the suspect's 15-year-old daughter called 911. despite being shot in the head she i.d. the shooter. the gunman and his wife are estranged and all the children were theirs. >> fears this could be a domestic dispute. >> reporter: the wounded 15-year-old girl told authorities the man planned to go to her grandparents home to kill them. that tip helped catch the suspect. >> we put out a apb on the suspect, we didn't know the street, but after we did that, the man came up. >> reporter: officers boxed the suspect into this cul-de-sac. an armored vehicle rammed into his car.

after hours of negotiation, he surrendered. flames broke out along 7300 block of she shellwin avenue. no injuries were reported. the cause is under investigation. >> the search is on pour two brazen -- is on for two braidsen bandits who attacked and robbed an elderly woman in philadelphia. the men attacked washington, but she fought back, you will hear from her coming up in a live report at 6:00 a.m. new this morning, the search continues for a shooter who gunned down a man in the middle of the street. the action cam was on the 100 block of east 22nd street in wilmington, delaware. a 27-year-old man was shot several times and pronounced dead at the hospital. police are trying to determine a motive. philadelphia police say

they will charge a man withholding his live-in girlfriend hostage for a day and raping her. only "action news" was on queen lane in germantown after 6:00 p.m. when officers freed the 27-year-old woman. investigators say they found her in the bathroom with her wrists tightly bound. police say her 40-year-old boyfriend surrendered after a s.w.a.t team arrived. >> she did have a romantic relationship with this male. they lived together as boyfriend and girlfriend. however we are getting information that she tried to break off the relationship. >> the relationship was always on the rocks. they were always arguing and fighting. he was an artist and liked antiques, a gentle person. >> police have not released the name of the suspect. >> happening today, pennsylvania governor tom corbett will hold a news conference in harrisburg to talk about whether he will sign the

state budget. he is unhappy with the bill. corbett has yet to say fell sign the $29.1 billion budget bill. the lemg late tur pass -- legislature passed it before the deadline last week. it could veto it or allow it to become law without his signature. william hite warned about the sequence if the state legislature does not pass the cigarette tax hike before august 14. the state senate made changes to the cigarette tax bill that was approved by the house. house members are not happy with the changes and the house is out on summer recess now not she woulded to return until august 4 for a special session. >> time for accuweather, not a nice week weather wise, but getting better today. >> reporter: we're transitioning toward better stuff today.

storm tracker 6 live double scan shows rain is mainly off the coast of south jersey. there's a little bit of a shower or thunderstorm pushing in to eastern maryland. cape may pretty much dry at this point. as we look outside, sky6 live hd center city so far so good this morning, with dry conditions. there's a fair amount of cloud cover overhead, but we expect the sun to break through. dewpoint, 68 still kind of high, it's sticky when you step outside, what else is new, right? winds out of the southeast starting to turn a little bit. we have showers and thunderstorms mainly south jersey and delaware. as we go to 5:00 p.m., we might see scattered stuff elsewhere. generally speaking the rain is down the shore, you can't rule out something north, however.

movement. police are investigating her disappearance as a possible abduction. a judge in new mexico has increased bail for two parents accused of leaving their 5-year-old in a sweltering car. they face felony charges. police say the parents shopped in the home depot while the girl was in the hot truck in the parking lot. she managed to cry out a window covered in sweat, a good samaritan heard her screaming and called police. the police say it was an accident and did not mean to harm their daughter. a connecticut man is out on bail on similar charges. 60-year-old john morgan is accused of leaving his 9 and 6-year-old children in the car with temperatures topping 100 degrees. there's reportedly a history of endangerment in the family. he faced charges of driving

southwest philadelphia say the emergency response was too slow. fire officials maintain that crews arrived in 3 minutes. liberia's ambassador to the united states attended the meeting. a dad in delaware is accused of stuffing heroin into his child's diaper. when officers approached him they noticed he slipped something into the baby's pants. it turned out to be 16 bags of heroin. pen is out on bail, the child is staying with family. e-z pass is warning people that scammers circumstances ands e-mails saying they owe money
