disagrees. let's break down that legislation for you. take a look. it will require all transportation network drivers hold higher limit commercial insurance at all times, not just for the passenger. it would also require drivers undergo county background chehes. >> i think it would be been fib for the county as a whole is we know whose driving our residents. >>reportfr: the commissioner chairmaning he wants to take away safe, releable transportation. this is a second proposal which would keep insurance as it is and background checks in the hands of the companies like uber and lyft but with county oversight. back live in downtown miami this morning, uber and lyft say they already do background checks on their drivers so there really shouldn't be any kind of an issue. the proposal will be talked about at county hall behind me and we will be there in a couple hours.

he was hit by a car and died when he was hit around this time yesterday morning. investigators say the 36-year-old was already lying in the road when he was hit and they are not sure why. the driver said they swerved to avoid him. 20-year-old man was identified as the driver who struck a public service aid in southwest miami-dade. that crash happening on southwest 127th avenue and southwest 244th street. police say he was only cited for celess driving because he may not have even known that he hit anybody. police say the area was very dark at the time and he thought he had hit a tree. and we're learning more now about the arrest stemming from monday's bikes up, guns down ride as mananof the bikers headed to the impound lolo to pick up their rides. 59 bikes in all and

down to 58 degrees. that's something they have not seen since february o 2015. it was in the wake of that cold front that brought t severe weather sunday. high pressure is continuing to build with the north northwest wind making it feel refreshing. for us here in south florida, it feels a bit cool, very c`illy. we've got 51 degree in pembroke pines. kendall as wl. 52 in pompano beach. 56 in marathon. with the wind continuing to move in from the nohwest this morning. we will keep that cool air direcon. a shift will allow our temperatures to enjoy the coo weather this morning. we'll start a little roller-coaster of temperature rebounding by end of the week. currently these temperatur are one to five degrees cooler than what we woke up to yesterday. the arresting tick chill over northern florida, they are waking up to temperatures in the mid 20s. for us we still have that stubborn cloud deck

upper levels of the atmosphere. you'll notice thanks to high pressure the atmosphere is very dry so therefore it's stabilizing everything across south florida but that will all change. this high will eventually push off the coast of the carolinas and allow for the first system it move into the southeast. look at all the snow right now from tennessee all the way up t tards kentucky, in towards chicago. it's going to be a mess for them and yet another system that's going to push out of the rockies will eventually be making a nor'easter as we go into the end of thee week. that same system will be providing for showers and storms for us by friday. winds move in off the ocean that. ocean breeze will continue to keep us warmer going intnt thursday. friday we'll wait for this front to move in.n. check out the seven seven. you notice by friday you'll need the rain gear but then the sweaters and jacke will move back into the forecast by sunday as lowsrop back down into the 50s by sunday

they say paula vargas ortiz called them while she was contemplating suicide and told them about the child. the baby is less than a yeara old. nobody has been charged yet in this case. and we're also waiting to learn how a man whose body was found near a college campus died. he was found along with his bike nearby. it's believed he is between 45 and 55 years old. new overnight five people are recovering from injuries after a dog attack in sanford, florida. this all happened inside this apartment yesterday afternoon. police say they arrived at that scene and what they found was shocking, five pitbulls attacking a woman. the victim's injuries were life-threatening. two other were taken to the hospital after that attack. ve of the dogs had to be thought they say and a sixth was taken i by animal control. a teenager remain in intensive care today
