justin finch is live where protests was loud but mostly peaceful, right justin. >> reporter: has right, nicole, quite the cultural collision, you have the carolers here trying to sing silent night, you have protesters chant nothing justice no peace. it was quite the uncomfortable scene here, at that tree lighting last night in city hall. a christmas clash at city hall, ferguson protesters verse the city's annual tree lighting ceremony. >> they are only ruining it for rest of the neighborhood and rest of the people who want their children to see something like this. >> reporter: some felt uneasy as arguments erupted and protesters drowned out the children caroling on stage. >> all of these young folks down here they come down to put on a good show and they drawn them out with the sirens. go protest on where else. >> reporter: for some two hours tensions simmered at city hall, one man was arrested for jumping a police barricade and office are scrambled to stop effort to derail the tree lighting

ceremony. >> the tree was being, and, so forth and we had to reconnect everything and get it going. >> reporter: ceremony capped hours of demonstrations launched after a new york city grand jury's call to not charge an officer in the death of eric garner. last month decision by missouri grand jury to not indict ferguson officer darren wilson in the shooting death of unarmed teen michael brown. >> people of color being killed on a daily basis and cops that kill them are getting off. >> reporter: demonstrators staged what they called a die in at 30th street station lying silently on the ground before a rush hour march to city hall, where protesters left their mark on decorations. the protesters also tried to block on ramp to i-76, they were unsuccessful in doing that and despite that scene yesterday police say the the protests were largely peaceful. we are live at city hall, i'm just continue finch for "eyewitness news" at cw

philly. raised in new york city, after grand jury decides in the to indict a white police officers in the choke hold death of eric garner. the case similar to ferguson ignited protest over race and police use of force. coming up in a few you minutes we will have a live report from new york on the protest, there. right now time for traffic and weather, here's katie. >> this is going to end up being a very nice change of pace for our area. because even though we are still going to see clouds, even though it will still be on the chilly side for us, even for standards of early december, it is brighter. we have got sunshine for a change. been a couple days since we have seen that, as we take things out to sky cam three. a live look at campbell field camera, ben franklin bridge, no problems seeing anything. it is a blue sky. just so much more pleasant. so funny how you take these things for granted until you

bound on i-95 making our way back into philadelphia now you 55 northbound this is jumping on i-95 northbound it looks like coming from the walt whitman bridge. in moving beyond the walt whitman bridge here's a ramp to i-95 northbound, in south philadelphia, i know that drive, there we go, and we are not seeing any major problems on i-95 in that area. further north we will catch a snag around girard, cottman, southbound, forget bit. northeast down to the vine. take a look at ben franklin bridge, good thing, they took the walt. they have to get through 42 delay but up and over the walt we are fine. lets look at ben franklin bridge not great at all heading in to philadelphia you're jam the entire length basically. we will take you down to the schuylkill, great shot of sun glare but still eastbound side of the schuylkill rap seven to 202 northbound is closed as a result of the, tractor trailer out there since early this morning. is 12 your average speed sensor on the schuylkill. twenty-one on the blue route. thirteen traveling on i-95. traveling on the pennsylvania turnpike westbound also

anticipates some volume at the area of willow grove, nicole. vittoria, thank you. we are updating breaking news out of montgomery county this morning. a huge fire destroys a home in lower pottsgrove and investigators called that fire sus fish us. home is owned by a detective of the neighbor limerick police department but we are told that detective was not injured. that fire broke out 2:30 this morning. fire mayor shall is investigating the circumstances. also developing police in chester county are investigating a fatal accident that killed a construction worker. police identified victim as lee boyar, construction supervisor. authorities say that a vehicle hit boyar late last night while putting cones down on route 422 westbound. no charges have been filed so far. philadelphia police are looking for a gunman who shot a man in oxford circle. investigators say the man fired in the car in the 6600 block of castor avenue wounding a 41 year-old man, three times in the arm. the victim is in stable condition. police believe the gun man

drove off in a dark red jeep. well, justice department plans to launch its own civil rights investigation not to choke hold death of eric garner. >> the inquiry was announced after a grand jury decided against charge ago this officer. cbs news correspondent doug champion is live in stat on island new york where a memorial is growing, good morning. >> reporter: good morning, nicole and ukee. grand jury considers the garber case over two months in the end, they found no probable cause that a crime took place. even though there is anger and outrage over the decisions, protests here of been passionate but peaceful. demonstrators gathered around new york city almost immediately after it was announce that had a new york grand jury did not indict a police officer, in the death of eric garner. dozens of protesters in manhattan were arrested for disrupting traffic along busy roads and street. >> we saw that video.

>> reporter: as people in seattle, chicago and st. louis marched in solidarity. nypd officer daniel pantleo was caught putting garner in the choke hold for resisting arrest in july after he was stopped for illegally selling cigarettes. video of the deadly encounter soon went viral. a medical examiner later ruled garner's death a homicide. a memorial new grow is here on staten island where garner died. in the video he could be heard saying i cannot breathe as officers tried taking him into custody. the choke hold is something under nypd policy. in a statement the officer expressed remorse over garner's death saying quote my family and i include him and my family in our prayers and i hope that they will accept my personal condolence suggest for their loss. garner's family is angered. >> there is nothing that him or his prayers or anything else will make me feel any different. no, i don't accept his

apology. >> reporter: new york city mayor bill deblasio urged protesters to remain peaceful saying that is the only way to bring about real change. now even though that grand jury did clear the officer, involved, in this case he faces an internal nypd investigation. the other officers involved in that arrest that day in july also face review as part of that investigation. ukee and nicole. >> thanks for that update. we appreciate it. we are following some breaking news out of florida, this morning. here's a live look the at launch pad at cape can nav val. we are told high wind are delaying the launch of the orion spacecraft. it was scheduled to take off at 7:05. nasa hopes this will lead to further space exploration and probably a trip to mars. today's launch is a test flight for orion systems, and, expected to burn up as it reenters the atmosphere four and a half hours after launch. there is no word on the new

launch time but we will keep you posted. in or news, 15 people are waking up somewhere other than home this morning after a large fire, breaks out in west philadelphia. from chopper three you can see fire fighters trying to get the upper hand on the flames, shooting through the roof there. investigators say the fire started around 7:30 at 53rd and montgomery. one of the displaced residents spoke with "eyewitness news" but did not want to show her face. >> when i looked out the window they told me the house next door was burning done, and get out. i grabbed the stuff that was in mize reach and i ran out of the back door. >> i'm told it took a couple hours for fire fighters to get control of those flames. luckily no injuries were reported, and investigators are now working to find out what spark that blaze, nicole. it has been more than one week since missing west chester university student shanemont mont was last seen. friend gathered on campus for the first time since his disappearance to hold a candle light vigil last night.

justin, good morning. >> reporter: good morning, ukee, yes, it was a day of protest that is began at 30th street station and made its way here to the tree lighting ceremony, lets get you right to the video there. this all happened, the the city hall courtyard, that was the center of it, all of the trees being lit there. car will olers singing as protesters chanted no justice, no peace. this was in reaction to the grand jury decision that came down from missouri and just yesterday new york city where a grand jury decided not to bring charges against the officer that placed eric again inner a choke hold. he eventually indict. we heard where a grabbed jury there detieded not to bring charges for shooting death of unarmed teen mike brown. eric garner was also unarmed as well. at 30th treat station, protesters stage what they called a tie in. they lied on the ground silently and all this happening before they made

in last night's demonstrations in new york, mostly for obstructing traffic. garner, the four three-year old father of six, died in july following an altercation with police that was caught on amateur video. pantleo, and other officers were trying to arrest the officer released the statement expressing his condolence but garner a's widow refused to up is. >> he should be here, celebrating, christmas and thanksgiving, and everything else with his children and grand child ren and he can't. why because a cop did wrong. somebody that gets paid to do look did wrong and not held accountable for it. >> take a look at this, the driver of the minivan accelerates through a crowd of protesters in st. louis, missouri and then takes off. group of people takes off, after that minivan and someone

exit at gulph mills. jump back on the schuylkill westbound to continue to make your way towards king of prussia. as we take you down to the tacony palmyra bridge. we are expecting a bridge opening momentarily. so traveling 73 if you are watching us right now or know someone traveling the bridge, give them a heads up but that. again we are waiting on it. 12 miles an her on the schuylkill. same on 95. southbound slow out of the northeast. fourteen on 476, and in major delays for mass transit, ukee. crews recover from the body from cristina river in delaware. it is believed to be that of 25 year-old emmanuel gateling. he disappeared tuesday night after barge he was on capsized near port of wilmington. two other men went over board as well but were quickly rescued. philadelphia police need public's help to catch suspects in the beating caught on surveillance video. it happen november 15th on north fourth street. a 17 year-old boy was walking home just before 1:00 in the morning when three suspects attack him.
