he wanted to build out a guitar company. the only thing of value was the patent on the folding-neck technology. you know where we are today? where are you at? they are licensing that technology on fender bender guitars all around the world. he's gonna be rich. listen to what i'm saying to you. a patent on a food product -- that's interesting. and the only value in the patent is to license it to one of the suppliers of protein. i want to take you to one guy... okay. ...that supplies eight -- you know what? pigs hate this guy. wal-mart, two medical helicopters were dispatched at 8:30 tonight and we know at least one transported a victim to cooper university hospital. two young siblings are in critical condition with head injuries tonight. after they were struck wye a pickup truck. it happened in northeast philadelphia, at academy and byberry, at 3:00 o'clock. two nursing students who saw the accident scene, pulled over, and then aided the seven year-old boy and his ten year-old sister. police say that the driver was making a legal turn and this appears to be an unfortunate accident. the news broke earlier tonight, a florida real estate developer has made a 90 million-dollar bid, for the revel casino hotel in atlantic city and revel has accepted the offer. the atlantic city boardwalk that the building formerly known as revel has a bidder. last week the twice bankrupt casino and hotel closed leaving so many to wonder, what will become of the 47 story luxury state of the art glass tower. the city says it could be months even spring before a new buyer came along but wednesday, a south florida mega developer by the name of glenn straub made an offer revel could not refuse: cash. >> that would be excellent because the city is really suffering, you know, three casinos close, and then a fourth. with the atlantic club. we need the money here. we need jobs. >> reporter: sixty-seven year-old straub, who deposited ten million-dollar in an escrow account set up the company polo north country club incorporate todd purchase the the property. the name is similar to straub's sprawling 2200-acre resort palm beach polo and country club in florida. it is unclear if he plans to turn this property into condo

"action news" investigative reporter wendy saltsman obtained internal records and after eight months of digging and we must ask what did you find. >> reporter: welshing jim health care navigators were paid $67 million across the the country last year. their job was to educate consumers and the other was supposed to be signing up people for health insurance. but we wanted to know how well the enrollment portion really work? tonight we're learning some low performing navigators in our area were just awarded more than $700,000 of your tax money all over again. >> i'm covered. >> we're covered. >> now we're covered. >> reporter: it was one of the most expensive marketing campaigns in the federal government's history, 700 million of your tax dollars spent advertising the health care marketplace, on top of a billion toll air web site and 67 million-dollar dulled out to local navigators

who were supposed to educate the public about the the program and assist people in shopping for and enrolling in plans. >> spent more money. >> reporter: this week centers for medicare and medicaid services or c ms announced they will hand out another 60 million-dollar to navigators in the next few months. while some members of the congress argue they have no clear understanding what the original pay load was spent for in the first place. >> i absolutely think it is a waste of taxpayer dollars. >> reporter: until now number oven reallies sign up by navigators has never been released. congressman joseph pits said from the beginning the program lacked oversight, direction and fiscal accountability. >> when taxpayers once they find this out will just be furious. >> reporter: cma internal records, in delaware got $510,000 sign up 260 individuals. on an average, that is a $1,963 spent is per single person enrolled n new jersey wendy sykes got $240,000, and

signed up a total of 94 people. on average, $2,500 per person. and, in pennsylvania, one navigate or mental health america who received a half million-dollar grant only signed up 145 people, for an average cost of $3,777 per person, they enrolled. >> it is outrageous. i mean that is a misuse of taxpayer money. >> there was no protection, just trying to sign up as many people as possible. >> reporter: the program manager says mental health america was operating on a minimal staff with two navigators for several months and battling glitches in the federal system. >> because the system was having some issues, it was very difficult to enroll people from beginning to end. >> reporter: but their director argues number of people enrolled does not accurately represent the number of people mental health america touched through their billboards, call center, public events, and other advertising. a lot of that money went toward advertising. >> c ms says our role was
