of the vote. clinton's lead is now smaller than it has been at any point since the field narrowed to three candidates. rochelle: back here at home, bernie sanders is gaining some support in the palmetto state. >> eric: orangeburg representative justin bamberg announced he is now endorsing sanders. bamberg previously supported hillary clinton. he says after reviewing senator sanders' policies, he believes sanders is a game-changer. >> it's important that i show my constituents that we as americans have the right to choose. i'm not here to play the game of politics, i along with bernie are here to change the game of politics. >> eric: bamberg replaced bakari sellers in the house after sellers left for an unsuccessful run at the lieutenant governor's office.

right now are allowing us to cool down and we are seeing a little variable cloud cover and winds light and variable as well. even that small amount of wind makes a difference what the temperatures eventually fall to, we are seeing some areas at or below freezing, some areas above freezing, depend where you wake up. 33 downtown, 32 st. matthews, sumter and manning. notice 30 for camden and bishopville. not too far off where we should be for january standard, obviously it's still the middle of winter but most areas seeing warm up compared to yesterday. notice orangeburg well above where they were yesterday, but likely to see everybody to see a nice warm up with sunshine we are expecting. satellite and radar starting to pick up a little cloud cover to our south, not particularly thick cloud cover but a little cloud cover will help keep those areas warmer in these early morning hours. i do expect us to see sunshine

clouds will be filtering in today, gradually getting thicker and thicker moving into tonight. a lot of the cloud cover coming in advance of the cold front situated on the other side of the appalachean mountains, a little high pressurur off t t coast, moving further off the coast so it will have less of an influenzas it progressively moves off to the east. this low here and this low to the south in particular are going to be giving us interesting forecasts over the next couple days. that low comes out of the gulf and moves and shifts this rain pattern, so we are looking at a dry day, little bit of cloud cover but will be warm with warm air coming in from the south with the high pressure and low imparting the southerly flow in the motion of the air but we are likely to see the rain chances pick up late tonight but not until after midnight. notice how the rain stays in the upstate and moves through tomorrow afternoon. late tomorrow we will catch a

we will have a crew there. count on abc columbia to bring you a full report on the news at 11:00. eric: a former columbia city councilman who was released on bond earlier this month for failing to file tax returns will no longer oversee richland county's penny tax funds. >> rochelle: that's right, attorney's for brian dequincey newman confirm he has resigned as chairman of the central midlands transit board of directors. the board oversees the city bus system and is funded through the penny tax. earlier this month the state supreme court placed the former councilman's law license on interim suspension after a judge sentenced him to two years probation on misdemeanor charges of failing to file returns in 2012 and 2013. newman maintains it was simply a mistake. rochelle: and speaking of the richland penny program, they're hoping to make moving around the midlands a little easier and safer. they're set to hold a public meeting on this year's bikeway projects. that's going to be at the lourie

rochelle: and the south carolina department of corrections is needing your help finding this man, reeves. he was last seen wearing a department of corrections jump suit. rochelle: we have an update this morning on the citadel cadets caught on camera wearing pillowcases on their heads similar to ku-klux-klan garb. >> eric: the citadel military college suspending 14 cadets following that incident. after the photo surfaced onsocial media last month, the cadets claimed they were trying to dress as ghosts of christmas past. but citadel president lieutenant general john rosa says they should have known better. >> the second they t tught it was going to be offensive or could be misconstrued, they should have stopped and that was a leadership failure.

freshmen are facing on-campus penalties or suspensions. one cadet has been dismissed from campus for one year. the school says it is also expanding its racial sensitivity and ethical decision making training. eric: a fourth death in south carolina has been attributed to the weekend winter storm. >> rochelle: officials say on saturday, a 61-year-old jimmy thomas ran off highway 9 just outside jonesville. authorities say the vehicle hit a ditch, then a tree. officials say the driver was wearing his seatbelt but later died at the hospital. nationwide at least 42 people have died as a result of the past weekend winter storm. >> rochelle: and following the blizzard it's a tale of two cities. new york did well following the big snowstorm, while our nation's capitol struggled. officials blame washington, d.c.'s relatively small snow budget. federal offices and schools remain clolod today in washington, d.c. and airlines are still working to restore their schedules with more than 2500 cancelations and

rochelle: good morning, jonathan. good morning, eric. for some these dreary cold days can have an effect on your emotions. it's estimated at least 12 million americans suffer from a type of depression called seasonal affective disorder or "sad." but health offials say there are ways to fight the winter blues. you can help by modifying your diet and exercise more. there are also specially designed light boxes that are used to treat those with seasonal depression. if the problem becomes serious, some doctors will recommend anti-depressants or psychotherapy to help patients get through the dark days of winter. rochelle: the mosquito-driven zika virus is traveling. experts say the disease which is suspected of causing birth defects is likely to spread to every country in the americas where the mosquito that carries it can be found. that's everywhere expect canada and continental chile. rochelle: and a texas grand jury is clearing planned parenthood of wrongdoing. this follows the release of a series of controversial undercover vidids. the videos appeared to suggest
