we'll go live to lower manhattan in just a moment but first we begin with president obama and his strongest words yet issuing a direct warning to isis terrorists and a call to action for the rest of the world. >> after enduring two weeks of criticism of his lack of strategy, to deal with isis last night, the president addressed the nation pulling no punches. abc's tahman bradley joins us live with all the details. good morning. >> reporter: reena and dan, good morning. with this expansion of the u.s. effort against isis the president is admitting the wars in iraq and afghanistan did not stop the terror threat coming from the middle east so he wants the u.s. back on offense. in a primetime speech from the white house, president obama announced a new offensive to eliminate islamic ex-treatmentists in the middle east. >> our objective is clear. we will degrade and ultimately destroy isil. >> reporter: it will be inside syria and the president decided to launch air strikes against targets there. no word on when they will begin. the president is asking congress

to authorize the training and arming of syrian rebels fighting sunni militants. >> we will hunt down terrorists who threaten our country wherever they are. if you threaten america, you will find no safe haven. >> reporter: in iraq, mr. obama is expanding u.s. air strikes and sending 475 more u.s. troops to advise and train iraqi security forces, but he says he will not send u.s. combat troops. the president is also building a coalition to take on this threat. secretary of state kerry is in the middle east sharing u.s. plans with key allies. republicans are skeptical. in a statement, house speaker john boehner said "while the president presented a compelling case for action, many questions remain about the way in which the president intends to act." former vice president chaney says president obama is leaving the country more vulnerable to attack. >> there is a connection between a disengaged president and some very volatile situations abroad. >> reporter: the white house

wants congress to sign off on the arming of syrian rebels before it leaves later this month. reena and dan. >> tahman bradley live in washington. thank you for that. the president's address came hours before today's anniversary of the september 11th terror attacks. >> today marking 13 years since the world as america knew it changed forever and tonight, the annual tribute in lights will pierce the sky over todowntown manhattan. marci gonzalez joins us live. marci. >> reporter: hi, dan and reena. the new york city police commissioner says the terror threat is more significant than in recent years but adds there is no specific threat on this somber anniversary. [ bells toll ] >> reporter: again, today, the nation pauses to reflect. on the 2,983 lives lost 13 years ago in the 9/11 attacks.

with a heightened terror concern in the middle east, security is as always tight for today's memorial ceremonies. >> 13 years after 9/11 it's still a dangerous world. >> so that threat remains and it is constantly there. >> reporter: but the traditions continue. in new york city, where the twin towers once stood. family members reading the names of each victim sharing the emptiness the years have not erased. >> i'm just waiting for the pain to go away. >> reporter: shanksville, pennsylvania, and at the pentagon. this is the first year the 9/11 memorial museum will be open to victims' families and first responders on the anniversary. a collection highlighting the heroism, loss and legacies honored on this day. and, again, as new york's police commissioner says there is no specific threat. still, as always, there will be thousands of specialized

officers on patrol this morning. reena and dan. >> marci gonzalez, live in lower manhattan, thank you. the fallout over that explosive video showing ray rice punching his then fiancee is heating up this morning. the nfl has hired former fbi director robert mueller to lead an independent investigation into how the league handled evidence in the case. the nfl also says once that is complete his report will be made public. now, this move comes on the heels of a new report claiming an unidentified nfl executive had that video for months. commissioner roger goodell was not talking during a visit to a north carolina high school. he was supposed to attend an awards ceremony in charlotte last night but canceled and returned to new york. oscar pistorius is in a south african courthouse where he could learn the verdict in his trial as early as today. don't expect to hear a quick guilty or not guilty verdict. the judge has evaluate the testimony before she reads

verdict. pistorius is accused of murdering his girlfriend in a fit of rage and claims he de dentally shot her. it was a stormy night for millions across the midwest and ohio valley with drenching rain, dangerous floods and fierce winds. a number of reported twisters hit that area including one blamed for this damage near akron. students at kept state university took cover in the hallways and parts of missouri remain underwater after getting hit with more than 10 inches of rain. well, time now to take a look at today's weather, a band of storms from southern new mexico extends up into the ohio valley. showers for the upper midwest and up to a foot of mountain snow in parts of montana and wyoming. >> yes, in september. a blast of cold canadian air cooling half of the united states. 47 degrees in billings. 50s and 60s elsewhere. hot in the southwest, 80s and 90s. a strong solar flare is blasting toward our planet after bouncing off the sun and

welcome back. the home depot security breach is shaping up to be huge. sources telling abc news 10% to 15% of the stolen credit and debit card numbers have already been used or will be used with an estimated 60 million accounts compromised. that is 6 to 9 million cards with fraudulent transactions, as much as $2 million this bogus charges. information about 5 million gmail addresses is posted on a russian hacker's forum. many appear to be out of date. google denies its servers were hacked and likely it was taken from other websites and in phishing attacks. the peak summer season and the nation's airline did a

black teen michael brown. police say some of them are facing assault charges for throwing rock, bricks and bottles from the crowd. the driver of this pickup truck may be facing charges after driving his f-150 through the glass doors of the stratosphere hotel casino in las vegas. witnesses say it didn't appear to be a mistake or malfunction. the driver got out and started swinging at some of the male patrons. police took him away, no one injured. the hotel expects to have it cleaned up by this afternoon. wildlife officials announced they shot and killed a mountain lion that attacked a 6-year-old boy last weekend, they believe. searchers used to dog to corner this lion in a 75-foot high tree and shot it. it will undergo dna to make sure they captured their target. reported that joan rivers' procedure turned doctor -- deadly when an unplanned biopsy was performed. that clinic insists it dis not perform biopsies. such a biopsy is not to be performed outside a hospital. toronto mayor rob ford is undergoing treatment for an abdominal tumor. he has been complaining about stomach pains for three months but in the last day those had become unbearable. unclear whether he will continue his re-election campaign. the official deadline for candidates signing up is tomorrow. a new weight loss drug given the green light by the fda. contrave. it combines medications that treat depression and alcohol dependence, but contrave comes with warnings. it could increase suicidal thoughts and the risk of seizures. the bill and melinda gates
