latina is the successor to ken trujillo. ken was there, he gave a great speech to 125 or a so donors out in california catch. he won't play identity politics, he'll be talking about the business community, just like ed rendell did and helping small businesses in the city and education. >> of course if nelson jumps in we'll have two latino candidates. having so many candidates in will make it unpredictable and politically active philadelphians, these people travel in the same circles. >> for the voters it's a great opportunity for them to push on the issues they care about. what are we going to do about education and how to make it

coffee tra. one more -- so let's talk about the fairness and talk about the reality do you think you're going to get the money they are hoping for. >> the effectiveness of it. it's a product that the government for better or worse would like to see not used anymore. you tax it at $2 a pack, people will use less and they go across the border to buy cigarettes. the idea of funding schools with a declining tax and reaggressive tax seems to be a bad idea. that's the only idea on the table. >> my take on the unfairness it's just a philadelphia tax. the school crisis is statewide and there ought to be a statewide cigarette tax maybe it could be lower if we made it

statewide. >> i dispute that there's a school wide state crisis funding. criticizes the governor revenues have gone up and reserves have gone up from 1 billion to 4 billion. it's not a revenue problem. >> it's should not just be approximate for philadelphia taxpayers to take care of philadelphia school kids that's a problem that the whole state ought to be involved in. >> it's a bad tax, we don't have anything else right now and there's nothing else on the table. we can't afford to have another hole in the budget. this is already inadequate. we've come to the conclusion it's inadequate. it's to fill a little cup. we have to get to a fair funding formula. i love this week that

legislators are fighting to get rid of the property tax in pennsylvania and look at a broad based system that will fund education looking at the wage tax and looking at the sales tax and trying to come up with a state wide process for funding schools instead of it being depending on what your address is determines the quality of school you get. >> i think it's an open question whether this tax will generate the $81 million. one of the things that is sort of on the ground level that happens, especially badego owners start selling lucys, they sell them for -- lucys, they tell them for a dollar cigarette and nobody pays tax. >> you see the black market emerge when prices go up. let's talk about atlantic city, many are wondering if this is a

charges in the child abuse case is over. has the nfl showed it learned nothing from the rice scandal? >> it hadn't learned much. we've been debating about the cultural issues. the violence in football, the head injuries and now we're debating domestic violence. whales the right way to discipline your children. suddenly that's been put on the front burner. the nfl is taken by surprise by all these issues being dumped on its lap. they haven't done a good job managing it. >> this is compiled bile the u.s.a. today and new york times, the most player arrests and cite cite -- citations and charges, minnesota vikings.

bengals number two. eagles at the bottom. nfl player arrested rate is 2.53% which is lower than the national average for men of that age. player arrests are down substantially since the peak of 2006. the most common accusation is dui and assault and battery is a distant second. >> i think it goes beyond domestic violence. if you look at the tow at the time -- to to totality, the nflt the role model organization. you have that railsist name that's stuck in washington. you have this little known issue that two teams pay their cheerleaders below a living wage in a league that made $9 billion

>> with the statistics there isn't necessarily a domestic violence problem with the nfl. it's not my opinion. is it needing a reality check in the front office. >> i do appreciate the new york times giving us a full view of what the situation looks like. here's the numbers this is what's going on across the league. this is how it relates to society as a whole, but it doesn't change the fact whether you're in society or the nfl you've got to make the right decisions. how in the heck do allow someone to continue to play football knowing that they are not able to keep that aggression on the feel and take it out into the community. something has to be done about that. you set the tone at the central office and sees if the commissioner all of a sudden has disappeared. i haven't seen him in a while. i don't know if that's means

they are looking to make a change or whatever. you've got to set the tone clear this is not something that is acceptable. >> if you contrast the leadership of roger goodell with the leadership of adam silver in the nba when donald sterling made his crazy racist comments. silver acted immediately, but he acted because the players pressured him. labron james said we're not playing if he owns this team. the players in the nfl can't stand up because they have the weakest union. most of the contracts are year to year. so they would be taking a much bigger risk than labron james. >> goodell, everyone assumes they also not going to remain -- that's not going to remain there for long, but then, again, he is the nfl's guy. >> he handled this and he needs to fix this.
