leg injuries. police have diverted all northbound traffic to the inner lanes while they are investigation continues. also breaking news in montgomery county a four alarm fire tears through a local business this was the scene earlier shortly after 4:30 this morning in the 900 block of montgomery avenue. you can see that fast signs store suffered extensive damage. we're told no one was injured. fire officials say poor conditions hampered their efforts to put those raging flames out. >> we got here, started our attack, we eventually had to pull everyone out and exterior attack, due to the conditions that were deteriorating quickly and there was a water main break in the area and further out to try to find some more water. >> fire crews remained on the scene, if you are in the air, please be aware, montgomery avenue is still closed between old gulf road and i ona avenue. we will check detours with vittoria and traffic in a little bit. our other top stories, day

seven no shine of shane montgomery. >> "eyewitness news" exclusive, cousin and roommate of the west chester university student, police looking for anyone with any information to come forward. "eyewitness news" reporter justin finch is live in manayunk where the search will get underway again this morning, justin, good morning. >> reporter: good morning. that search is set to resume in three hours or so in a nearby church saint john's baptist catholic church. we do know as we mentioned as we spoke to the roommate and cousin of shane montgomery, they tell us that they have been the beck and call of law enforcement giving them whatever leads they need knowing, they were among the last to see shane montgomery. seven days and still no sign of 21 year-old shane montgomery. the west chester university senior still missing, after a night out in manayunk on the day before thanksgiving. his last stop kildares irish pub. >> he was in a good mood. we were out. we hit a couple of bars.

we were like he wasn't neb breathed or anything. >> reporter: his cousin tim whitman was among the the last to see him. shane's parents still hoping that someone with a lead comes along. >> people just don't vanish. people, there has to be something out there that saw something. >> reporter: shane's roommate ryan mcgillaway says he is doing anything he can to help fine his friend. >> yesterday, i went back with the fbi, we searched every nook and cran any my apartment. >> reporter: over past seven days there have been several search efforts, from volunteers on foot to police combing the manayunk canal. the the fbi is now on the case too calling shane's disappearance mysterious. >> what really makes this mysterious disappearance, you know, from our perspective is that we don't have any information at all that leads us to believe that there is any reason shane would voluntarily disappear. >> reporter: and this morning the fbi is reare viewing

lane getting a way with a hundred dollars. i-95 has reopened after a ups tractor trailer jackknifed on the girard point bridge. it happened in the northbound lanes between exits 13 and 17, shortly after midnight. there is no word on why the tractor trailer jackknifed, but good news is no one was hurt. >> just past it over to 8:03 and katie. >> good morning, everybody. today will be one of those dreary days but it is better then yesterday in that we're not tracking anything other than lingering rain showers. as opposed to ice and sleet and snow, that we saw yesterday across the delaware valley. it is also location dependent. for now we are seeing milder air move in. i have to tell you mild is a relative term when we walk out of the door it is still chilly out here but you can see on storm scan three and we will put things into motion and zoom it out here that the milder air has extended all the way into the mountainous terrain. any of the pink, start to disappear and then move at least off to the north and we will be left with rain showers

out. there it is not necessarily enough that you will absolutely have to have your umbrella ready to go but do keep in mind that the visibility may be poor depend ing on your location. mount pocono for example in the mountain terrain very poor visibility this hour. couple area temperatures, right around 40, basically, give or take a degree or two in a lot of locations. we are again chilly but it is milder then this time yesterday and that does mean thaw are looking at just rain showers. they will last us into the afternoon, scattered variety of course and then we will look ahead to tonight and skies will clear out more than that. we will see another drop on the thermal to you but looking up for us by tomorrow, vittoria, thank you, katie. that is definitely something to look forward to. unfortunately we're hit with bad news on the commute. let's start first with i-95. i-95 traveling southbound still a situation blocking the left-hand lane on the betsy ross ramp to southbound i-95. you will notice it is adding volume here. if you are traveling on southbound i-95 itself, you

will notice, yes, it is jammed there too. out of the northeast down through the vine street expressway. let's talk about the airport for a second. we have weather, that we are experiencing delays. so traveling in philadelphia international, i would say about two hours, and the system is telling bus an hour and 37 minutes. so, again, two hours is probably a better estimate. as we take a look at our majors with speed sensors down in the teens. fifteen is your average on the schuylkill. eleven on i-95. sixteen on the blue route. we have delays on the pennsylvania turnpike, and also traveling on 422, and 202, out there in the usual spots. and a very serious accident on the northbound side of the boulevard at ryan avenue, traffic is being diverted to the inner drive. now back to nicole. >> vittoria, thank you. new allegations against bill cosby this morning. this time a woman is spelling out the her allegations against the comedian in a civil lawsuit. as don champion reports the woman claims she was victimized when she was a teenager 40 years ago. >> reporter: the new lawsuit against bill cosby was filed in los angeles county superior court.

in it judy hut claims the comedian sexually abused her in 1974 at the playboy mansion when she was just 15 years old. the woman says on the night in question, cosby served her and a 16 year-old friend, alcohol. the the suit claims cosby then told the girls that he had a surprise for them and then took them to the playboy mansion in los angeles. cosby allegedly told the girls to lie about their age and say they were 19. hut h it says at the mansion she was direct by cosby to a bathroom with an bedroom suite, and when she emerge, she found cosby sitting on the bed, where she was molested. cosby still refuses to talk about the recent wave of sexual misconduct accusations against him. >> there is no response. >> reporter: in recent weeks more than a dozen women have have raised allegations, no criminal charges have ever been filed against the comedian and he did settle a 2005 civil lawsuit that claims he sexually assaulted a woman in his home. on monday, cosby resigned from the board of trustees of his

alma mater temple university, so far his attorney has not commented on the new lawsuit. don champion for "eyewitness news" at cw philly. your time is now 8:08. philadelphia city council members will hold a hearing to day about a pest situation in the city. bed bug infestation can wreak half on for home opener in row homes where the bugs can move from one home to the another. the councilman says that he has evidence bed bugs have have adapted and more persistent and resistant to pesticides. also today a a heroic delaware county teen will be honored for pulling a philadelphia police officer out of this burning car. seventeen year-old joe chambers is a volunteer fire fighter. he and a neighbor helped rescue officer mark kensee last month when kensee's car caught fire after a crash at 28th ape tasker. the council will recognize chambers today for his bravery and heroism. the nicely done. >> yes. also happening today a hearing on capitol hill over

beef an accident in the left-hand lane for close to two and a half hours now. trying to get to the southbound side of i-95. once you get there, it looks like. that heading out of the northeast down through the vine street expressway is a very, very slow commute. speed sensors down in the teens and, if that, i would say yeah, other areas are just not moving. is 12 your average on the schuylkill, 11 on i-95, 15 on 476. delays on the westbound side of the pa turnpike out of the montgomery county and this weather is not only affecting the roads, but it is affecting the airport. we had close to two hour delay so call ahead and take mass transit if you can, ukee. >> vittoria, thank you. it looks like this man is unchange his bike but a closer look reveals he is unscrewing bolts off the poles and taking off with it. the theft was caught on tape on poplar street in northern liberties november 25th. matthew wertz says he is one of many cyclist who have reported this type of bike

swipe in this neighborhood. >> he is good at it, he does it all the time. fit is not cement todd a solid pole in the ground and can be taken apart at all do not go anywhere near it. >> anyone with any information about the bike theft is urged to contact the philadelphia police. three delaware churches up in flames. now fire officials say arson is to blame. the fire marshall says crews first responded to this fire scene at healing hand church in kent county around 2:00 a.m. tuesday. now as that fire raged on fire struck again about 4 miles away at manship chapel. crews quickly put those flames out just as a third fire hit laws mennonite church around 5:30. one pastor says he will turn to his faith for guidance. >> we need a played now and right now we don't have one. but we depend on god and we know god is a provider. >> two of those fires caused extensive damage to the

churches and investigators say the three fire scenes shared what they called common denominators. philadelphia police officers in the 22nd district are wearing body cameras as part of the pilot program. recent events in ferguson, missouri is spark ago a lot of conversation about those cameras. is there also a push wye some people to make sure more police departments use them. we continue to follow breaking news this morning. a 15 year-old girl struck by a car in the the north east. it happened at ryan and the boulevarded in outer north bound lanes. authorities tell us that the vehicle did stop at the scene. the girl was rush to the hospital with head and leg injuries. we are working to find out more on her condition at this point. vittoria, of course, will have latest closures in just a

moment. later this morning volunteers will continue their search for a missing west chester university student shane montgomery. >> "eyewitness news" reporter justin finch is in manayunk with more from an exclusive interview with shane's cousin and roommate. justin, good morning. >> reporter: good morning. they are still holding out hope for safe return of shane montgomery, there will be a new search effort launched this morning at 11:00a in m from a nearby church. we did speak exclusively shane's roommate as well as his cousin. they tell us they were in touch with the fbi as well as local police giving them any and all information that they can, in hopes of finding shayna live, they do realize that they are among the last to have seen shane, before he vanish. it has been an all out effort to find shane new for several days now, approaching, seven. there were searches of the canal by philadelphia police as well as a foot search by volunteers here on the ground. this all began on thanksgiving

morning early when shane was out bar hopping celebrating turning 21 ahead of the thanksgiving holiday his last stop was kildare's irish pub and got there at 2:00 in the morning. he realized it was close to closing time. staff inside did tell him to leave. he was walk to the front door by that staff which included his cousin. he has in the been seen ever since, that early thanksgiving morning. bar staff hearsay he did in the a appear to be over served or drunk at that time. now speaking exclusively "eyewitness news" his cousin and roommate say that they are working with the fbi as well as police, helping hoping they will fine shayna live take a list inn. >> i'll get down there, philly police, need me i will go there. i'm assisting anyway i can. >> yesterday i went back with the fbi, and we searched every nook and cranny of my apartment. >> reporter: 236789bi

approaching vine street expressway. vehicle involved in this accident or this incident rather was involved in an accident around this area that they have moved to the shoulder and then it was caught on fire. so if you are traveling in that area trying to head down toward center city this is ramp to the vine street expressway you will definitely run into delays stemming back toward washington avenue. we will continue to keep you updated on than that for sure. let's talk about i-95 elsewhere. i-95 if you are traveling is continuing in that north bound direction, making your way from girard out through allegheny, you still have on high volume, in that area, you will also find delays southbound on i-95 out of the north east. all the way out to the vine street expressway n short you are traveling about 10 miles an hour no matter how you cut it right now on i-95. traveling the schuylkill you are at 16 miles an hour. heaviest pocket westbound at city. fourteen on 476. westbound on the pa turnpike. slow go through montgomery county. traveling between willow grover and mid county toll plaza expect the usual. two her delays at philadelphia

international airport due to the weather. keep in mind because of the the weather, it is causing slick spots on the commute, so we have had a few accidents this morning. definitely be mindful to practice some extra caution today, ukee? i'll take it, thank you. gunman opens fire in a delaware county community shooting a dog through the neck. this morning police continue their search for that shooter. investigators say it happened on clinton road in upper darby on tuesday. police tell our todd quinones that this is part of the bigger problem. >> hi mom, look at how beautiful my baby is survived. >> reporter: bullet pierced through the dog's neck and shooter agitated upper darby police. >> the thing that really bothers me is the moran that did the shooting could have killed anybody. >> reporter: in this densely populated neighborhood on the 6900 block of clinton street, someone decided to open up fire, shooting deborah feliciano's dog. >> it went in the neck part and came out through her cheek. this block is full of kids.

>> reporter: feliciain used her cell phone to document her recovery in the animal hospital. she said the dog got out of her upper darby home friday after her husband left the back door unlocked. the dog went in the back alley when a neighbor heard a gunshot at 2:30. if someone was concerned they should have called animal control. >> anything could have happen. you have to be a reallied yot to do something like that. >> reporter: the dog she says has been much more aggressive since being shot, she's now recovering after surgery, in the 22 month-old rottweiler pit bull mix was bleeding when a neighbor found her and then brought her back home and then called police friday afternoon. >> i just want justice. i want to know what happened. >> reporter: police here contend it was pure luck no person was shot and killed, in the meantime, it is in the clear who the shooter may have been and what may have been his or her, motive for opening fire. reporting from upper darby, todd quinones for "eyewitness news" at cw philly.

montgomery county native is reportedly at the top of the president obama's list to be the nation's next defense secretary. ashton carter is a former pentagon official who grew up in abington. many in nateed and confirmed carter would replace chuck hagel who resigned last week. carter graduated from abington high school in 1972 and induct in the district hall of fame in 89. >> he was one of the five class speakers, which is quite an accomplishment. it means that students at that time were impressed with his work. >> carter served as deputy defense secretary from 2011 to 2013. he is a physics major and also served as pentagon's chief of technology and weapons buying. pennsylvania governor elect tom wolf is heading to the white house on friday. he is one of six newly elect governor meeting with the president and vice-president. they will talk about ways to improve the economy. wolf takes office in seven weeks. former nba star charles
