the words today of president barack obama referring to the islamic state, and the 2b headings of american journalists, that appears that the united states is getting ready to raise the anti, against isis. it is wednesday night, and the big story on "action news" tonight is the beginning of a strategy to combat the ruthless sweep of the islamic state. president obama, on a visit to aston use is speaking of putting together an international coalition to destroy isis and prevent it from spreading terror beyond its borders. this comes a day after the release of video showing an islamic state militant beheading american journalist steven sotoloff, second american killed in such fashion. the administration has reached out to australia, the uae, jordan, d.a.tar, australia and israel to discuss thousand combat isis. in new england, vice-president biden put it this way.

"action news" reporter kenneth moton is live in the 6100 block of north lawrence street, kenneth, apparently this all began with a shooting. >> reporter: that is right,

jim. we have two scenes and apparently a four hour time difference between the first and the discovery of this second scene. police after lot to figure out. right now they are trying to confirm the identity of the man found inside this car and they are on the hunt for a possible shooter. philadelphia fire fighters work quickly to put out a car fire in this ol any alley way on lawrence street. once this smoke had cleared they found a man dead in the passenger seat. >> we have seen smoke coming in, from the air and me and my boyfriend and all of us, we ran. >> reporter: police were not far behind because they were only a few blocks away investigating a shooting that appears to be connect. northwest detectives say around 4:00 p.m. on the 400 block of roselyn, witnesses say two men were in the vehicle matching same description as a car at this second scene. the shots were fired. the passenger was struck in the head. those witnesses say the driver took off with the shooting victim. police spent three hours work ago this first scene and speaking with star watson, the sister of the possible victim.

when they saw a plume of smoke from the car fire. >> was supposed to be in the car with the shooter and they were hoping that the shooter maybe pushed him out and cops were supposed to have been circling the neighborhood looking for the car. it just so happened to be two blocks away and out of the way. >> two blocks. >> reporter: investigators say victim's body was burn so badly he is unrecognizable and at this point they don't know how he was killed. >> nobody is touching the body, nobody is touching the vehicle. we are hold ago this vehicle as a crime scene. the it is being guarded for fingerprints and any dna evidence we could get because the vehicle will be towed to our police garage and will be thoroughly searched. >> reporter: even though police are calling the victim john doe watson is sure it is her 24 year-old brother. >> he was a good guy. he just had a baby. baby is not even two months old yet. >> reporter: as we look live at this crime scene we are not releasing the name, family members shared with us until investigators make a positive identification. police say witnesses saw a man

regusters, woman accused of kidnapping a young girl from a west philadelphia school and sexually assaulting her. judge ruled that police did not read regusters her miranda rights, and so her initial statement will not be admissible in court when the trial resumes tomorrow. a stunning development tonight in the double murder of a delaware count nearly a year after the crime. police have made arrests including the victim's business partner and we have him on tape. it was last september 22nd, when joseph connel and his wife olga were shot outside the pallet and club condos in wilmington. they work at cns auto services on concord pike. she was receptionist, he was a mechanic. the the day after the crime we talk to the business partner and friend christopher rivers. he appeared to be distraught. now police say that was all an act. they arrested rivers and joshua bay, charging both men with the the couple's murder

investigators say he pumped six bull nets to a father of four who was just trying to get a sandwich. the shooting happened outside a store at 50th and haverford, in west philadelphia, friday afternoon. they release that had surveillance video today. tonight, edward lynn lies in the hospital fighting for his life, paralyzed from the waist down. >> this is my husband. i love him. we have to stop with this not wanting to tell. this is somebody's life that we're talking about here. >> investigators say it appears lynn unknowingly brushed against the gun man inside the store, and so the gun man followed him out, and shot him. police have received several tips since "action news" first aired this video today but so far there have been no arrests. we have learn tonight that the justice department is planning to announce an investigation into the practices of the ferguson police department.sources are ts that investigators will examine police stops and
