about a half hour. we're toll one person is in the hospital with a medical condition. not related to the fire. and, a shooting outside a west philadelphia bar sends a man to the hospital. police say a 30 year old man was talking to a woman at 40th and market in university city, when another man shot him in the thigh. now, after that shooting the victim ran into a bar where he works as a bartender. he is in stable condition. police are now looking for that gunman. >> well, bill cosby is firing back against california woman sexual abuse lawsuit. >> the comedian is countering suing that woman claiming she tried to extort him for hundreds of thousands of dollars before filing that suit. "eyewitness news" reporter justin sanchez live in the cbs-3 satellite center with the latest on cosby's legal woes. justin? >> good morning, that accuser has brought for the allegations some 40 years old, and cosby's legal team says she's only doing this for the money. but, now, the chief of the lapd says all of these allegations against cosby are worth looking into, even if they he can seed the statute of limitations.

>> speaking to the press, thursday, lapd chief charlie bet said his agency prepared to investigate sex assault claims against bill cosby, even if he can't be criminally charged. >> could be used in civil recourse, or number of other things. we don't turn people away because things are out of statute. you come to us specially a sexual allegation, you know, we will work with you. >> the lapd would not elaborate on the chief's comment, but, former la county prosecutor steve mizer says the move is unusual, unlikely, and possibly illegal. >> if lapd takes taxpayer dollars and uses them to basically function as the private investigators for a private plaintiff, that should be construed as an unlawful gift of public funds and it should r barred. >> that would be the woman who filed suit against cosby tuesday. she claims the comedian sexually assaulted her in 1974 at the playboy mansion when she was only 15 years old.

the vine street expressway. your southbound side, obviously, the side with all of the traffic on it, as you'll notice those headlight making their way through. now, a lot of this has to do with construction zone, again, what you're used to this morning. as we continue to move you to the 30 bypass, notice not too far, traveling route 113, i mean, you're jammed in the eastbound direction, give yourselves more time. you're in the clear, but this is what rush hour is looking like right now. therefore, speed censors are as low as they are on the schuylkill, on 95, 476 not awful, 39 miles per hour, but we are still seeing just touch after slow down northbound between 95 and media. again, very normal. at this time, but let's talk mass transit for a second. so, there have been some switching problems, as well as amtrak, signal problems, as well. so, we are seeing delays foreman young, norristown line, paoli thorn dane line, 101, 102 trot i. if this is what you're using this morning, they will be delayed. no delays at the philadelphia international airport if you have plans for the weaken,

on. that will justin, good morning. >> good morning, yes, cosby's lawyers say that latest accuser tried to extort him with a claim more than 40 years old, and now, they say, she's back to get more of his money. but the chief of the lapd says he's -- cosby claims warrant an investigation, even if they're passed a statute of limitations. it's been long week for cosby on tuesday, a california woman filed suit against him, claiming that he drugged and sexually assaulted her, when she was 15 years old, back in 1974 after a trip to the playboy mansion. now, cosby is now counter suing her, claiming that she tried to extort him for up to $250,000 than she's also tried to sell her story to tabloids. then on wednesday we saw three more accusers come forward. on that same day, came word that cosby would no longer serve as a trustee at temple university. and then, on thursday, the us navy pulled cosby's honorary chief petty officer status, a mid these growing allegations.

moving in outside, nothing to show you on the radar locally, starting to see the clouds thicken up, very limited sunshine already, and it is going to generally just stay that way here today. but you can see some signs of life, starting creep in here across maryland, for example, even when we zoom it out, ones, that you have got a little bit of pink that also shows up here. now, nice wide zoom. the storm that we're tracking is really getting its act together currently over kansas, missouri. what we find today is warmfront related then tomorrow the storm itself and the cold front will be crossing through. now, inbetween those fronts, it will turn cold enough up in the mountains us terrain toward the i80 interchange, for example, for any of the rain to potentially mix in with a little bit of freezing rain or sleet or snow, don't worry about much accumulation, if any, out of this. rather, this is more after heads up for you for slick travel, more than anything. everybody else can expect straight up rainout of this. don't worry about any other icing anywhere else. currently at 43 degrees at the boardwalk plaza, one loan man

cars. before flipping over and bursting into flames, a few yards away. that crash remains under investigation. and, a fire has damage add rowhouse in west philadelphia. firefighters got the call to a fire at this home at 12 south connestoga street around 3:45 this morning, they got it under control in about a half hour. we're told one person is at the hospital with a medical condition not related to that fire. also, a shooting outside west philadelphia bar, sends man to the hospital, police say, a 30 year old man was talking to a woman, at 40th and market, when another man shot him in the thigh. now, after that shooting the victim ran into a bar where police say he works as a bartender. he is? stable condition, police are now looking for that gunman. >> good morning, everyone, second attempt spells sweet success for nasa. >> about hour ago, the space agency launched it newest spacecraft orion after multiple delays scrubbed plans yesterday. cbs news correspondent craig boswell response ushers in new era of sprays
