money. on the one hand you might not have to do a delay early, but if you don't know you're going to have money for your staff in january, you have to lay them off in the middle of school year. what's the point. >> i keep being upset with how they play with the children of our school system. it's not new money, it's postponement, some people are calling it a lone, because you're getting it early and paying it back into the system. the governor is not using his authority to call them back. >> govenor corbett is in campaign mode education is his weakest issue, event -- he needs to make a gesture, a parent compares it to a payday loan. it doesn't help you, but you're grad you got the money. the need is that $08 million that they estimate that's going to come from the cigarette tax. as nelson said, the governor asked nicely which is controlled

september and take the chance that maybe we close in january, people are really, really upset and trying to figure out what's going to happen. i think rene there's things the governor can do. what happened under the rendell administration when he was trying to get the ledge later to agree with something they came up with a five-party agreement where they all agreed that they would salute get the votes to pass a particular bill so that the project could go forward. there's other money that the governor could identify and say, look, i'm going to give the money to the philadelphia schools so they know they will it all year and fight with the legislature to get it back. >> to the school district credit they did close 32 schools in the last several years, they let go five thousand workers and cut administrative costs 50%. if the old excuse was let the schools waste our money, this is the state talking perhaps.

>> philadelphia has been seen why bother with philadelphia, anything we do in philadelphia tends to be for this legislature and legislatures of the past is a waste of money. it's like we don't belong in the state. >> you don't have the legislatures that took care of philadelphia. fumo, perzel, sarve -- salvatore. it's a long term problem. we can get a cigarette tax that's a band-aid. what's the long-term plan? every year we go through this has to stop it has to be a strategic plan. >> i agree with my republican colleague on these issues, because i think the parents should take back the school system. we've had an src for 15 years, it's not a reform commission when you have a reform commission for 15 years, give the school system back to the

parents and let them toy with the issues instead of having the politician play games. >> this is part strong arming, because the governor asked for concessions from the unions. is this a little bit of push and pull. >> politicians make it necessary to bash philadelphia. the schools if they open they will open with an inadd quitly owe inadequately funded budget. >> long term we need better funding. in the end you've got to pay for kids who are in cities and places and values in real estate. where poor kids are, we know

that the formula needs to match what their needs are and we need to try to move this out of politics. hopefully we can try to get there. i hear what nelson is saying returning things to local control. but i wonder where's the money if you return to local control. the partnership has to be between the city and the state. >> the mayor is having a conversation about money tainting the adequate. let's talk about new polls showing governor corbett is getting closer to the tom wolf, wolf gets 50% of the vote if you add in the people who are leaning his way. corbett 38%. is that good news or bad news because there seems to be a surge for the republican incumbent. >> all the elections get closer as you get to the election day. i think it's still too early to make an assumption.

wolf has gotten a bunch of attacks on the basis of the negative aldz that have come out. -- ads that have come out. i don't think wolf has gotten into israel gauge of the campaign. -- into his gauge of the campaign. if philadelphia cares about the school system, they should send a message to the governor and they could be the one to elect the net governor. >> they haven't been protesting. is it too late for the governor, he doesn't have the party support, some people seem to be coming along, he's arguing with the legislatures as you know, it doesn't appear to the public he is on the same path. bottom line else going to win. by the time they vet tom wolf he'll be in. that's where i'm at.

>> wolf's side is conserving their cash and resources for a push before election day. i don't think it's clear what's going to happen. certainly the polls show wolf is at the significant 50% threshhold and most of the polls are showing would feel with a double digit lead over the incumbent corbett. >> is that too much ground to try to make up. >> it's a lot, i think nelson is right, the polls will narrow as the election day approaches. a lot of money will be spent good for the tv stations like channel 6. but it remains to be seen whose ads will be most effective. tom wolf has had very effective television ads. he let's the opponent attack and he responds quietly. >> you want to stay at the magic number at 50% or above. right now he hadn't had to attack, he has plenty of money of people who want to attack.

imagine what the national news will be if philadelphia schools don't open on time in september. it will take a huge political hit on that. >> i've spoken to wolf, he doesn't want to be negative, he is not going to use any of the negatives, basically he sees the two major issues, which is the taxing issue which is natural gas and education has been a disaster in the state. those are the two things heals going to talk about i don't think he's going to get into corbett's act like he has been doing. he wants to run a positive campaign. >> the bottom line, i don't come what the polls say it's who comes out and vote. people are not going to come out and vote that's the bottom line, not the number of polls. >> right turnout. >> it's turnout. that's my point are they going to come out? >> that's salute a big question, i talk to people in neighborhood my barber shop poll

and they concerned is to whether or not people will turn out. you're right, there's no question. >> that's the tough part. >> he has one strong issue that is pension reform, if he were to push that issue harder that would rels -- resonate for a lot of people. chak fattah's son was indicted 23 count indictment, his dad had investigations going on, but that's long term and no indictments have been handed down, no other charges of any kind. what do you think of this, do you think else in the cross hairs of some political witch hunt or is there some meat here. >> it's difficult to get your arms around, because i do want

to go back to the fact congressman fattah being reviewld for seven years -- being reviewed for seven years, you either have something or you're following someone around for a long period of time trying to catch them doing something wrong. i think there should be some resolution as it relates to whatever the feds are looking at, give us a story or close the investigation down. his son is different story. he has seemed to be confident this week, he has been on radio with one of our insiders, dom giordano he's going to be found innocent this is a witch hunt and he is glad he has charges and see you in court. >> he seemed to be relieved in court what is they said he did. there was a large amount of money from five different banks he faked what he was doing in business and inflated his ability to earn income and deflate it when it came time to

pay taxes, there's allegations on both sides he is in deep u makeyou're a former attorney. >> as we know, the judges that were indicted and found innocent everybody should be given the presumption of innocence. but i think it was precipitated a lot when when he filed a laws, he filed a lawsuit gains the fbi and other departments of the federal government who he thought were persecuting him. here it is. >> you don't think he might have indicted without that. >> i think he pushed it himself? >> we was talking about the congressman, the fed take there time to do all kinds of prosecution an investigation, this one, when he filed the lawsuit which was recently they came and did about turn and i think they promoted it a lot quirk, we'll know whams in terms

of court. >> one of the most troubling issue is the allegation that he was involved in stealing thousands of dollars that were heading to philadelphia school children and in the midst of the school funding crisis we're going to have a lot of critics who are pointing fingers and say you need more money, but you allow thousands of dollars to be stolen from philadelphia schools. >> what i thought was disturbing about that, that the person who had the primary contract for it who was accused of stealing was not indicted, so i mean, that troubled me, as to is it selective or are we going after what the real story is? >> it's the same prosecutor and fbi agent who are investigating that's the overlay. >> some people are saying is it a racist thing. one person gets one thing, somebody else doesn't get that.

let's be clear here what's going on here, the bottom line is sad. >> nelson is right, the lawsuit didn't happen. i was once falsely arrested and i asked my lawyer should we bring a lawsuit against the police. he said unwhat will happen they will find a -- you know what will happen, they will find a reason. he should have been told that. >> a single mom crossing a line over into new jersey carrying a concealed weapon didn't know that you're not allowed to have a concealed weapon that the laws of pennsylvania don't apply once you cross into new jersey. she was going to enter a program for first time offenders and have less of a sentence and not serve anytime. the judge said no, i'm sorry,

too serious. >> that's mandatory sentencing, it's taking away a lot of discretion a judge would have. we talk about in our law classes, mens rea which means the mental state one would have form a crime. in this case there was no intent at all if the judge had the opportunity to witness this, even though ignorance of the law is no excuse, it would have given him the opportunity to give aighter sentence. >> new jersey has strong gun laws an governor christie supports them and defends them and doesn't want to change them and have federal override that forces new jersey to do >> reciprocity issue.anted to. >> we have judges who have become computers and in this case every one of us, would have

to the reputation of the philadelphia police department. or is this as commissioner ramsey said these are bad apples. >> civil rights attorney said you can set your clock by it every five years you can is hava scandal in the narcotics squad. it's a cultural problem and frankly a problem of corruption within the police. >> is it leaving people in the temperaturing situations in the narcotics -- tempting situation with all the narcotics and drugs. >> i think it it is the rules around arbitration and internal reviews. the first thing you have is police officers an supervise in the same bargaining unit. you've got one group that's representing the people who are

supposed to be overseeing and supervising folksment. the other things there's a problem around progressive discipline. the commissioners overreach and come back with arbitrations. ash -- arbitrations have turned over the decisions many times. we have to discipline and identify problems finally in a way that seems to make sense. >> we had this situation under mayor rendell they set up an accountability office which they dismantled in 2005. back then they said officers are not being screened, trained, held accountable nothing. >> the police department was not happy with the accountability office, in fact they promoted him to become a judge. the temptation is there, there's

a lot of money in drugs and other activities and somehow like a child, if you see them in the cookie jar you've got to punish somebody appropriately. the arbitration system let's them back on. >> we still have good officers and we need to understand that and make it clear. it goes back to the school district, you have to have a system that works, you've got to have a strategic plan and people have to follow the rules if you don't you out of here. >> but it continues. these erode confident especially in low income communities where people are concerned they are picked on because they are poor and black and brown and are targets. they look at the situations and say is there any fairness in the system at all why she would i turn someone in why she would i give information when in the end it's all about a bunch of

insider who are doing their own thing. >> the casino industry has been stricty -- tricky getting worse with atlantic city, trump plaza and trump taj mahal, the revel is up for bankruptcy proceedings, both of those groups are having tough times and donald trump saying take my name off. i don't want it to be trump plaza. because he said they are in such a disrepair, it's embarrassing to his reputation. where will this end up, if it what the experts say they have too many casinos to support that. >> we could lose 6500 jobs in the next four week. that would have a huge impact on the entire region if that happens. we'll find out why the revel auction was postponed, hopefully it's because there were buyers who needed to be requalified and
