developing stories. >> a philadelphia woman is shot in the face during a violent struggle. we are learning more details about who police are looking for. >> police beef up patrols in an effort to find a prowler and peeping tom in delaware county. >> and lawmakers in philadelphia are on the verge of changing the punishment for possessing a small amount of pot. >> get to go all of that in a moment but first up let's find out the latest with your weather and track. we'll go to meteorologist, david murphy and to karen rogers. good morning. >> all right, guys, on the big board we do have evidence of that rain that came through late yesterday and early last evening mainly down the shore and never really made it up to philadelphia and now we've got cloud cover overtaking most of the region. it does look like we've got a decent chance at mostly cloudy skies because of that coastal system just down off the coast and we also have some impacts at the shore today and tonight with minor flooding possible at times of high tide. mainly between 9 o'clock and noon and again from 9:00 p.m. until midnight tonight. there's also a risk of rip currents although today is not going to be a great day for

swimming anyway. the ocean water temperature is in the 70's but we're looking at lots of clouds and spotty rain and drizzle at the shore. 69 degrees in philadelphia right now. we've got a fair amount of clouds out there to start out in the city. and temperatures not too bad. 59 in allentown. 62 in reading so a little cooler up north and then down the shore 72 degrees in sea isle. as we head outside to start up the car look for temperatures between the mid and upper 80's between 6::and 8 o'clock this morning. mostly cloudy skies, a bit on the breezy side. and as we roll through the day very similar to yesterday in terms of the numbers. 70 by 9 o'clock, 74 by noon and your high of 77 degrees today around 3 o'clock before we dip back to 73. mostly cloudy skies. if we're lucky we'll start to increase the sunshine a bit later but karen i can't promise we see a lot of that today. when we come back we'll talk about when it gets warmer and more humid, okay. >> let's check out the blue route. looking good near broomall but you see the construction, the flashing lights out here so watch for it northbound on the

side of the roadway. so we've got the far right lane getting by. a little slowing on the blue route. in fact look at that northbound travel time, 26 minutes as opposed to 17 minutes southbound between i-95 and the schuylkill expressway. in towamencin township we've got a problem, an accident that brought down a pole so we've got allentown road closed at reinert road. stick to tomlinson as your alternate for this one. we could expect this to be closed a little while so use caution in this area. i want to show you the big picture. we're looking pretty good overall on the schuylkill and i-95 and as the phils play you want to watch the broad street line having some extra service starting at 6:08, those trains will run every 10 minutes to avoid the delay, matt and tam. >> karen thanks. we're following developing stories including the search for the man who police say shot his girlfriend in the face. "action news" reporter erin o'hearn is tracking information live in the satellite center. >> good morning, matt. certainly an unsettling night with three separate incidents leaving three people in area hospitals with critical

injuries and it is unclear at this point whether or not one woman will survive who was involved in a domestic shooting. around 10:00 p.m. police rushed to a home on the 900 block of south fifth street where they found a 32 year old woman who lived there on the floor with a gun shot wound to the mouth and arm. police say there were signs of a violent struggle that took place before the shooting with tv's torn off walls and furniture turned over. investigators say six shell casings were found within inches of the woman's body which means she was likely shot at point blank range. investigators are currently looking for her live in boyfriend. police are also utilizing the private and city surveillance cannelures in the area hoping they can identify a suspect coming or leaving the residence. again, the victim in very critical condition. police are not sure if she will survive her injuries. and early this morning an argument inside a chinese takeout restaurant escalated into a stabbing and a

38-year-old man was rushed in critical condition to an area hospital with wounds to his chest. this happened just past 1:30 a.m. on the 3600 block of north broad street in north philadelphia. the suspect is a male in his 20's wearing a t-shirt and jeans. he fled the scene but police are hoping surveillance cameras in that area will aid them in their investigation. finally in the williamstown section of the city late last night a person was struck by a car and seriously injured along the 100 block of north black horse pike. details on this incident are a bit sketchy. the investigation is under way. but police say the driver of the car did stop nearby. police tell "action news" this was not a hit and run but they are actively investigating the circumstances surrounding the accident. of course, if you have any information on any of these incidents, you're asked to call police immediately. i'm live in the satellite center, erin o'hearn, channel 6 "action news." matt, back to you.

>> erin thank you. police in delaware county are ramping up the search for a peeping tom. several residents in the secane section of upper darby have reported a partially clothed man lurking and looking into the windows of the laurel manor apartments. police have to catch the man before anything worse happens. neighbors can expect extra police patrols until the prowler is caught. >> it is 5:05 and ray rice is out of a job after a disturbing video went viral. the video shows him knocking out his then fiancé now wife janay palmer. the two scuff if he would inside an elevator in atlantic city. the nfl extended reese's two game suspension now to an indefinite suspension after that video went public and viral yesterday and his team, the baltimore ravens cut the running back. no other team can pick up rice. the nfl and ravens claim they didn't see the video before yesterday as we mentioned rice and palmer are now married. katherine scott has more on this story coming up in our next half hour.

>> philadelphia's on the verge of decriminalizing small amounts of marijuana. mayor michael nutter says he has worked out a deal with city council. the measures sponsored by councilman jim kenny passed in june. the mayor has yet to act on it until now. the legislation would mean no arrests or jail time for people caught with 1 ounce of pot or less. instead, they would get a $25 fine. council says prosecuting small time users not only expensive to taxpayers and clogs the legal system but it disproportionately targets african-americans. the mayor's compromise includes adding higher fines or community service for smoking marijuana in public. the law is expected to take effect on october 20th. >> voters go to the polls this morning in delaware. republicans will choose candidates for state treasurer and the u.s. senate. the winner of that will race today will take on the democratic incumbent chris coons in november. democrats will pick a candidate for state auditor today. you should know the polls open at 7:00 this morning and then

they close at 8 o'clock tonight. >> the delaware and southeast corridors could see a little bit of rain, flight a little spotty rain and drizzle today i think. showers not out of the question. storm tracker 6 double scan shows you we're starting out this morning dry across the region. as we look outside we have a fair amount of clouds around over philadelphia, also a little bit on the breezy side and every now and then you can see our sky 6 cameras bouncing a bit in that breeze. 69 degrees right now in philadelphia, 69 in wilmington, 64 in trenton, 59 degrees up in allentown, so a little cooler once again this morning up in the lehigh valley and out towards reading. the low 70's down at the shore. satellite showing up on future tracker 6. we do have a fair amount of clouds around during the morning hours and we're probably going see a fair amount that of sweep in from the ocean today. the question is how much rain we get. the bulk of this looks like it's going to stay off the coast but every now and then it's possible that we get a little bit of rain and drizzle and perhaps a spotty shower backing in off the ocean so i don't think this is a washout today. but a little damp, particularly south of

philadelphia closer to the shore. up in allentown 75 degrees. clouds may actually mix with some sun at times. a bit breezy up in allentown but nice with that 75-degree high. not a great beach day today, though. we're getting up to 77 on the ocean but some spotty rain and drizzle under the clouds and there's also a risk of rip currents and some minor tidal flooding too later on in there morning and again later on this evening. the rip current risk is all day noon tonight but that minor flooding is just at times of high tide. 77 is the high in philadelphia, lots of clouds a-bit breezy. we might squeeze some sunshine back into play a little later on and there may be some spotty drizzle in the city and maybe an odd shower but looks like most of that is south. 68 degrees by 8 o'clock, 73 by 11:00, 76 degrees by 2 o'clock and then our high today of 77 around 3:00. again i'm not recommending rain gear with the kids today because i think anything that does lap is mainly south of philadelphia and not all that much. for the phillies tonight lots of clouds, 72 for the first

pitch, 69 in the ninth inning, very similar to conditions last night. and then tomorrow, any cloud cover early looks like it gives way to increased sunshine during the day and it's also going to get a little bit warmer tomorrow. your exclusive accuweather 7-day forecast, 77 today. lots of clouds around with some sunny breaks. at the same time some spotty rain or drizzle especially south. clouds to sun tomorrow then, a high of 80 and thursday is when we get humid again. a high of 86, it will be very warm and in the afternoon and evening we will be on the lookout for some thunderstorms. that system gets out of here quick and on friday we're less humid with a high of 77, clouds and sun. saturday in the afternoon another shower is possible. and then we're dry again on sunday, okay. hopefully we're dry for that union game on saturday night but we'll have to keep our eyes on the radar. >> okay, we will. thanks, david. >> yeah. >> more news you didn't see last night including the explosion that rocked a city overseas. the country's president is already calling it an act of terrorism. >> a pickup truck slams into a sheriff's office down south.

there, karen. >> yeah a-little bit of reduced visibility but as you look right now, the issue s-, it's hard to tell. you can see a bumper from a car that's kind of sideways on the road. this is the vine street expressway westbound, the ramp as you head to the schuylkill westbound. we just watched a second ago as a tractor-trailer kind of bumped into it. it's hard to see from this camera shot but you got watch this. this is right on the roadway. someone needs to kind of move it over. a bumper laying out there on the vine westbound on the ramp to the schuylkill westbound so there you see it in the left lane so just watch as people are kind of going by right there. let's hit your suburban traffic report right now and talk about the big picture. we're seeing conditions almost clear out there on the blue route northbound. i had showed you the problem at 34 miles an hour, that construction is out there and it's blocking the left lane so hopeful that will be in the process of clearing shortly but on the schuylkill and i-95 we're looking at speeds in the 50's with no big problem out there so looking pretty good. let's step into new jersey and take a fly of 42 northbound

traffic, 55 miles an hour. no issues this morning as of yet on the ben franklin bridge. walt whitman bridge -- the ben has been seeing a lot of delays with construction blocking the right lane. for now we've got that light traffic volume and you're look pretty good. let's check your commuter traffic report which you can be a part of when you download the free waze app. someone talking about i-95 southbound as you head towards the airport an object on the road as well there, so watch for that one on i-95 southbound as you come out of the city, someone just reporting that as well. let's look at the weather conditions out there. 69 degrees currently in philadelphia, 59 degrees in allentown and 69 in millville. we're dry right now, maybe a touch of rain or drizzle at some point later today, tam. >> okay, thank you, karen. the president of chile is causing the explosion near a subway station three on your side country a terrorist act. the blast ripped through a fast food restaurant next to a subway station in santiago yesterday. green people were injured. no group has claimed responsibility for the blast. at least 29 bombs have been found across the city so far

this year. some of them have not gone off and none before yesterday's blast had caused any injuries. a man is dead after a bizarre shooting incident at a sheriff's office in texas. deputies say the suspect rammed his pickup truck into the sheriff's office early yesterday morning and then they say he got out and opened fire. a deputy returned fire hitting the man. he was taken to the hospital where he died. investigators don't have a motive and they say the suspect does not have a criminal history. no officers were injured. >> happening today, the nfl players association will vote on a radically revised drug policy. the changes include a first ever testing for human growth hormone. meanwhile the nfl and the nfl pa are considering increasing the amount of marijuana a player is allowed in his system. cleveland browns wide receiver josh gordon has already been suspended for the season for a positive marijuana test t the proposed increase in the threshold could lead to his

reinstatement. the lions made sure the eagles are the only ones in the nfc east with a winning record. they crushed the giants in detroit on monday night football. calvin johnson mega troad two touchdown catches in the 35 to 14 win. the giants, redskins and cowboys all lost their openers. arizona and edged and -- san diego. jimmy rollins scored but had to leave the game with a hamstring injury. he's expected to miss at least 10 games. the pirates then scored the next six runs, five of them off of starter kyle kendrick. pittsburgh wins it six to four. the series continues tonight. >> it is now 5:16 and home depot's security problem may be bigger than first thought. >> and new research indicates many children who should have a plan in place do not when it comes to medical emergencies at school. david. >> we are dressing the kids in

rule out cancer. medicare's currently debating whether or not it wants to pay for these scans and a decision is expected by early november. a new report raises some concerns about healthcare for children in schools. it finds only a quarter of kids with asthma and half of kids with food allergies have adequate health management in place. that means plans to specify what medications or actions need to happen quickly in an emergency. researchers at northwestern university found racial and ethnic minorities and and children from poor families were least likely to have a management plan in place. parents are urged to work with their pediatricians and get the message to their schools to ensure that their children have an emergency plan on file. >> like the target data breach before it, home depot's retail hacking is only growing in scope. abc's dan has america's money. >> reporter: home depot confirming its in store payment system was hacked. as many as 60 million accounts may have been crossed knifed
