the district of philadelphia has dealt with a 81 million-dollar budget short fall. they have been counting on a 2-dollar cigarette tax, however, last month the ledge -- legislators failed to reach a vote. the governor will advance $265 million, but that money is budgeted and won't resolve the deficit. school is going to to start september 8. there is a question whether the schools will open on time, whether 1300 employees will be laid off, and whether the school rooms will be packed with kids. >> legislators need to go back to work, we need to vote for the cigarette tax and get it done. we need to understand that, let's be clair, what we had --
