this and i heard from my friends in law form and what was on it. they either knew what was on it and saw it or should have known it. >> gerald colton represents nfl players he says shame on them if they saw the video and shame on them if they didn't. the league says they requested all information about the incidents including any video from the atlantic county prosecutor. but it was never turned over and colton says the nfl with its vastd resources could have got and the video directly from the casino, he was recently involved in a domestic abuse case from the casino. >> i was directed by the prosecutor to connect the casino and request it and they were cooperative and turned it right over. >> it happened at the now closed revel casino.

they claim they made a copy of the video for the prosecutor and the state attorney general says it would have been illegal for the prosecutor to give a copy to the nfl while the case was investigated by the grand jury but some are questioning now if rice got special treatment. they wondered how the prosecutor armed with that video could have let rice avoid a trial and enter pretrial intervention. >> either the victim doesn't want to go through it, or you don't have a video tape but in this case have you the video tape. >> they said that mr. rice received the same treatment by the criminal justice system in atlantic county that any first time offender receives. we have statements from the prosecutor and nfl today but not necessarily the end of the

five houses, creeping around the first floor while residents slept in their beds upstairs. this individual or individuals are entering a residence 245 that is occupied. >> the suspect or suspects hit two homes in the 500 block of saint david's avenue and one on bell rose lay and one on glen mary. they got in through unlocked windows and doors. >> they took ipads and cell phones and any type of currency. >> they believe the thieves accessed the properties by walking in the darkness on food by walking over the train tracks that run through the neighborhoods. they are looking for a burglary ring operating in cheltenham in montgomery county. radnor residents are starting to get the message to secure their homes at all hours.

as we told you last night, mayor nutter and city council reach an agreement to decriminalize small amounts of marijuana in philadelphia. john rawlins live at city hall.

how would this work? >> reporter: change is coming instead of being arrested and booked for a small amount of marijuana, violators would be given a ticket and fine. all of this could come about we are told by the end of next month. >> the goal was to keep people from getting an arrest record. >> councilman kinney, the man behind the change is hoping that someone many possession of under an ounce of marijuana would not be arrested but getting a fine. in either case there would be no record. >> it's not in the criminal court and you don't get arrested and transported and arrested and all of that stuff. >> they feel it's targeting blacks 80% of those now booked for possession. >> you got caught with $5 worth
