>> good morning. it is tuesday morning. a check of the accuweather forecast with meteorologist, david murphy. hi, david. >> guys, we have some cloud cover tonight. of course we are this morning we did have some showers late yesterday and a couple sprinkles that passed through. most of the rain associated with that coastal system appears to be off the coast. we'll allow for a little bit to begin building back into today. 68 degrees in philadelphia right now beneath mainly cloudy skies. 57 degrees in allentown, a bit cooler up in the lehigh valley. 64 in reading and 72's down by the shore in sea isle and atlantic city. as you're catching the school bus this morning or just get that car started very similar to yesterday. a lot of clouds, a light breeze possible and temperatures between 66 and 68 as we move between 6::and 8 o'clock this morning. as we go into the afternoon look for mainly cloudy skies. it's going to be another one of those days where you have a better chance of some peeks of sun the farther north and west you go than down the shore and a high of 77 degrees which is right around where we wound up

yesterday. 73 by 6 o'clock. we'll let you know when the next round of warmer temperatures arrive in that seven day. >> a 17-year-old boy shot in philadelphia has died. the shooting happened on the 2400 block of west huntingdon street shortly before 9:00 last night. police arrived to find the teenager with a gun shot wound to the chest. >> know that at least 19 shots were fired from a semi-automatic weapon. we know at least eight of the shots were fired from point blank range. >> he was rushed to the hospital where he later died. police are looking for the killer and the reasons why. >> ray rice's days as a baltimore raven are over. the team moved quickly to cut the running back as a video of rice and his then fiancé now wife went viral. it shows him assault is the woman leaving her unconscious on an elevator floor. katherine scott is in the sat center with the latest. good morning, katherine. >> good morning, tam.

the nfl and the baltimore ravens yesterday said they're just seeing the video of the assault now and there are a lot of questions this morning as to exactly why that is. just a warning about the video you're about to see. it is as violent, it is graphic. the video shows football star ray rice follow his then fiancé janay palmer into an elevator. he punch her in the face. she lunges toward him. then he strikes her so hard she hits a railing falls to the floor and is knocked out cold. when the elevator doors opened, he drags out her body. >> the fact that he wasn't arrested immediately, that is my biggest question. >> why did the video just surface with respect to the ravens seeing it for the first time. >> earlier this year video surfaced from the february incident of rice pulling herridge body from the elevator but not of the moments before. the atlantic city prosecutors office will only say the case is settled. rice took a plea, no jail time

anger management and probation. the nfl had handed down a two game suspension. yesterday nfl commissioner roger goodell says he never saw the video of the actual assault but did see the video of the unconscious woman being dragged out. the nfl has now suspended rice indefinitely. the ravens have terminated his contact. >> were did you think happened in the elevator before you saw the video. >> i don't want to get into all that. i think the team responds just the way everybody responds. again you're talking about somebody you know. >> revel casino has said that they did release the video of the assault to police. we're life from the satellite center, katherine scott channel 6 "action news." >> thank you katherine. the ray rice story tops our first book in business. modell's and dick's have couldn't firmed that will no longer sell rice's ravens jersey at the store. the customers are being allow ed to return rice items.

hackers busted into the payment system using the same malware that ripped off 40 million target shoppers. home depot says its investigation is focused on the months since april. no evidence indicates debit card pins and online home depot customers do in the appear to be victims. a software security expert says he's not shocked about this hack. >> larger companies that have a lot of data are often targeted more often and more heavily. >> home depot says it will cover any fraudulent charges and offer free id protection to shoppers. home depot plans to have chip enabled checkout terminals at awful its u.s. stores by the end of this year. the retailer apologized for not notifying the customers about the hack sooner. >> president obama is gearing up for his national address to the nation tomorrow. he plans to outline his strategy on confronting the terror from isis while his approval rating plummets to the lowest levels of his presidency. abc's devin dwyer has a

preview. >> reporter: the u.s. military in iraq is going from defense to offense part of a new strategy to confront isis militants as president obama will lay out in a speech to the nation tomorrow. >> the principal goal here is to make sure that people understand what the clear steak is for the american people and our nation in the ongoing violence we're seeing. >> reporter: details of mr. obama's speech are still tightly held but the white house says the president will detail his plan to degrade and ultimately defeat isis a goal that officials tell abc news will take years to complete. >> our global coordinated campaign with a global coordinated coalition will be built not just in a matter of days or weeks but it will be built to endure for the months and perhaps even the years to come. >> reporter: american warplanes and drones will soon begin hitting targets aimed at shrinking isis territory in iraq where an international

cool loss >> at least two people died as record rainfall swamped phoenix arizona. the remnants of hurricane norbert turned freeways into water ways and sent rescuers racing to get drivers out of their cars. by late morning, the water on one interstate had receded allowing trucks to take away several dozen vehicles that had been stranded. the national weather service recorded more than 3-inches of rain at the airport. the most precipitation ever seen in that city in one day which is saying a lot because this is monsoon season and they tend to get down tours during there time. >> around here no downpours

expected butter maybe a little bit of spotty rain and drizzle. storm tracker 6 shows you we're off to a dry start this morning. taking a look outside, lots of clouds outside this morning. down the shore and elsewhere they're not particularly low, so you can see the casinos pretty easily down there. and the condos and the other taller buildings in atlantic city. temperature in philadelphia 68 degrees. your dewpoint 58 so not all that humid. winds out of the northeast at that humid. it is like yesterday going to be a little bit on the breezy side today. and we do have some showers that did manage to come up over delaware and parts of south jersey yesterday afternoon and evening. that is mainly off the coast but we will allow for a little bit more of this to streak past us and perhaps catch a little bit of our area with some light rain and drizzle. there you see how it may start to flow in off the ocean. most of this is going to be off the coast but we will allow for a spotty shower or perhaps some drizzle as we go through the dame i think we'll

wind up with mainly cloudy skies but it will be one of those cases where the farther north and west you go the better chance of seeing some sun today. we'll call it mostly cloudy and then kind of hope for the best with that sun breaking through later on. 68 degrees by 8 o'clock, 73 by 11 o'clock and 76 by 2 o'clock. your high similar to yesterday, 77 around 3 o'clock and still holding to the mid 70's by 5 o'clock this afternoon. as we take a look at high temperatures everywhere, 77 in philadelphia. 75 in trenton and allentown. 76 in reading. and pretty much the same story down the shore as beneath those clouds we should get fairly even numbers. for the phillies tonight i think it's going to be dry but fairly cloudy for the pirates and the phils, a bit cool, 72 for the first pitch and 69 in the ninth inning and we may have a bit of a breeze blowing around. dress appropriately for that temperature dipping into the upper 60's by the end of the game. tomorrow that area of low pressure down to our south that's giving us the problems with the clouds and the spotty drizzle and a shower today moves off the coast and we see sunshine reemerging as the day goes on on wednesday. your exclusive accuweather

7-day forecast, today's high 77. mostly cloudy skies live were sunny breaks a spotty shower or drizzle can't be ruled out. tomorrow clouds in the morning give way to sun in the afternoon a warmer high of 80 and then on thursday we have another front coming at us and that's going to increase that humidity in the atmosphere ahead of that front so it will be warm and humid with a high of 86. and during the afternoon there is the chance of a shower or a thunderstorm in spots especially later in the afternoon and evening. friday less humid again, 77 degrees and for the weekend, saturday, 73 degrees. there could be an afternoon shower or a period of rain although it's not looking quite as robust as it was yesterday on the models, so probably not a washout saturday afternoon. sunday in any event cool, brighter, 73 degrees. and then on monday more clouds sweep back in. right now it looks like we stay dry with a high of 75. one other thing. the rip current risk down the shore today, i know kids are back in school and the crowds aren't as big down there but -- and it's kind of cloudy

but problem in the water, all right. >> good to know. thank you david. >> yeah. >> a thief who targeted a north philadelphia elementary school is on the run this morning. police released this surveillance video from inside mastery charter school climber elementary. you can see a man walking out with a black safe. inside that safe were 100 septa trans passes worth $9,200. detectives say there was no forced entry into the school. if you have information about the theft, please contact philadelphia police. >> happening today t-another american who was diagnosed with the ebola virus is expected to arrive in atlanta for treatment. the patient is a doctor who had been working in an ebola treatment center in west africa. emory university hospital in atlanta is expected to treat the new patient. two other ebola patients dr. kent brantly and nancy writebol were treated at emory and have recovered. another u.s. doctor is being treated at a medical center in nebraska. the dutch safety board has issued a new report about the malaysia airlines flight 17

shortly. this is also the story at 95 near the airport. some overnight construction on the northbound side with only the far left lane getting by. that, too, should be wrapping up shortly. matt. >> all right, tam. the at the airport it's like you're almost ready to throw me the ball straight down the middle here. we're talking about where you could see some problems flying elsewhere across the country. this is the faa screen and it's green all across-the-board which is good and which is typical because well it's pretty early and not many flights are heading out across the country. in terms of the flights here are all of them represented in little icons. 1251 of them over the lower 48 right now and i've kind of shaded out some of the areas across the country that could see some weather related delays. start with the east coast. around here just a little shower activity expected but there are some thundershowers that could impact travel so let's say you're going to atlanta, down in florida, maybe in d.c. as well. we'll put boston up there as well as new york city so could

see some delays in part of the country. out here in the midwest also some shower activity moving towards chicago, that's the biggy out there, so could see a delay or two and finally talking about phoenix, arizona, how much rain they've been getting from the remnants of hurricane norbert out in the pacific so you could see some delays there and maybe some in las vegas and also salt lake city. tam, back to you. >> okay, thank you, matt. philadelphia police are looking into a triple shooting. this was the scene yesterday in the 4200 block of malta street in juniata. police say a 42 year old man shot his girlfriend's sister and his girlfriend's 21 year old son and then turned the gun on himself. the woman died of a gun shot wounds to the head. the two men are in critical condition. in northampton county authorities are investigating an alleged sex assault near the lafayette college campus. the victim told police this happened inside a home on the 400 block of chapel street on saturday. it's not clear if the victim was a student at the college. >> police in new castle county delaware are still searching

for other teens who took part in a videotaped assault of a mentally disabled man. two teens have already been arrested for the crime. the personal contact information of the 13 and 14-year-old suspects were shared online along with the video. investigators believe several other teens were involved in this attack on the 27 year old victim. his mother says he has the mental capacity of a seven-year-old and could not defend himself. >> 4:53 now. all new in the next half hour of "action news" a man is dead after a bizarre shooting incident at a texas sheriff's office. details are coming up. >> mel brooks gives hollywood an extra finger. we will
