rock casino unveils an expansion plan. >> laurie: glenna milberg is in iowa, hours away from caucuses. the news at 4:00 starts right now. right now on local10 news at 4:00 we begin with a health alert. world health organizion has declared the spreed of the zika virus in americas an international emergency. >> calvin: our medical spececlist kristi krueger has more. >> kristi: this rare move by the wowod health organization go signals the seriousness of the brought you outbreak and gives countries tools to fight and money i`tel. in+ puts zika in the say the category as boll. it was detected first in brazil and has spread to 20 countries in latin america. the world health organization discussed ways to control the main outbreak. the possible listening to birth defects in babies. >> the experts agree that a

zika infection during pregnancy and microcephaly is strongly suspected. proven. tiny brains. you just heard right there from the director general of the worlrl health organization dr. margaret chan also advising that pregnant women delay any kind of travel on the areas affected by zico or if you're even planning on getting pregnant and wear repellant. in brazil soldiers are going door to door to warn families about the virus. at this point there 4,000 reported cases through alone. they're also looking for any place mosquitoes could be breeding. cutler there is no vaccine orr medication to some zika in its tracks, so this is something we are department of going to be keeping a very close eye on. i'm medical specialist kristi krueger. >> calvin: sky 10 over the scene of a deadly car crash that a semi-truck t-boned a car in the
4:02 pm
road and east fifth street not that long ago. you can see the pickup sustained a lot of damage and right now it is unclear how the crash happened. >> laurie: just hours, the iowa voters will caucus, vote for their favorite and possibly narrow the field of presidential candidates. >> calvin: it is 10:00 eastern time. it is a frenzy as candidates have been out in full force urging and even pleading with voters to caucus for them tonight. local10 news reporter local10 news reporter live in iowa as she has been for the past several days on this very cold nt, glenna, how is it going? >> glenna: cold, but trobably not as cold as it's going to be tomorrow but that's a whole different story. y hello, everybody. welcome to des moines. the candidates are out. their families are out. their surrogates are out. coming down to the last possible fafa time with voters, and that's what they do here in iowa. it's a very i iimate thing, and that's what they're doing today right down to the wire.
4:03 pm
in the top tier probably has people out there looking for the very last chance to convince not only voters to turn out but voters to turn out and support them. how critical is last-minute campaign crisscrossing around the state in more than half of likely caucus-goers tell spoelsters they are undecided, despite being targeted by some $77 million worth of campaign advertising and operations in iowa. >> they call all t`e night. i have probably done 20 polls. >> glenna: you can loo florida and other states' proceed primary votes, iowa cautions, determining the vote right there at the end testify this building is a huge c ccus site for both parties monday night. this is thetate historical excited to be first? check this out.
4:04 pm
>> so have a number of placards, a number of buttons. >> glenna: what iowa lacks in numbers and diverse at this time makes up for as the opening gate in a process that makes for informed voters. >> they take it very seriously. they ask pointed questions and expect thoughtful answers from the candidates. >> glenna: so right now all eyes are on what the turnout will be. you mentioned the weather. it's actually a beautiful cold, clear day here but there's this storm expected to come in after midnight, but the fear is thaha tonight it will get cold and start to be snowy and that people wil side not to leave their homes, so that's going to be kind of nothing that might effect turnout tonight. such an it upping process, laurie with calvin, the republican primary is -- caucus, excuse he, is going to be a ballot vote. everybody writes it down on a piece of paper, closes it p, it's secret and. but on the democratic side that process wide open. everybody seize people vote with their bodies.
4:05 pm
the room to support the candidate whose space that is and so it's a very open public process and everyone knows how their neighbors are voting. so we'll see what happens tonight. we will be here throughout the afternoon and evening, and it's a prett exciting time for democracyy in 2016. >> calvin: based on what you were just saying is it pretty easy for them to be suede ifeverybody else around is you saying trump, trump, trump and then all of a sudden somebody says, no, i want rubio or bush? >> glenna: you know, we've met people shocking to me, frankly, that have been suede in the past right there -- swayed on the night of the caucus but these people that are deciding g go and be part of the caulk really have done their homework. we've been out at the town hall meetings today. florida governor jeb bush had a town hall meeting. people were asking about fiscal responsibility and his plan. somebody asked him about nuclear proliferation.
4:06 pm
issues and who really want to know answers, and so it will be up to people swaying them to really make a convincing parget i don't think it's going to be theatrics or drama that sweys them, based on people we've >> calvin: it interest going to be an interesting process. glenna milbergrg front row seat to history tonight. senior political reporter michael putney for his perspective p so what do we look forward to tonight as they caucus? and that is a verb, caucusing. >> michael: well, you can caulk or it is a noun as well, a caulk, but what you have really to look for tonight is turnout. who can turn out their troops to caucus and vote tonight p that is especially contribute crucial crucial for non-establishment candidates with donald trump on the left, bernie sanders on the right. it should to be other way around. both need their supporters come out tonighttnd those voters who have not caucused before trump needs angry white voters to come
4:07 pm
will not turn iowa. bernie sanders needs those idealistic voters, mostcly college students who normally don't vote at palm bernie tonight. >> calvin: and as we know iowa is not a very big state at all comparatively speaking when you put florida up against it but how many voters we talking about tonight? 100,000? >> we are talking about 350,000, something like that. we'll not talk about that many voters compared to souththlorida or many other states, and the 2012 caucuses about 122,000 republicans came out and voted. in 240,000 democrats. now, compare those numbers to miami-dade and broward registered voters. they total 2.3 million between the two debates, a little over 1 million are democrats, about 600,000 registered republicans and 644,000 have no party
4:08 pm
they're independents. and these numbers obviously dwarf the number of voters who are going to vote tonight was. >> laurie: relatively so small. so why is iowa historically so important? mitchell because it is first, and when you are first, you really have the ball in yourr court, you've got glory, tradition, and that's what happens in iowa.a. it has an impact on the primaries that come later. new hampshire is next tuesday. if, say, marco rubio comes out eye solid third was tonight, and i think he wil that's going to catapult him into new hampshire. if ted kruse on the other hand doesn't do that well tonight, and i think his moment sum on the decline, i thinkhat his campaign is then in trouble in new hampshire, south carolina, nevada, texas as the other primaries unfold. >> calvin: likely, we@ have three seconds left. ground game. who has the better ground game? >> michael: u.s. cruz has got a a great ground game but i don't think it's going to make that muchch difference. last thursday's debate he did
4:09 pm

4:10 pm
>> there were 30 words in kids parking spots and sufficient. >> michael: viral, many too appropriate to show on tv but students at the southwest ranches catholic high school tells us two vandals are responsible for sprayumane societying hateful words in the hallways. >> there's some on the cafeteria. there was some on the sim jase numb and on kids' sparking spots and random walls, honestly. >> michael: police launching a criminal investigation manage they say two dan vandals wearing masks broke into the school. right now no one is under arrest but some students are blaming this most a rival high school. yeye, we're going to look much deeper into this rivalry. what we're hearing from students is that it was all about a basketball game. this high school beating up on monsignor edward pace high scol which is in miami gardens. also another catholic sigh school, apparently the students here blaming it on a couple of disgruntled students who they believe vandalized their school. but we will have much more
