10:00 demonstrations happening in ferguson, missouri, after a grand jury decides not to indict officer darren wilson in the shooting death of michael brown. that decision coming just a half hour ago ander now watching live a large crowd on the streets of ferguson. >> meantime, here in philadelphia there are more demonstrations. you're looking live from chopper three over center city philadelphia as a group of protesters march through the streets. the crowd there continuing to grow according to our reporter whose are on the ground. our chopper pilot continuing to follow this group as it makes its way through the city and we can tell you we expect to hear from president obama in the next few minutes. he is set to speak from the white house at 10 o'clock tonight. you'll see it here live. good evening, i'm chris may. >> and i'm jessica dean. with the heavy police presence outside the ferguson, month -- missouri heading back the crowd. >> no probable charges exists

to file any champ against officer wilson. a new trill bill on each of the five indictments. the physical and scientific evidence examined by the grand jury combined with the witness statements supported and substantiated by that physical evidence tells the accurate and tragic story of what happened. >> this was the scene moments after the decision was read. officials said jurors met for three months, heard from 60 witnesses in reviewed the results of three different medical examiners and a host of other experts. they say there is no doubt teenager michael brown was fight fatally shot by officer wilson but the grand jury maintains charges are not warranted. >> the grand jury decision has throwed a lot of emotion in philadelphia. >> we have live team coverage. we begin with walt hunter live in center city where demonstrators have gathered. >> reporter: they gathered on the west mraz satisfy city hall. shortly after 9:00 they listened top a decision and

after that they took off through the streets. take a look at this live pick can cherry from from chopper three. you can see a group of demonstrators moving through tenth and market areas after leaving city hall the same group of demonstrators moved west on market, south on 17, came up broad and now moving east on market around 10: or 11th. the 125 demonstrators was loud angry but not confrontational. there was no violence. there were no arrests and the people are now moving through the streets of center city. they are chanting, they are carrying signs and they are disrupting traffic but not causing any kind of problems. here you can see the demonstrators right after they first left the west plaza. they took off down market street. police on bicycles and on cars racing ahead of them to make sure they shut off traffic to make sure there are no accidents or confrontations. there weren't. the demonstrators headed west on market south on 17th chanting holding signs but not confronting police, police not

trying to stop them and not causing any problems for anybody along the way. as they listened to the demonstration here at the moment that the decision was announced there was a loud cheer or criticism that went up from the crowd. they were very upset. they began beating drums. they began shouting and it wasn't too long after they heard the decision that they began taking off through the streets. a second group is also moving through the streets of philadelphia right now. believed to have come from the arch street church. they are also are joining the demonstrators but again, no arrests, no confrontation a great emotional scene. live from the west side of city hall, i'm walt hunter, "eyewitness news" on the cw philly. we'll go back to you. >> walt, thank you for thatup date. local -- local our justin finch followed them there. he continues our live coverage

from dillworth park. justin. >> reporter: chris, from the park area around city hall just a short time ago. as you mentioned, they began their night over at arch street united methodist church. there once word came there would be no indictment against darren wilson they had a short prayer, they then raised their hands up saying hands up don't shoot the supposed position michael brown was in before we were told he was shot dead by officer wilson. they walked slowly and silently over here to city hall. they came here, they read a statement saying that ferguson is philadelphia, as many cities across the country they are hoping for change. they have since made their way as you probably are seeing now from this spot here at dillworth plaza over to join other protesters. take a listen

i'm sorry, we don't have that video for you at this time. we did follow those demonstrators. they're from a group power, a local clergy group. i think we have that video ready for you now to watch now. take a listen. you're looking now at the demonstrators who gathered at the arch street united methodist earlier moments after this mike brown's decision came down from ferguson, month. these are members of local clergy as well as other supporter whose are showing their support silently as they walk from arch street over to city hall. now, their hands are up in the position they say mike brown was killed in by darren wilson, the officer in ferguson back on august 9th. they are making their way slowly and silently over to city hall to dillworth plaza where they will be joined by the other demonstrators here in philadelphia tonight. once they are there, they plan to stand with those demonstrators throughout the

travel. meteorologist kathy orr is keeping a very close eye on a nor'easter headed this way. kathy. >> that's right, it's still mild outside jessica, that's what's so hard to believe. 63 in reading, 66 in philadelphia. winter storm watches already posted for southeastern pennsylvania and also mercer county, new jersey for wednesday for accumulating snow. we will have much more on this developing system coming up later in the broadcast. >> kathy, thank you very much. well, again, we are standing by now waiting for the president at the white house in the aftermath of this decision from the grand jury in missouri not to indict the officer darren wilson in the august shooting death of michael brown. here's the president. >> might move forward. first and foremost, we are a nation built on the rule of law. and so we need to accept that this decision was the grand jury's to make. there are americans who agree with it and there are americans who are deeply disappointed even angry.

it's an understandable reaction. but i join michael's parents in asking anyone who protests this decision to do so peacefully. let me repeat michael's father's words. "hurting others or destroying property is not the answer no matter what the grand jury decides, i do not want my son's death to be in vain. i want it to lead to incredible change, positive change, change that makes the saint louis region better for everyone ." michael brown's parents have lost more than anyone. we should be honoring their wishes. i'd also appeal to the law enforcement officials in ferguson and the region to show care and restraint in managing peaceful protests

that may occur. understand our police officers put their lives on the line for us every single day. they've got a tough job to do to maintain public safe teen hold accountable those who break the law. as they do their jobs in the coming days, they need to work with the community, not against the community to distinguish the handful of people who may use the grand jury's decision as an excuse for violence, distinguish them from the vast majority who just want their voices heard around legitimate issues in terms of how communities and law enforcement interact. finally, we need to recognize that the situation in ferguson speaks to broader challenges that we still face as a nation. the fact is in too many parts of this country, a deep

distrust exists between law enforcement and communities of color. some of this is the result of the legacy of racial discrimination in this country and this is tragic because nobody needs good policing more than poor communities with higher crime rates. the good news is we know there are things we can do to help and i've instructed attorney general holder to work with cities across the can country tow help build better relations between communities and law enforcement. that means working with law enforcement officials to make sure their ranks are representative of the communities they serve. we know that makes a difference. it means working to train officials so that law enforcement conducts itself in a way that is fair to everybody. it means enlisting the community active on what should be everybody's goal, and that is to prevent crime. and there are good people on

all sides of this debate as well as in both republican and ticket parties that are interested in not only lifting up best practices because we know there have been communities that have been able to deal with this in an effective way but also we're interested in working with this administration and local and state officials to start tackling much needed criminal justice reform. so, those should be the lessons that we draw from these tragic events. we need to recognize that this is just an issue for ferguson, this is an issue for america. we have made enormous progress in race relations over the course of the past several decades. i have witnessed that in my own life and to deny that

progress i think is to deny america's capacity for change. but what is also true is that there are still problems and communities of color aren't just making these problems up. separating that from this particular decision, there are issues in which the law too often feels as if it is being applied in a discriminatory fashion. i don't think that's the norm, i don't think that's true for the majority of communities or the vast majority of law enforcement officials, but these are real issues and we have to lift them up and not deny them or try to tamp them down. what we need to do is to understand them and figure out how do we make more progress, and that can be done. that won't be done by throwing bottles. that won't be done by smashing car windows. that won't be done by using

this as an excuse to vandalize property and it certainly won't be done by hurting anybody. so, to those in ferguson, there are ways of channeling your concerns constructively and there are ways of channeling your concerns destructively. michael brown's parents understand what it means to be constructive. the vast majority of peaceful protesters, they understand it as well particularly when there are a lot of people in goodwill out there who are willing to work on these issues. on the other hand those who only interested in focusing on the problems and want the

problem to go way, we shouldn't try to paper it over whenever we do that, the anger may momentarily subside but over time, it builds up and america isn't everything that it could be, and i am confident that if we focus our attention on the problem and we look at what has happened in communities around the country effectively then we can make progress not just in ferguson but in a lot of other cities and communities around the country. okay? thank you very much. >> reporter: will you visit ferguson when things settle down there. >> let's take a look and see how things are going. eric holdser has been there. we've had a whole team from the justice department there and i think that they have done some very good work. as i said the vast majority of the community has been working very hard to try to make sure

that this becomes an opportunity for us to seize the moment and turn this into a -- into a positive situation but i think that we have to make sure that we focus at least as much attention on all those positive activities that are taking place as we do on a handful of folks who end up using this as an excuse to misbehave or to break the law or to engage in violence. i think that it's going to be very important and i think the media is going have a responsibility as well to make sure that we focus on michael brown's parents and the clergy and the community leaders and the civil rights leaders and the activists and law enforcement officials who have been working very hard to try

to find better solutions, long-term solutions to this issue. there is inevitably going to be some negative reaction and it will make for good tv. but what we want to do is to make sure that we're also focusing on those who can offer the kind of real progress that we know is possible, that the vast majority of people in ferguson, the saint louis region, in missouri and around the can country are looking for and i want to be partners with those folks and we need to lift up that kind of constructive dialogue that's taken place. all right. thank you very much. >> president obama there saying this is not just an issue for ferguson, this is an issue for america trying to put it altogether for people out there encouraging people to be peaceful in light of the decision tonight and saying

that's what michael brown's parents have asked for and that he thinks that their wishes should be met. >> indeed quoting michael brown's father saying that hurting people or destroying proll property is not the answer. the president calling on people to protest peaceful physical they're in the streets tonight. we know they're in the streets of center city philadelphia. >> and we're going to go down to justin finch who is in center city right now at broad and arch. justin. >> reporter: jessica, we're at broad and arch right now. not sure if you can hear but just behind me we have protesters making their way down arch and about to round their way we are told onto perhaps broad street here, but i'm seeing a police vehicle block off arch, but as you see, they're holding signs being relatively peaceful here. there is a sign that is asking for justice for michael brown's family back there, people on bicycles. they're chanting as they make their way up here. we see police vehicles swarm the area throughout the evening and as you see, a very

responsible protest, it appears to be making its way up arch as we speak. you're seeing signs that say no justice, no peace, jobs with justice. throughout the night we've heard protesters say that's an issue -- that the issue has grown well beyond michael brown, it's growingy grown to an issue of justice in what they call two americas, what they say they're out here for is justice for all americans. we're walking with these demonstrators now as they make their way past broad. they're continuing down arch here. we're heading towards the museum area on center city here. they're coming to a bit of a stop as we speak at this moment. they appear to be regrouping. you hear them chanting mike brown's name. again, being relatively peaceful here this evening. they appear now to be circling and gathering at this time. it appears they're trying to regroup and get their bearings

but as of this moment they have congested the area here of broad and arch, again being very peaceful, holdsing signs that read indict killer cops. looking for an outlet in response to the decision that came out of ferguson this evening, again that darren wilson will not be indicted in the shooting death of mike brown. we see them circling around a man with a bull horn. he appears to be rallying the crowds here. if you can hear me now very well you're hearing not much chanting going on right now, these guys are awaiting more direction as they move their protest throughout the city of philadelphia. they're even holding up skate boards here. it appears they are regrouping. they appear to be ambling for a direction. leaders from a couple community groups are here. and it does appear that at

this time they are standing still and making their voices heard right near the arch street church where throughout the evening we are told will provide counsel to these young protesters who want to have their questions answered about what happened tonight and why they say mike brown has not gotten the justice they say that he deserves. we will be here throughout the evening. for now we're live in center city. i'm justin finch, "eyewitness news" on the cw philly justin, can you put a number on the crowd and has it grown since you have moved away from city hall? >> reporter: chris, we have seen several crowds tonight. the crowd i followed there, maybe about 50 or 60 people. i would say at this point we're look tag crowd of well over a hundred people, perhaps even 200. you're hearing them now screaming don't shoot. again, they are being fairly organized. police appear now to be guiding them back down broad street here towards city hall. chris, if i could put a number

you see the crowd. unlike the crowd in philadelphia, this one seems to be much more dispersed. we see some smoke here. >> looks like smoke or tear gas of some kind and some fireworks there are he ekg being did it 98d as well. president obama just a few moments ago talking about the need for police to work with the community and not against the community and trying to distinguish people who are let me mate protesters from people who are simply out trying to make trouble. from this live shot of ferguson, missouri, there is very distinguishing going on right now, police dispersing smoke trying to get these crowds to separate. we understood earlier they had told them that they were engaging in an unlawful assembly they should disperse but this is not a crowd that's eager to go home tonight. they're very upset about this decision this grand jury not

to charge officer darren wilson in the shooting death august 9th of michael brown an 18 yield one black man shot by that white officer. according to the autopsy and the information released tonight by the grand jury, he was shot at least six or seven times by that officer in a confrontation in the street that followed a convenience store robbery. this was a flash point for racial tension not just in ferguson but across the country and now it has reared its head again tonight in the aftermath of this decision by the grand jury. they heard the evidence for over three months and they decided again today in a decision that was just released within the last hour or so not to indict officer wilson in the killing of michael brown and you can see the result here as police in ferguson are once again confronting citizens. >> that's right. all right. we're going to check in with kathy orr now. we'll come back to this in just a moment but first let's talk to kathy about this nor'easter that's making its way toward us for the

thanksgiving holiday kathy. >> thanks very much. delaware valley this evening looking at very mild temperatures and many of our weather watchers are saying it's very hard to believe we're going to see snow with temperatures like these. doug is in vincentown, temperature is 66 degrees, he says it's a mild and breezy night. to the north and west of philadelphia we have 64 degrees recorder in there willow grove with a light wind. the pressure is rising indicating fair weather high pressure will be around during the day tomorrow. the temperature 63 right now in glenmoore pa with a very light wind. not much going on but a mainly clear sky. yearly total rain 50-inches. we have more rain on tap for wednesday and then that changes over to snow. so, we need weather watchers and if you want to join our team we would love to have you. sign up now. go to cbsphilly.com/watchers.

this is the view of course from our center city studios of center city philadelphia. we are looking at temperatures that will fall only into the 50's tonight. and during the day tomorrow one more mild day. take a look at this setup. we have high pressure that's nosing itself right up through the tennessee valley into the philadelphia area during the day tomorrow. so, we get in between some clouds and sun. tuesday evening we have a partly cloudy skies but there is is the nor'easter. it develops along a stalled frontal boundary and moves towards the northeast. still watching the exact track of the system but right now with the information we have, the storm will come close enough to start the precipitation off as rain in philadelphia south and east and to our north and west. but in the lehigh valley and the poconos he it stats as snow and stays as snow. as the storms pull away the winds on the backside pull down the air and changes everything to snow during wednesday and into the afternoon. that's when some of the heaviest snow will fall but it's out of here by wednesday evening. here's a look at what to expect with our first east

coast storm. rain to heavy wet snow during the afternoon period. it will be clinging to trees and wires because the temperature is going to be around freezing. this is a wet sloppy snow, hard to shovel. winds gusting to about 30 miles an hour. a slow important commute with rain or a slow evening commute with the snow. here's what we expect at this point. four to 8-inches in the lehigh valley, our extreme northern and western suburbs, heading towards the poconos eight to 10-inches of snow in the poconos especially higher elevations. along the i-95 corridor. south and east lesser accumulations as you'll be seeing mainly rain as you head down the jersey shore but even along our barrier islands we could end as snow wednesday evening. overnight it will be windy and warm with lows in the 50's. highs tomorrow in the mid to upper 50's and then on the exclusive eyewitness weather seven-day forecast, take a look. wednesday the high temperature 40 degrees. that's when our rain changes over to snow and temperatures will be falling. thanksgiving looks dry and cold, breezy, and of course
