with respect to the rapid -- response forces. and the readiness action plan we put forward. in warsaw, i announced $1 billion in our initiative. a sizable portion of that will be devoted to implementin ining various aspects of this readiness plan. we've increased rotations already. of personnel. in the baltic states, for example. we have the air policing. we have the activities taking place. in the baltic. and the black sea. but this allows us to supplement it. coordinate it, and integrate it further with additional contributions from other partners. what it signifies is nato's recognition that in light of recent russian actions as well

you leaving here with? >> let me start with a general point. there was unanimity over the last two days that isil poses a significant threat to nato members. and, there was a recognition that we have to take action. i did not get any resistance or pushback to the basic notion that we have a critical role to play in rolling back this savage organization that is causing so much chaos in the region. and is harming so many people. and poses a long-term threat to the safety and security of nato members. so, there's great conviction that we have to act as part of the international community to degrade and destroy isil. that was encouraging.

beyond that, what we have already seen is significant support from a variety of member states for specific actions we have been taking in iraq. keep in mind, we have taken already 100 strikes in iraq that have had a significant impact on degrading their capabilities. and, making sure that we're protecting u.s. citizens, critical infrastructure. providing the space for the iraqi government to form. our hope is that the iraqi government is formed and finalized next week. that then allows us to work with them on a broader strategy. and, some of the assistance has been in the form of air lift. or humanitarian assistance. much of it has been providing additional arms to the pesh mur ga and the iraqi security

forces. there's been logistical spofrt, intelligence, surveillance, reconnaissance support. a variety of folks with different capabilities have made a contribution already. i'm confident we'll build on that strong foundation and the clear commitment and have the kind of coalition that will be required for the sustained effort we need to push isil back. now, john kerry will be traveling the region. to have further consultations with the regional actors and regional players. i think it is critical that we have arab states and specifically sunni majority states that are rejecting the kind of

bridge, lets head to david murphy for the latest from double scan live. >> right now we are setting the table, things warming up 83 in philadelphia and 81 in wilmington and allentown in the upper 70s, as we look at dew points, the measure of moisture in the atmosphere. it's what we consider oppressive humidity and 73 in philadelphia. in allentown 70, it's oppressively humid there as well. once we get rid of the low lying cloud cover that is bothering us most of the morning and clearing to the west, it's more humid as the sun starts to beat down and that will help churn up the atmosphere. 89 is your forecast high, assuming we do break out a fair amount of sunshine, that is well above average, tonight's muggy

in other news, a casino is atlantic city is running into financial trouble. the owner of the trump taj mahal is in danger of running outs of money and negotiating with creditors for governments. it's the second large most operating with 2800 employees. right next to the showboat that closed its doors on sunday and ref ill shut down this week and trump plaza is next on september 16th. police say that drunk driving is to blame for an accident in overbrook. at the 56th and jefferson everyone the driver told police she did not see the cruiser and we they are looking to see if she was using her cell phone at the time. just a few blocks away, a different section in overbrook was closed for hours while the

police cleared the mess there. an out of control vehicle took out traffic lights and flipped upside down. annie mccormick has the story. >> reporter: take a look at this destruction left behind at this intersection, police say that only the vehicle behind me was behind in this crash. police arrived on the scene they did not fine the driver in the car, later they located him and took him to the hospital. >> just after 5:00 a.m., police say that this vehicle careened through the intersection of overbrook and upland way. it took out this light and the signal lights and poles landed here and crashing upside down and landing into nearby bushes. >> it was like crashing like a boom, a big boom. brother and sister were asleep a few houses away and woke up to the crash. >> it sounded like a lot of
