we are live with the very latest as police work to figure out what happened in the moments just before impact. our other top story, happening today delvin barnes is in philadelphia to face justice. we are live outside courthouse with the report for you. we are also following breaking news this morning, as a pedestrian has been struck and killed on route one. it is wednesday, november 12th i'm ukee washington. i'm erika von tiehl. but first lets check with katie and vittoria, good morning, ladies. >> this morning vittoria, traffic and weather go hand and hand when it comes to what is happening right now. if you didn't know any better you wouldn't have a clue, where i was right now. overlooking center city sky line but entire sky line was completely skewed and now that the sunnies officially up it will do its part, but i can

tell you this much that i'm's feeling a fine mist on the skies deck. you do not need an umbrella for this but you might have have speckles that show up on the windshield. notice, that it is two separate systems here very weak looking cold front to the west and another system out to sea. that is why this fog has formed down toward southeastern new jersey and delaware. that is where it is lying in the thickest but just from our experience the on the sky deck that the fog is pretty thick here too. further inland and north you go you will have better visibility. look at how warm. everybody has gotten at the least for most locations anyway almost ten to 20 degrees from yesterday. it does not feel as chilly but it definitely is a much more dreary start to the day but we do expect to start in the mid to upper 60's later on with sunshine and as this cold front crosses through breeze starts to kick in but moving pieces with the forecast, vittoria, back inside to you.

>> good morning, unfortunately we are dealing with many serious accident and thinks one of them. this is video from an accident that occurred earlier this morning in bucks count a affecting route one southbound at street road. we are still dealing with the close another of the southbound side of route one as a result of the incident and we are told that this incident involved a pedestrian as well. route one southbound is closed at street. best alternate would be to take bridge town pike or hulmeville road. traveling on the schuylkill expressway not easy rush hour is in full swing and we had two earlier incident one east and westbound. both have been cleared. take a look at your foggy commute this morning. watch out for low visibility both sides east and westbound of the schuylkill in and out of the center city and western suburbs. in the northeast another serious accident occurred closing cottman at algon. tyson avenue is your best alternate here. watch out for southbound delays on the broad street line. they are having signals

problem. police are investigating whether a car ran a red light, caused a horrific head on crash in northeast philadelphia. >> that collision sent two drivers to the hospital, "eyewitness news" reporter nicole brewer joins us from that scene at cottman and algon with how things are going right now, good morning. >> good morning, at this point police no longer investigating this as a hit and run. may have been involved in the hit and run. they found eye woman pinned underneath that car. that carries registered in her name. police say that with man in her 20's was heading northbound on algon avenue when she collided with a man traveling east bound on cottman avenue. we are told one of the drivers may have run a red light cause ago this crash which sent the the woman's car spinning out of control and ejecting her through the car's window. other car that is there, outside of northeast high school was involve in the crash.

we are toll that the man and woman were taken to torresdale hospital. the man suffering a broken neck, he is now this critical but stable condition. would the man just in bad shape, last check we are told she's still alive but very, very critical. meanwhile all lanes of cottman avenue between algon and somerdale avenue still closed as a result of the crash. one or two students trickling on in here this morning. obviously making their way in to school around this accident scene. but definitely a bad scene out here in northeast philadelphia, nicole brewer, "eyewitness news" at cw philly. >> nicole, thank you. also to pennsylvania, the state police blooming grove barracks resumes full operations to day. it has been closed since the september 12th ambush that killed corporal brian dickson and seriously injured trooper alex douglass. the alleged shooter eric frein was charge for the attack after a seven week had manhunt. meantime cheaper douglass is recovering from his injuries. he is at a new york city hospital specializing in

orthopedics. it was a kidnapping that crossed state line. >> this morning delvin barnes is back in philadelphia just days after his arrest. "eyewitness news" reporter jan carabao joins news front of the federal courthouse in center city where barnes is scheduled to appear later on today, jan, good morning. good morning. delvin barnes is being held at federal detention center in philadelphia awaiting those federal charges in this case. he is scheduled to appear in court later on today. in the meantime we're learning more about barnes and when could be connected to any other cases. delvin barn's arrived in philadelphia tuesday afternoon, in federal custody. he was transferred from a virginia prison to the u.s. courthouse here to face charges in the kidnapping of the 22-year old carlesha gaither. police say this is barnes on surveillance video in germantown, snatching the woman off of the city street and throwing her in the back of his car. after a three day manhunt barnes was arrested in jessup, maryland, carlesha return home. her family is grateful that her alleged kidnapper was

behind bars. afterwards, barnes was first taken into virginia where he faces a number of charges involving a alleged kidnapping and rape involving a 16 year-old girl set on fire during her attack but now barnes is being held here as a if the detention center as prosecutors prepare. they are seeing if barnes is connect to any other attacks or disappearancees. sources tell "eyewitness news" that the suspect's dna is entered in the dna database by philadelphia police and no matches have been found in crimes in the city. reports of missing woman are also under review. sources say federal detention center could be barnes last stop. they say a grand jury here could consider charges in both philadelphia and virginia a tax. prison officials weren't immediately available continued kate whether barnes would be available on isolation and sue site watch as he was in virginia, if indicted, and quick, barnes could face life behind bars.

reporting live from philadelphia, jan carabao for "eyewitness news" on the cw philly. an anti violence rally is scheduled for later this afternoon in the southwest philadelphia high school. the call to accounts a was spurred by this video of the substitute teacher who is lying in the hallway at bartram high school after a student allegedly body slammed him. three teachers have been reportedly assaulted there just in the past month. new this morning an investigation is underway into how this vacant house caught fire in north philadelphia. it happened a little after midnight along the 400 block of east mayfair street. the fire was quickly placed under control. police warned women to be careful after several report add tax in caln township a pizza hut manager told investigators she was ambushed by a man who stole a bank deposit bag right from her hand over the weekend. an employee at a nearby store was attacked with pepper sprays. police are trying to figure

out if the attacks are connect. >> investigators are searching for shooter who killed a father of a nba player in philadelphia police found wayne ellington senior, father of lakers guard wayne ellington junior on the car in marion street in germantown. he later died at einstein medical center. anyone with any information about the shooting is urge to contact the philadelphia police. meanwhile philadelphia police issued an arrest warrant for the husband accused of plunging his wife's sports car, this one right here in the delaware river. it the is all apparently because of a divorce dispute. "eyewitness news" reporter todd quinones hears from both sides. >> reporter: little red corvette is center piece of the very big marital fight. we spoke to the man at the center of it all john crammer and asked yes rolled his estranged wife car in the delaware. >> i didn't know i was doing anything wrong. i thought it was my car. i wanted to get rid of the cam thing. i could not take this arguing when i just was trying to get

my minivan. >> reporter: that minute inn van was in his wife's possession. she was trying to get crammer his minivan. she has a protection of abuse order against him. she claims he smashed out her car windows. >> how do you answer to that. yes, i'm very frightened and for my two daughters as well. >> reporter: police want to arrest 509 year-old on charges of violating the protection from abuse order and harassment, as well as reckless endangerment because police divers had to endanger their own lives by searching the corvette for people while it was in the river. >> he did threat tone put the car in the delaware river and texted her afterward telling her that is where it was. >> reporter: after he rolled the corvette in the delaware monday just north of the tacony palmyra bridge investigators say crammer told an eyewitness not to call police because it was a family matter. >> i could not use minivan because i cannot drive the corvette all the time. >> reporter: no one was inside that corvette and in one was injured.

the driver of the striking vehicle did stop, so it is not a hit and run but that accident has all southbound lanes of route one closed heading in to northeast philadelphia this is right at super wawa in that area near andy's diner. police are on the scene investigating, vittoria will have more detours in that area coming up in just a few minutes. now new this morning president obama wraps up a three day trip to beijing with the u.s., china announcing a deal on climate change. susan mcginnes reports on two nations at odds over many issues coming to a landmark agreement on carbon emissions and more. >> reporter: u.s. and china announced a landmark agreement to work together to cut carbon and greenhouse gas emissions. >> thinks an ambitious goal but it is an achievable goal. >> reporter: u.s. agreed to move much faster in cutting emissions of heat trapping gases by 28 percent below 2005

and straight up in new england. this is not just our problem. it is all because of the very same pattern i showed you a second ago. look at what the temperatures are standing at right now. we are flirting with 60's right now in wildwood despite cloud cover. so are mild, moist air in advance of the front. when it crosses through these are temperatures values that we will start to find. even just from here to cleveland it is a 20-degree difference. that is what we have to look ahead to, we will in the be looking forward to it, a and mild air's last hooray but you there is a lot of other factors that play in the forecast. it is not just a nice mild day, this will be a day with fog, obviously now, eventually yielding for sun and chilly breeze does kick in. at which point tomorrow we will break out of the 40's and i don't think we will break out of the 40's for long hall here. this isn't a short stretch. >> here we go. >> we may be stuck for foreseeable future. >> it is on.

>> it had to seven. >> we knew it was coming. >> it works, right. >> so true. >> good morning, everyone. i have to be honest it is getting worse and worse outside on the roadways. we have had serious accidents all morning long. let's update you on that accident in bucks county. if you are traveling in bucks county route one southbound is still closed at street road. your best alternate toys take bridge town pike or hulmeville road. again this is causing major delays, it is also affecting the pennsylvania turnpike in a big way. take a look this is southbound side of route one around the area of the pennsylvania turnpike. major problems. humeville, bridge town pike is a good alternate. this is what you will be stuck in making your way out of bucks county and into northeast philadelphia, it is a long line. look the at this foggy shot, katie had has been talking about fog. watch out for low visibility on top of rush hour. we are slower than usual at this time. four on the schuylkill. it is not just westbound

approaching belmont we are seeing delays as we to in that live shot but reals wound from the western suburbs and down through the vine street expressway. you'll be delays once you get to the vine. delays are affecting southbound side of the boulevard. eleven is what you are traveling on i-95 out of the northeast down through the vine street expressway. it is just a slow, slow commute. anyhow you cut it this morning. if you are traveling in northeast philadelphia, right at northeast high school, literally an accident occurred on the lawn of northeast high school, cottman avenue still closed at algon, tyson avenue is your best alternate there. watch out for an accident on the southbound side of 42 at 295. if right lanes are closed. forty-two northbound is jammed 55 down through the wall and affecting north bound 55 as well. lots going on, plan accordingly, ukee. an elementary school gym teacher in texas is accused of using a dodge ball you will to beat a fifth graders. he is charge with injury to a child, accused of targeting the the boy several times,

good morning , i'm ukee washington. let's kick it off with katie for your forecast for today. >> initially ukee, big story is all about that fog from philadelphia and points south and east here this morning. you will be hindered on your commute so you will need extra space between vehicles and extra time to get around. i'm telling you it is flying in thick. storm scan three makes it difficult to see, fog is one of those element that is tough to detect on a satellite picture. there you have it. the sun will help, to scour out that cloud cover but breeze will do that as well even though we are seeing last hooray of the mild air. temperatures take a solid hit tonight, that breeze comes courtesy of the potent front all week and look at what it does to the daytime highs for the long hall. chilly stretch. vittoria, over to you.

you can see the white car in this crash, being towed away, as we speak, so just a few minutes here, cottman avenue between somerdale avenue and algon after any will be following this two car crash earlier this morning. there is still another vehicle up on the lawn of northeast philadelphia high school. so despite this accident scene we are told that students are reporting, to close as usual this morning after this man and woman were sent to the hospital, again in very bad shape. police say woman in her 20's was heading northbound on algon avenue when she collided eastbound on cottman avenue. we are told one may have run a red light causing the crash that sent would the man's car spinning and ejecting her through the car's window. the other car as i mentioned ended up on the lawn outside northeast high school, we're toll the man in that vehicle suffered a broken neck and is in critical but stable condition. the woman again is in bad shape but we're not sure if

she will make it but at last check she was, still alive. so that is very latest here from northeast philadelphia, again, two car crash sending two people to the hospital but students here in northeast philadelphia high school reporting to class as usual. that is very latest live from northeast philadelphia, nicole brewer for "eyewitness news" at cw philly. >> thank you lets start traffic and weather together. we saw how much fog, katie. >> that is so true. we have a fine mist falling where we heard from nicole live on the scene there we do have that, as sort of an in tandem with the cloud cover issue for you. we might to have flick windshield wipers once or twice and what is tough without storm scan three is you cannot always fine fog on a satellite because it is so low to the ground. satellite coverage can be difficult detecting that but we have it out there. all you have to does look out your window in spots. here's what is going on. we have a system that doesn't directly impact us and the

before a dress this behind me, fill up at the pump before you leave and maybe pack that egg sandwich because you'll need something to get you through delays all over. this is in bucks county where we are dealing with the close another of the southbound side of the route one making your way around street road. this is around the the area of the pennsylvania turnpike. southbound delays are really, it is not even a delay, it is just stopped basically. if you are trying to maneuver around this area as a result of that accident a close another then you are good alternate would be bridge town pike or hulmeville road. a good eye tea to jump on one of those. because of that accident out of bucks county i'm in the surprised we are seeing heavier traffic on i-95. instead of folks using route one to head in the northeast they could possibly take 95. ninety-five southbound take a look at this fog here, some low visibility in that area 95 southbound jammed from the northeast down to the vine. this shot here not too far from girard avenue. fifteen is your average on the

schuylkill, 12 on i-95, 17 traveling on the blue route no major problems for mass transit but broad street line was having earlier signal problems so note that for southbound side, erika. >> thank you, vittoria. happening today full circle for kidnapping case that started in philadelphia and ended in maryland. >> delvin barnes is due in the federal courthouse this morning after abducting a woman in germantown. that is where "eyewitness news" reporter jan carabao is standing by live to tell you more, jan. >> reporter: ukee and quarter, that is right, delvin barnes is being held here in philadelphia awaiting those federal charges. police believe he is the man responsible for that kidnapping caught on camera, in germantown. taking a look at the the video you can see barn's arriving in philadelphia yesterday afternoon. that is him arriving in the two vehicle fbi caravan. he was transferred from a virginia prison to the u.s. courthouse here to face federal charges. police say thinks also barnes seen on surveillance video grabbing carlesha gaither

just taking a very solid hit and we will not be breaking out of the 40's for thursday or friday but i got the to tell you it looks like a long term theme for our area, in the days ahead. vittoria, baer to you. right now we are dealing with long delays, that have been out there for a long time with the accidents that occurred, or with the accident that occurred route one southbound in bucks county at the area of street road we're still dealing with the major delay and closure. this shot of southbound route one is right around the the area of the pennsylvania turnpike. you can see folks are barely moving. if you are looking for an alternate we have two. bridge town pike or hulmeville road. definitely a good idea, to jump on either one of them but you will have to note that because of a lot of folks using those as detours you will be delayed once we get there we are not out of the clear just yet. as we move now to i-95, i-95 southbound is delayed from the northeast down to the vine street expressway. we also have delays in delaware county specifically around 322, commodore barry

bridge and traveling on 476, and if you are traveling northbound, on i-95, around northeast philadelphia, it is not awful but lets take a look at these speed sensors. is what awful are the speed sensors 106789 miles an hour on the i-95 southbound again out of the northeast. sixteen is your average on the schuylkill. look at these pockets. they are eastbound 76, out of king of prussia around the area of the curve in conshohocken and definitely around the vine, watch out for that westbound pocket approaching city avenue. twenty-three is your average on 476. major delays on the westbound side of the pennsylvania turnpike out of bucks county and then moving your way down towards willow grove and even fort washington. not surprised that some of that lingered around mid county as well. northeast philadelphia we are still dealing with the closure of cottman avenue at algon, tyson is your best alternate. very serious accident that occurred. no major problems for mass transit, erika. >> thank you, vittoria. on your healthwatch, we have all tried them but how beneficial are your fad diets. researchers in montreal studied four popular diets, atkins, south beach, weight

here's is our breaking news violent crash in northeast philadelphia leaves two drivers hospitalized with serious injuries. >> one driver was thrown from her vehicle and other suffer a broken neck. "eyewitness news" reporter nicole brewer joins us from that scene right on the campus of northeast high school, nicole, good morning.

>> reporter: despite this accident scene students at northeast high still report to go class as usual this morning, after as you mentioned a two car crash that sent a man and woman both to the hospital in very bad shape. you can see only one of the vehicles is still out here on the scene this morning. the other was towed away just a few minutes here before we went on the air but police tell us that the woman in her 20's was heading northbound on algon avenue as she collided with a man traveling east bound on cottman. thinks all happening early this morning at 4:00 o'clock. we are told one of the drivers may have run a red light causing a crash that let that would men's car spinning ejecting her through the kara's window. so a ugly scene out here. and, it ended up on the lawn outside northeast high school. again both man and woman taken to torresdale hospital. man suffered a broken neck but is in critical but stable condition. that woman is in bad shape. at this time we're told she's still alive but very touch and
