>> when asked what sets the white house's task force on 21st century policing apart from similar efforts before it, president obama responded like this: >> the president of the united state is deeply invest in the making sure that this time is different. >> by his side, the task force co-chair philadelphia police commissioner charles ramsey, he will help lead a 90 day investigation, to help improve how the nation's police force is functions. >> even though we've done community policing as a profession for the last couple of decades, many communities have been left behind, primarily communities of colors, more challenged communities. >> says the task force is born out of the ferguson protests and police response, ramsey says, there is no one easy solution, but the task force will work to bring the white house something action-able. >> i think there are key areas that we have to look at in terms of just policing. one is establishing trust and ledges massey in neighborhoods across the country. that means, they'll challenge neighborhoods, as well, where it is very, very difficult,

unfortunately, i wish i had time i could go through every neighborhood. here's your bottom line, guys, we have this frontal boundary. it is going to be lifting north with time. notice you have got little mixing going on already here across central new jersey, some that far might not even be verifying on the gown as anything other than new snowflakes. that said, cold enough in the suburbs, in philadelphia, to see some of the white stuff coming out from the sky. mainly a steady rain, though, that's been falling as you head out toward the shore points. it is so temperature dependent, at 38 degrees at the airport versus 30 in allentown, if we had moisture moving into the lehigh valley now, you better believe it would be coming down as sleet, snow. eventually it will. waiting on some winter weather advisories to take effect here for basically berks, lancaster county, up through lehigh valley and poconos, then points north and west, too. because, we are going to see enough colds air that it will allow for probably grassy coating to fall on unpaved surfaces but also slick travel up that way. here's the general gist region

"eyewitness news" anchor jessica dean shares new details in the case including a increased reward for information. >> police search from the sky late into the afternoon on day five of the search for shane montgomery, who disappeared early thanksgiving morning, after last being seen at manayunk bar. >> what we really need is someone to give us a tip so we can lead us in the direction

>> a suspect suspected car thief had to think fast after he rearended another car near lost and less, jumped out, tried to use a skateboard to get out of there. he didn't get very far. alert pick up driver spotted the crook, and used his truck to pin him against the fence.

jut of just south of us, lifting north with time. as it lift north, colder air, you know what will happen. more mixing take place. so even right on the tail end of the loop, look what happens, boom. turns over from the mix over to rain. just northwest of i-95, because we have the sun come up, now temperatures starting to rebound. so-so location dependent. that's casino of the bottom line. flirting with freezing both reading, allentown, no moisture to speak of yet. that's why we basically are looking at rain for the most part. from philly on south and east at this hour. that will change lifting north. start see winter advisories take effect, up through the lehigh valley pocono region at 1:00 p.m. when those go into effect. otherwise in philly it is mainly wet roads, there could be some mixing through the more remote suburbs again so temperature and location dependent. so just keep an eye on the car thermometer. good rule of thumb. 52 degrees by tomorrow, warmfront, we warm up through the overnight. and any precipitation just turns over to straight up rain.

toys on wheels caused the most injuries. >> injuries typically result from the a fall, cuts, to the face or to the head, sometimes fractures, and more rarely, a traumatic brain injury. >> right on toys include scooters, wagons, tricycles, motorized cars for kids. bicycles were not included in the study. >> when parent purchased toys, they need to read the warning labels, the information on the packages, to make sure that that toy is appropriate for their child based on their child's age. >> gary says when it comes to ride on toys, children should be supervised and always wear a helmet. >> but this mom says, she's not too wore bid toy related injuries. >> i kind of lena little bit more toward the idea of just like let kids be kids. and, you know, accident happen. of course i want them to wear a helmet more often than not. >> researchers say every three minutes, child is treated in the emergency room, for a toy related injury. and those numbers are growing.

>> this is cbs-3 "eyewitness news". good morning, everyone, i'm ukee washington, philadelphia police hoping the public can help them track down a robbery suspect. police release this surveillance video within the last hour. investigators say, an armed suspect confront add victim at a wells fargo atm on castor avenue. it happened last monday, november 24th, about 11:30 at night. if you recognize that suspect, please, contact the authorities. let's get your forecast with katie in the weather center. good morning. >> good morning, everybody, today will be one of those days where you really just need to pay attention what's going on around you, as you travel, because we have frontal boundary that will be giving us more than anything big travel headache here today. at the moment, any wet weather confined to the southeastern half of the delaware vale.

"eyewitness news" reporter justin finch joins us now, from police headquarters, with more on this story. justin, good morning. >> good morning, ukee, yes, the call from the white house came down last week, and commissioner ramsey accepted the job as co-chair of a task force on 21st century policing, he said he already has ideas he want to explore, as well, the white house says, it is exploring this, as a result of the violence and airiness ferguson as it continues nationwide, just yesterday, we saw another wave on the campuses of penn and drexel and over the next three month, ramsey and his task force will correspond with

police agencies across the country, even department of justice. and together, they hope to as. recall baseline for police best practices. white house is also proposing 263 million-dollar plan, which calls for training, and modernized equipment for police across the country as well as $75 million for cameras for officers, body cameras, that is, now, earlier on "eyewitness news", the commissioner says, he already has recommendations, that he wants to smith, as well as a few other, as well. take a listen. >> hire in philadelphia, across the us, police have been engaging in community policing for the last 25 years, but communities have been left hine, where we've not broken the ice in terms of trust. i think the time something absolutely right for substantial change, in a way we go about doing things, we have to take community police to go a next level. and we can't afford to leave anyone behind. >> point every doing so, restoring charts from police to the people that they serve

>> now, none of the players are expected to be discipline. head coach jeff fisher said he plans to hand it will internally. >> 8:33, here's your traffic and weather together. katy? >> as we showed you, just minute or two ago on storm scan3, we are dealing with a more of news and system than anything, really just frontal boundery that can't decide where it wants to go. actually the front that dropped south yesterday, brought in some showers toward evening, and there it sits once again, sort of meandering across the southeastern third of the delaware valley here now all morning long, and because it has dropped little further south, dropped for the most part into some milder air. so that's why we've seen some of the colors changing here, over the last few hours, where the purple and pinks indicating the wintery precipitation have gone away basically left with rain. it will not stay that way. i want you just to think about what the temperatures are going to be in your location when you leave. typically colder spots could easily see some sleet or some snow mixing back in, as this whole thing just lifts north again, throughout the day. it is solo case and

temperature dependent on forecast like this, so just keep that in mine. if you plan to maybe take a road trip, headed off to the north, perhaps, up the northeast extension, very, very important difference, between philadelphia and allentown. as long as that moisture creeps north, you are going to easily ends up with some snow and sleet, where the temperature is right around freezing, quakertown, lehigh valley. where we actually end up seeing winter advisories taking effect by 1:00 p.m. today. depending on location, probably something different from neighbor or two, up to 4 degrees in philadelphia, primarily just wet roads, but you won't have to go too far north and west before see little sleet mixing in, as well. jess, over to you. >> thank you, good morning, everybody, currently no problems, trying not to get ahead of myself here. but we've had relatively easy morning, from the jersey side on the ben franklin bridge, headed westbound, into the city. currently no problems there. if you are headed from the sit my jersey, no problems doing that, as well. headed eastbound, and in new jersey route 42 freeway, creek road, things moving great in both directions, and

northbound lanes, packing little bit of volume little earlier today, seem to be have some relief there. headed northbound toward the 295 interchange, and the surrounding area bridges. now, we have water main break, excuse me, actually, an accident in new jersey, 295 northbound, at route 47. and we also do have water main break at b street and allegheny avenue. activity on the scene trying get that cleaned up. so just use some caution around the area. but the rest of the travel times here 95 southbound, doing pretty poorly all morning from woodhaven into the vine st. vest way about 27 minute trip. and the schuylkill expressway not doing too bad they head eastbound from the blue route into the vine, with about 24 minute trip there. diana being back to ever to you. >> jess, that today, new jersey governor chris christie returns to camden, this time making announcement on school construction project. critics say the governor has not done enough to replace aging school buildings, christy has made frequent appearances at schools in camden, which is among the nation's most impoverished cities. >> also, today, nfl star rid
