and delaware drivers are now paying $3.38 after a 4-cent dip during the same period of time. the national average currently $3.48. all right from our delaware news room tonight, delaware's governor signed a package of bills today that he hopes will ensure that businesses are on the up and up in the first state. and governor markell signed a total of four bills, all related to business licensing. one for instance ensures a business owner has a valid d.m.v. license before ensuring a vehicle. and holding contractors and subcontractors for being properly licensed in delaware. and companies working without a business license will now are reported to the state's department of financial under the new bill. and in delaware a national effort called the better block project got underway in wilmington. students from the university of delaware teamed up with community and business leaders and local residents to clean up and spruce up the 600 block of
